The Board of Selectmen h~id a brief meeting on this date at 6:45 p.m.. in ~he
Middle School Library prior to a scheduled Special Town Meeting at 7:30 p.m.
Present were Selectmen Charles A. Salisbury,.Ralph R. Joyce, R. Louis D:
with Chairman John W. Graham presid&ng. Selectman McEvoy was. absent due to
illnes. The minutes and warrant were approved after amendments.
JURORS:
The following persons were drawn for jury duty, No~ember 2 Sitting:
L~wrence - Francis F. Serretti, 99 Meadow Lane, Program Coneroller
Newburyport - Burrell Stallard, 60 Bradstreet Rd., Mail Clerk
Salem - Joyce A. Radcliffe, 206 Middlesex St., telephone operator
, Roger Dehullu, 58 Union St., retired meat store owner
LOUIS KMIEC:
At'~the request of Louis Kmiec, he was tabled to appear on the October 13th
meeting. He advised that the Open House had been postponed from October 17-
18 to October 24th.
LICENSING COMMISSIONERS:
Approved: 1-day liquor license, November 5, for Men of Merrimack (Greeley)
1-day liquor license, October 16, Jr. Class'83, Merrimack College

OCTOBER 13, 1981.
The' B'~ar~ of Selectmen held their regular meeting on this date with all
presqnt except Selectman Salisbury who was out of town on business'. Present
wer,e'jSelectmen McEvoy, Joyce, DiFruscio with Chairman Graham presiding. The
~rrant was approved as submitted~ ..~ .:.
PUBLIC WORKS - SEWER CHARGE:
James Noble of the Board of Public Works appeared before the Boardto discuss
whether.the Public Works had the authority to charge individual home owners
fo~ ~ewe~ I'ift station~. Town Counsel had verbally indicated to the Board of
Pub~i~ W0'~ks that he could find no specific relevelant oases either denying
author~ihg them to charge homeowners. Noble stated that his Board was 'going
to request a written clarification from Town Counsel which would satisfy his
Board's'" Town Counsel also said Town should not charge for sewer lift stations
and Chairman Graham'stated that we should abide by Town Counsel's decisions.
COMPLAINT-ELECTRICAL PERMIT FEES:
Building.Inspector, Charles Foster, stated that the complainant was being
~rea=ed fairly in this matter. After further discussion, it was voted to send
letter't6 complainant ad:£sing him ~hat the fees charged were fair and explain
whY.
BUILDING INSPECTOR REQUEST:
Charl~eFoster requested that a transfer from the reserve fund to pay the
'Assistant Building Inspector. R~,son for. request is the Housing Authority
.Green~Stree project that will require numerous inspections from his office.
Usually, a Clerk of the Works takes care of these inspections. ~owever, on
this housing project an inspecting architect is hired by Hud to ~m=t&fF the
.plans without a Clerk of the Works to inspect and check on the actual build-
ing of the project. The Building Inspector and his Assistant are the only
ones to keep work in line and.~ke sure the project is built to code. It is
called a latch key operation. .It was unanimously voted to approve Foster's
r~quest.
FLOOD PLAIN MAPS:
It was voted to request comments from the Planning Board and the Conservation
Commission by October 30th on the flood plain maps that had been forwarded to
thqm.
HALLOWEEN:
Letter received from David Swenson, 21 Moody Street, requesting that
be :abolished in North Andover because of vandalism reasons.
