iness.' Present were Selectmen Thomas J. McEvoy, Charles A.'Salisbury,
R. Louis DiFruscio with Chairman John W. Graham presiding. The warrant
and minutes were approved after a correction.
COMMUNITY CENTER:
The Council on Aging met with Gayton 0sgood to discuss their proposed
relocation of the Se~'ior Center. The Council On Aging want to relocate
downtown, a more central place. However, the Elder Servicesgrant they
received was specifically to be used for Senior Citizen activities at
the Community Center. If they relocate any place else they would lose
the money from the grant. Gayton stated that Mal Norwood had called
several meetings of the Community Center Trustees but only two or three
would show up. After more discussion, Chairman Graham was requested
to call a meeting consisting of the Trustees, Council On Aging, Qayton
Osgood and the Selectmen to discuss the future of the Center.
EOCD PLANNING GRANT: to discuss
Susan St. Pierre, Town Planner, appeared before the Board/the EOCD
grant. She stated that it would'be a good grant..the state would give
$12,000 and the Town $4,000. Both the Town and the Housing Authority
has to pass a resolution for the grant. The preapplication has been
approved and the final application has to be in by May 22, 1981. The
$16,000 will do a traffic analyst of Main'St., analyse access and exits
of proposed downtown parking lot, do topography work, provide cont=act
for bids, advise the Town on what easements they have to get, provide
landscaping plans and advise on the proposed new, Sen&zr Citizen house
among other items. The Board voted unanimously to approve submission
of the grant.and to authorize the Chairman to execute the resolution.
BRADSTREET SCHOOL VANDALISM:
Copy of a letter sent to Police Chief Donnelly from the School Committee
on vandalsim at the Bradstreet School was received. In the letter, it
requested additional police patrol in the area of the Bradstreet School.
There h~s been a conttnuinglproblem of vandalism, Broken'glass and
graffiti in the Bradstreet school yard and the school buildingl They
asked that the school children be still allowed to use the yard as a
playground but requested that the older students barred from the school
ground by dusk. It was voted to authorize the Chairman to contact the
Chief of Police re the problem.
GILMAN LANE:
Letter received from Patrick S. Cone, Trustee of the Lacy Street Realty
Trust stating that/~d purchased the subdzvzston known as Gilman Lane off
Farnum Street and that it was his intention to convey to the Town or the
Conservation Commission, Lot #27, which is at the corner of Gilman Lane
and Farnum Street, for no consideration. The letter was sent to the
Selectmen at the request of the Conservation Commission. Board voted to
table the matter until they had received further comments from the Conser-
vation Commission.
RESERVE~OFFICERS:
The Board voted to tableaetion on the.list until May 22nd to allow time
for the applicants to indicate whether they wanted to be appointed or not.
HILLSIDE RD.:
Letter from the State DFW re safety measures at the intersection of Hill-
side Road and Rt. 114. DPW stated that a new surface will be applied start-
ing at the Middleton-North Andover line up to and including Wilson's Square.
New traffic signs would be installed. At Hillside Road they proposed to
install a small island on the westerly side of Rt. 114 along with appropri-
ate signs to prevent certain traffic turns and crossing of Rt. 114. 'In
addition, traffic signals at Wilson's Corner will be improved and new
equipment installed. Brian S. advised the Board that he had written a
letter to the DPW voicing the Selectmen's objections to the installation
of a small island in front of Hillside Road and again requested that a
temporary island be erected on Rt. 114. Traffic light at Hillside Road
was requested by the Board in the same letter. Brian also advised that.
he had contacted Rep. Hermann who indicated that he would set up a meetlng
with the ~ as soon as possible on this matter.

Letter received from a majority of the administrative employees requesting
that during the months of July and August the Town building.be closed at
12 noon 'on Fridays. Letter voted to be received.
PUBLIC WORKS INSURANCE:
At a previous meeting, John Thompson requested insurance coverage for
equipment and supplies stored at the Town Farm shed. After discussion the
Board voted not to obtain the coverage based upon the following reasons:
1. 'The present policy 5as a $10,000 deductible. 2. It is a questionable
practice to pay for insurance coverage for such small items as lime, fertili-
zer and soccer balls. 3. Many of the items are not in the shed several
months of the year. In the letter voted to go to Thompson, they suggested
that, if possible~ they store some of their more valuable items at the Town
Garage where coverage is available.
SEALER OF WEIGHTS & M~ASURES:
It was brought to the Board's attention that the present Sealer of Weights
and Measures, William Blackstock, intended to resign his position due to the
fact that he didn't have the time available to execute his duties. The
Board voted have Brian advertise for appli6ants as soon 'as the resignation
is received.
STREET LIGHT-COLGATE DRIVE:
Mrs. Edna Witzgall of Colgate Drive appeared before the Board to advise them
that the light they had Noted to reactivate still had not been turned on and
she was very concerned. She was advised that Brian will contact the electri~
company and the light, would be turned on this week.
ELECTRICAL OUTLET-COMMON:
Selectman DiFruscio Outlined to the Board the two areas where the electrical
service J'on the 01d Common for holiday observances could be installed. After
considerable discussion, the Board voted to wait until a second bid was sub-
mitted as they were told by Robert DeFresne. Landers Electric Co. had al-
ready submitted a bid but it will not be opened until the second bid came in.
AIRPORT:
Frank Trombly telephoned.the Board while the meeting was in progress to advise
the Board that there would absolutely be no public .housing built by the City
of Lawrence on land next to the Airport in North Andover~as reported in the
Sunday Lawrence Eagle Tribune quoting amt. Roland Hatch. The Board voted',
tO have a letter sent to Mayor Lefebre expressing their strong opposition
to any housing development in the Airport area and to request a comn%ittment
from the Mayor and City Council that Lawrence would never locate any type of
housing on this land. ~ ~~~~
