TAX RATE:
The Selectmen asked Brian Sullivan about the tax rate. He informed
that the Assessors will go ahead with the tax rate. Ted Phelan will go
into Boston to get the tax rate on Tuesday, December 9th. Tax bills will
get out by December 17th. The Board suggested that a%~ritten notice should
go out'to the tax payers that it would be to their advantage to pay.their"
tax bill by December 31st. Chairman McEvoy announced that Rep. Hermann and
Senator Pollard would be at a meeting Wednesday night, December 10th,.to.'
discuss the Missile Site.
REPAIR TRANSFERS: '
Once again~ the Board discussed the matter of asking for a transfer'from'
the reserves for needed repairs: Brian read once more from his list:
Town Building electrical work, two doors replaced in Town Building, sand
and salt shed (CyF will do the work, if lumber is purchased) Council On
Aging roof leak, change ~alves on Town Building radiators. Brian was.
requested to ask three or four concerns to estimate the electrical rePai~
cost ($2190 is available at the present time)
LICENSING COMMISSIONERS: :
APPROVED: Renewal of the following licenses:
Class II - Robert Cipro, Md. and Eddie's Arco Service Station~
Class III - Robert and Joan Houghton d/b/a B'ob's Auto Parts
Common Victualer --Boston Hill Snack Shop, Captain Pizza, Hi-Way Grocery,
Mr. Donu~ Shop,' Pewter POt Muffin House.
1-day bee~-'~ license application received from Robert Dawe, for New
England Gulls, girl's basketball game event at Merrimac~m~ollege on
December 9th. Granted,subject to Chairman.~oyce check;wz~h.Rev. Joseph

The Board of Selectmen held their regular meeting on this date wi Il. ·
members present; Selectmen Char]es A. Salisbury, Ralph R. do3ce, ~onn-.~.
Graham, R. Louis DiFrusci0, with Chairman Thomas J. McEvoy presidin9. The
minutes and warrant were approYed as submitted.
CIVIL SERVICE HEARING':
Received notice of a hearing
and regulations.''Voted to
od proposed changes to the Civil Service rules
except the'letter for the file.
REVALUATION ·PROGRAM:
Received a..copy of.a letter sen~'to the Assessors from the Dept. of Revenue
stating that the revaluation of property conducted by the Board of Assessors
was unexceptable?' and they ordered the Asseseors to immediately request a
special Town Meeting to appropriate the funds to hire an outside firm to do
the revaluation program to be affective in fiscal 1983. The Administrator
'indicated that he had talked to the Board of Assessors, and the Board of
Assessors will attend the next Selectmen's meeting to explain their position
on this matter·and what their response will be'to'the Dept. of Revenue. Voted
to table any action until the next meeting of the Board.
SCHOOL FUNDING SUIT:
Received a letter from the!.'Mzss. Municipal Assoc. requesting the Town to
contribute to the' fund supporting the suit'Drought against the State for
inadequately funding, education. Voted to refer the letter to the School
Committee and ask them if they will participate on a.50/50 basis with the
Selectmen.
ANNUAL 7OWN WARRANT:
The Board voted to open the warrant immediately and notify
that the warrant will be closed on February 2.

TAX RELIEF ACTION COMMITTEE: F
The Ad~,dnist~ator brought up for discussion the fact that the committee,i after
having submitted its report to the Selectmen on Proposition.2~, ~is'. no.w looking
for direction from the Board as to what they should.be work~ng onl In addition,
the Administrator indicated that the committee needed additional members'as some
of them had not participated or dropped out. Voted to table this'matter~until
next week.

PARKING ON HIGH STREET:
The B'oa'rdl.dJscussed the previous letter from the Police Chief recommending
that parking be prohibitted on one side of High Street. There was a good
deal of discussion on which side parking should be allowed, and the members
generally agree that they. would like more t~me to go up and personal)y view
the area. Voted to table this matter until next week.
PARKING ON SECOND STREET.:-
Received recommendation from the Police Chief concerning the request from
Arlington Trust Company that parking be eliminated on Second Street, rather
on the southerly side of Second Street, from the intersection with Main Street
to the end of the Arlington Trust property. The Chief recommended favorable
action on Arlington's request. Voted unanimously to approve the Chief's
recommendation.
STREET LIGHTING:
The Board discussed the need for installing street lighting along Sharp,ers
Pond Road. It was noted that we had received two or three requests for
lights on~ this road from citizens. Board voted to request the Administrator
to submit a recommendation for lighting ~round Sharpners Pond Road and to
su[~mit his report on the lights in others areas of Tow_n whi]ch he proposed
on removing.
DOG OFFICER:
It was noted from-the budg~t~ rePorts that the Dog Officer's line item for
Bul-ger-J.s was already overe.xpended. Voted to have the Dog Officer appear at
the 'next Selectmen's Meeting.to discuss this matter.
LICENSING COMMISSIONERS: .'
"81 ASSOCIATES'! 'ONE-DAY LICENSE:
Received a request f~or a one day beer license from "81.Associates" on the
Common-,on May 30 for a scout family chicken barbecue. There was a considerabl~
amount:of discussion ani'oi~l'g the Board as to granting of any license for
alcohol beverages on the Common except on the Fourth of July. However,
there was no f_ormal policy adopted. The Board voted to. grant the request.
