members present; Selectmen Thomas J. McEvoy, Charles. A. Salisbury, Ralph R.
Joyce, R. Louis Dii?ruscio with Chairman John W. Graham presiding. The warl
was approved as submitted. Minutes of the last meeting will be submitted at
next meeting.
ELEVATOR INSPECTION CONTRACT:
The Building Inspector, Charles A. Foster and Joseph Morrissey, proposed
contractor for elevator inspections, appeared before the Board to discuss
a contract necessary for the inspection of elevators in the Town which
number approximately 60. The Board had a letter from the Commissioner of
Public Safety which indicated that the proposed arrangement to inspect eleva-
tors was in accordance with the law. Because of lack of funds, the State
had to lay off half their inspectors and no longer could do all the ins~
necessary. Mr. Morrissey, a former state inspector, and other inspectors who
were laid off, formed their own elevator inspection company. The Board also
had studied.'the sample contracts from the City of Lawrence and the Town of
Lincoln. After several questions w~re answered by the Building Inspector and
Mr. Morrissey, a motion Was made/~ a~8~ ~ contract like the City of
Lawrence with the addition,recommended by Brian Sullivan, to have a paragraph
stating that the fees the contractor proposes to charge shall be mutually
agreed upon between the Selectmen and the contractor. (This will prevent the
contractor from charging ex~orbitant fees to proPertY owners.) The contract
is to be approved by Town Counsel. The vote was unanimous.
TOWING CONTRACT AWARD.:
The three towing bids, tabled from last week's meeting, were discussed. It
was noted that all three bids were identical in price with the exception that
Coady's rate on s.torage was lower than the other two bids. A motion was made
and seconded that all three companies would be awarded.the towing contract
with Coady's storage chargessubject to approval of Town Counsel and approval
of the three bidders. Vote: 4-0-1 DiFruscion abstained.
FIRE CHIEF'"S EXAM:
Notice-was received that two applicants hid passed the multiple-choice
component (Part I) of the Fire Chief exam taken on March 21, 1981. Their
answers to Part II are presently being graded. However, they must also
achieve a mark of 70 or higher in the Fire Problem in order to pass the
examination. The Board is very concerned about the length of time taken by
Civfl Service to grade examinations...eight months have passed since the exam
was taken and results have not been received yet. Brian S. advised that three
steps could be considered: 1) Remove fire and police chief positions from
Civil Service through To%m Meeting action. 2) Have promotional exam within
the departments. 3) Have option of going outside of Town to appoint Chiefs.
Civil Service requests that they be notified immediately if the desire the
fire department to participate in the upcoming examination scheduled for
March of 1982, in the event the two fireman who passed Part I do not pass
Part II. It was an unanimous vote to schedule March exam and have it opened
to~ all firemen. Brian was also authorized to persue the three alternatives
other than Civil Service to select a Fire and Police Chief. It was agreed
to utilize test results for selection of permanent chiefs if they were ever
received.
LICENSING COMMISSION:
TAXI CAB REGULATIONS:
The Board voted to table action on the taxi cab regulations submitted by
Brian until the next meeting.
RAYMOND ROY:
The Board voted 4-1 to deny the third application of Raymond Roy to install
2 coin-operated machines at 129A Main Street.
LEONARD A.GUSTUS:
It was an unanimous vote to grant a Common Victualer license to Leonard A.
Gustus d/b/a Farmer's Market, 1705 Turnpike Street after letters of approval
received from the Board of Health and Building Inspector.
ED NORRIS GAS STORAGE:
The Board received an affirmative recommendation from the Building Inspector
on Norris's application.
