TAG DAY REQUEST:
Request received by letter from Linda S. Erickson to conduct a tag day on
Saturday, March 28, 1981 to raise money for the Holy Rosary School basket-
ball team sports banquet. Selectman McEvoy stated he was against granting
the permit because they were out of town. Selectman Joyce stated that it
didn't make any difference, it was for a good cause. Selectman Salisbury
made a motion to grant permission to have the tag day with the stipulation
that it be restricted to the North Andover Mall. Vote was 4-1. McEvoy
against motion.
MERRIMACK COLLEGE:
Application received for a 1-day liquor license, April 6th, for the college
Athletic Dept. Hockey Team annual banquet; application from Bruce Parker,
Hockey Coach. A list of 1-day liquor licenses was discussed; number od the
list totaled 19. It had been voted~in October at the request of Chairman
Graham, that only 20 1-day liquor licenses be granted by the Board for the
academic year. It was voted 3-2 to grant the 1-day liquor license for the
hockey banquet. It was also voted to have Chairman DiFruscto send a letter
to Rev. Gilltn, Director of Student Activities, advising him that the
college quota had been reached for the academic year for 1-day liquor
and't° s° advise faculty and sleights that app~ns~ would not
be received.

Upon motion of Chairman Graham, the Board went znto executive session to
discuss salaries.

PETITION: Middlesex Street:
The Selectmen unanimously voted to execute a petition for the Count3 Commiss
loners.to lay out, alter or relocate Middlesex Street. This petiti0n.,i~ a
request of the Highway Surveyor. Petition, duly executed, will be sent to
the County Commissioners.
VANASSE/HANGEN ENGINEERING CO. PROPOSAL:
The above-named company submitted a proposal for a property line survey and
taking plan preparation in conjunction with the roadway widening at Main and
Sutton Streets in North Andover. James D'Angelo, Engineer, was present at
the meeting to advise the Board that the extra work would not exceed the
sum of $700. He also would submit a taking plan to Brian Sullivan for the
needed appraisal. The vote was unanimous to accept the proposal.
CONSERVATION COMMISSION:
Four applications were received for membership on the Conservation Commissio~
The Board voted to have the Secretary set up 10 minute interviews for next
week on April 6th, beginning at 8:00 P.M.

IDFA APPOINTMENT:
The Board of Selectmen unanimously reappointed Joseph D'Angelo, member of
the IDFA, for a term of $ years effective, April 1, 1981.
MIDDLESEX STREET-VANDALSIM:
A letter from residents of Middlesex Street cited constant acts of vandalism
at the lower end of Middlesex Street. Chairman Graham advised the Board that
Chief Donnelly has been doing some checking into the matter. The Board'voted
to request a report for next meeting from the Chief on the results of his in-
vestigation.
NEW HOUSING PROJECT:
A letter and a lengthy brochure on a proposed new housing project was re-
ceived from the Board of Appeals. They asked the Board to review the plans
in the brochure and to submit their recommendations, if any, by the hearing
date, April 15, 1981. The Board tabled the matter until next meeting, April
6.
STATE SALES TAX:
The Selectmen received a letter from T.A. Pelosi, Jr., City Council President
of Haverhill advising that the Haverhill City Council had adppted a Resolution
opposing any increase in the state ~ales tax. They ~'~ted that they were
aware that the need for tax reform is long overdue,/t~ey were not convinced
that focus on the sales tax adequately addresses the total tax problem. They
asked the Board to express their opposition to broadening the sales tax to
our representatives and senators. Letter was voted to be received.
MVRTAMANAGEMENT COMPANY:
Brian Sullivan, Execurtive Secretary,'had advised the Board that the Admin-
istrator of MVRTA, Joseph Constanza, would like the Board's imput re the
MVRTA Management Company. The Board voted unanimously to send letter to ~.
Constanza stating that they unanimously recommend the Trombly Motor Coach
Service, Inc. to be chosen the MVRTA Management Company.
ADVISORY BOARD MEETING:
Chairman Graham advised the Board that they would meet with the Advisory
Board after the Selectmen's Meeting, April 6, 1981.
EXECUTIVE SESSION:
Upon motion of Chairman Graham, the Board went into executive session to
discuss negotiations.

License to operate coin-operated machines'for North Andover
Restaurant, K. of C. Association, Inc.
1-day liquor license, May 16th, for annual bowling banquet of the
Bavarian Bowling League, at the B.U. Conference Center.
Bazaar license, April 10th, at the K. of C. for Troop 81 Associates.
Town Clerk stated, that in the future, Bazaar licenses should be
issued from his office.
