Letter received from the Executive Office of Communities and Development
advising the Board that they were unable to satisfy Town's request for
Section 8 Moderate Rehabilitation units under the Department of Housing
and Urban Development (HUD) FY, 81 allocation. Gayton Osgood requesteda
copy of this letter for he told the Selectmen that this request had not
been made and he would like to look into it.
BOARD 0F TRADE:
Letter received from the Board of Trade expressing their support of the
regional res@urce recovery plant and offering their help in any way.
HIGHWAY SURVEYOR-POLE LOCATIONS:
Bud Cyr appeared before the Board with a complaint of long standingre
the lack of cooperation of both,, the telephone and electric companies
in regard to pole relocations for street widening and street reconstruc-
tion projects. At a meeting with representatives of both companies last
year, it was agreed that the Highway Surveyor would receive a copy 6f all
petitions sent to the Selectmen to install or relocate poles. This has
not been done. After further discussions, the Selectmen voted to send a
letter to both companies requesting that a copy of all pol~:~peo~tions be
sent to Bud Cyr with a detailed plan of same. The petition will have to
'be approved by'CYr;before it'is considered by the Selectmen.
REGULATORY SI GNS:
Bud Cyr also presented a list of regulatory street signs that have been
requested to be installed. He stated he couldn't install them until he
received more money from'the Reserve Fund in the neighborhood of $614.
The Selectmen voted to request same from the Advisory Board.
Selectman Mc~voy brought up' the managerial position of the MVRTA and
stated that, although the Bbard had moved before to support Mr. Trombl~,
he would like to make a reminder to the Board that, if'the matter came
up for reconsideration, we would still support Mr. Trombly's position
on the MVRTA.
IDFA FINANCING:
George' Schruender, Chairman of IDFA, ir. troduced proprietors of a new
company, Uno Ventilator, whom the IDFA recommended '-' financing. They
will be On a 2 acre site on Flagship Drive (The Willows) They manufacture
industrial ventilating equipment, d~al in metal fabrications and metal
extrusions.- Founded. in 1905 in Malden, they are outgrowing their f~ctlities
and came to North Andover. Their accounts are mainly in New England .and
the East Coast and. are. presently expanding ~nationally.' . They present-ty---.'
have 12 people in their shop and 4 in their office and hope to increase
number of employees. The Board voted unanimously to approva the IDFA'
financing of the company.
TOWN FOREST :AREA:
The Selectmen approved the request of R.A. Lachapelle, Scoutmaster, 'Troop
87 to use the Town Picnic area for their annual camping weekend, May 15-17.
Police and Fire Departments will be so advised.
MVRTA:
Selectman McEvoy reminded the Selectmen of the meeting on February 14 of
the Merrimack Valley Regional Transport Authority. In regard to the man~
agerial plot; he stated that the Board had previously voted to support
Francis Trombly · and would like to state, that if it came u? again .for
reconsideration, the Board still supported Mr.' Trombly's posit~on on
· MVRTA.
LANDFILL & BEACH STICKERS:
It was voted not to charge for landfill and beach stickers this year, but
will bring up for consideration in 1982.
STREET LIGHTING:
The Selectmen voted to assign each precinct to Two Selectmen to evaluate
the street lights in the Town. Joyce and DiFruscio, Precinct 4, Graham and
Salisbury, Precincts 3 & 5, McEvoy and Brian, Precincts 1 & 2. Brian said
and enlarged map with dots to show lights should be used.

Approved: __ for annual outing of Suffolk University at the
B.U. Conference Center, May 17th. Police officer required.
1-da li uor license for wedding reception, June 6th, at B.U.
Conference Center from Daniel St. James. Vote 3-1 McEvoy said he
wouldn't approve the license because the B.U. Conference Center
didn't pay any taxes.
., License to'o erate two coin-operated machines at the China Blossom
Restaurant. Vote 3-1 McEvoy said he wouldn't approve the'license
because the Board did not approve a similarrlicense for Star Pizza.
Chairman DiFruscio reminded him that the Star Pizza license wasn't
approved because it was opposite a school.
MERRIMACK COLLEGE:
Reverend Joseph Gilltn, Director of Student Activities at Merrimack College,
appeared before the Licensing Board at their request to discuss the 1-day
liquor license quota at Merrimack College.. Selectmen Graham, once more, re-
viewed the previous decision that only 20 1-day liquor' licenses be issued,
and he want on to say that 25 were issued. Chairman DiFrusoio~said that Rev.
Gillin.was Under the impression that the 20 1-day liquor licenses were
allowed the students; that 1-day liquor licenses for the faculty,~.~arents
and.alum~i.~ were not counted in the'20 quota.: The matter of issuing an all
alcoholic license was brought up. Rev. Gillin advised the Board that he had
conferred wzth the/~r~szdent of Merrimack College, Rev. Murray, who approved
an all alcoholic license to':be~egulated by the college. In fact, he would
not publish the fact the college had an all alcoholic license and would allow
Happ~z~ours at his own discretion. Rev. Gillin was asked what quota he would
advise if the adult licenses were separated from the student licenses. He
said ~hat 20 for the students would be adequate and 15 for the adult licenses
The Selectmen remarked that the 15 adult licenses seem ~o be excessive. Selec~
man Graham said one of his prime concerns is the underage student being able
to attend the upperclassmen at their Happy Hours. After further discussion,
it was decided to wait to make any final decisions on the matter until a full
Board was present. Rev. Gtllin was requested to attend next Monday's meeting
at 7:30 P.M.
An executive session was called to discuss Fire Dept....n~otiatiozp__n~ns and a
