GLCAC:
Joe Morkeski appeared before the Board to dis=uss the many services GLCAC
offers to surrounding communities. GLCAC had sent letter to the Board asking
support for funding to continue their services. Their services are available
to all,~surrounding communities and their main purpose is to alleviate the
problems of the lower income familes. Over~.100 jobs are available to North
Andover children in the summer from Grade School through High School. They
give fuel assistance to those eligible, give elderly discount cards for many
stores, send help to elderly, cleaning their houses when they cannot do so,
have a weather insulation program, a successful Head Start program, a lead
paint program and donates $300 to $500 to the Recreational Council every year.
Of all the services they provide, North Andover receives a commensurate share
When asked if North Andover people know of the services GLCAC has to offer,
Mr. Morkeski replied that they are well awareof them, having received servio
over many years. It was the unanimous vote of the Selectmen to send a letter
to.the GLCAC indicating their full support.
SOLID'WASTE REPORT:
Brian S. reported to the Board that the.Highway Surveyor, Ed Scanlon and
he had a.meeting with Walter Menery to view the Lawrence transfer station.
Mr. Merry will send letter to the Selectmen advising them that the Lawrence
facility is a~.ailable to North Andover when ever necessary. A meeting will
be held Wednesday to review the Holt Rd. disposal site at 1:30 P.M. ~'ian
suggested thai the Board have a work session with UOP to go over the changes
in the'contract. It was voted to have Brian schedule a work session as
su§gested. Vote 3-1..McEvoy opposed.
PEP~ONNEL BOARD:
Wm.'Blackstock, Mike Leary and Secretary Connors met with the Board to disc
raises and negotiations. Mike Leafy stated that it.was important that all
groups come to a uniform figure...that they wanted the Administrative emplo
to get equal treatment. Personnel Board has to present a figure at Town
Meeting and they wanted to know what the figure is that is being presented.
They were told that B~ian would give them the figure' privately. Selectman
Salisbury stated that there was no intent to forget the administrative emplc
under'the Personnel Boad By-Law. It was stated that all departments must
Adviso~M Board recommendations. Mike Leafy asked if a Reserve, full time
Police Officer, after the probation period, is entitled to regular benefits.
The Board said they had set no policy. Personnel Board was assured that the
Selectmen would keep them notified of all pertinent infor prior to T own
Meeting.
PROCLAMATION:
At the request of the AMVETS, the Board voted to proclaim the week of April
12th, "Driver Education Week."
MARCH OF DIMEs: TELERA~¢- ~.
Letter from the March of Dimes Chapter Chairman requested that bhe Board con-
sider giving some of their time answering the phones on Sunday, April 5th,
during their Telerama to raise funds. Selectman Salisbury volunteered to do
so between the hours of 4 and 5 P.M.
HUD PROGRAM ADMINISTRATION:
Gayton Osgood appeared before the Board and requested a letter defining his
duties and the question of Administration was brought up. Gayton stated that
there haven't been any problems, but for the future, he would like a letter
from.the Selectmen defining his duties. To date, everything that has been
done has been approved by the Selectmen. He added, the Selectmen should be
at the head. Selectman Salisbury stated that, in the past, when Gayton and
Louis worked together as administrators, there was a "check and balance" and
eveeyth~ng seemed to work smoothly. He suggested that the Board and Gayton
meet.nih a separate session, other than the Selectmen's meetings, to review
the work of the program of the last three months. Gayton offered to write
memos for the Selectmen's information but would like Board's imput to his
plans to apply the HUD programs. He went on to say that if eomething came
up that he was uncomfortable with before the 3 month meeting, he would aske
to be placed on the Agenda of a current meeting. It was voted 3-1 to meet
with Gayton in a separate meeting once a month to review activity. McEvoy
opposed. Gayton will contact Brian. It was also voted to release letter
written by Selectman Joyce to the Planning Board.

ELDERLY SERVICE CENTER: :
Gayton advised the Board that the Council On Aging has asked him if it
would be possible to locate a Senior Center downtown rather than spending
money on the Community Center which was in=onvenient to get to as it was
too far away. It was suggested that a portion of the new parking lot in
back of the Town building be acquired to build a new building for the
Senior Citizens...there would be room after the old Town garage buildings
were razed. Gayton said he had not made any committments to the Council
On Agtng..that it was the Selectmen's decision. If the Senior Center was
relocated downtown it would be possible to make the Community Center into
a youth facility which is badly needed. Council would have $34,400 to
apply to new building. The Recreational Council would like more space and
time in the Community Center and the Trustees of the Community Center
fundamentally would like to support more ycuth activities there. When
buildings are taken down, 133 parking spaces would be available for down-
town businesses...the new building would only take up 25 of these spaces.
The building would be · 2-floors,4000 sq. ft. in size. He went on to
say that the elderly come downtown for various purposes and it isn't
p~actical to locate any other place. Selectman DiFruscio would like to
find out how much land in back that is available and owned by Town, and
to scrutinize plan further. It was voted to take the request under ad-
visement until Selectman DiFruscio could acquire more information.
CHIEF DONNELLY:
Brian advised the Board that the Police Chief would meet~in the near
future with the Advisory Board to review the Advisory Committee's
re commendation re the elimination of 2 full-time Reserve Police Officers
for filling in for officers out on injury leave. It was voted to support
Chief Donnelly in his request for reconsideration of the recommendation.
LICENSING COMMISSIONERS:
Tabled: Application for junk dealer's license for antiques.
Approved: l~day liquor license, March 26th, for Kevin Lynch, Merrimack
College. A check list was requested of the 1-day liquor
