Boyle's restaurant was discussed briefly, whether it was closed or not. The Restaurant's 1982 license was applied for in the proper time and has been paid for. Alice M. Letarte, Secretary ************* rk JANUARY 4, 1982 The Board of Selectmen held their regular meeting on this date with all members present: Selectmen Thomas J. McEvoy, Charles A. Salisbury, Ralph R. Joyce, R. Louis DiFruscio with Chairman John~W. Graham presiding. The warrant was approved as submitted. Once again, Selectman DiFruscio requested that approval of the minutes be tabled until next meeting. JURORS: The following persons were drawn for the February 1st Sitting: Newburyport Richard E. Joyce MAIN & SUTTON STREE~ENGINEERING CONTRACT: Vanasse/Hangen Engineering, Inc. submitted amendments to their contract with the Town for engineering design services at the Main Street/Sutton St. intersection. The amendment expands the original project area to include Main Street southerly to Waverly Street.a~The additional $14,'000 design fee for this amendment will be par~ of a Community Development Block Grant Program already received by the Town. A progress report was made by james D'Angelo, Civil Engineer from Vanasse/Hangen. The Board voted dnanimous'ly to approve the amendment to the contract. HIGHWAY SURVEYOR: It was voted to bring a letter of support to the Advisory Board meeting scheduled for Tuesday, January 5th, for the Highway Surveyor's request fora transfer from the Reserve Fund for snow removal expenses. Street Lighting: Brian Sullivan advised the Board that approximately 171 street lights were scheduled =o be removed in order to remain within the street light budge~: A list of streets and the number of lights to be removed was presented to th~ Board for their perusal. DRUNK DRIVING: Selectman McEvoy brought up the incWeasing problem of traffic fatalities. 'due to drunken drivers. The Board voted to go on record that Senator Pollard and Representative Hermann be contacted to promote stiffer penal-I ties for drunk drivers. Copies of the letter to be sent to Governor King, Registry of Motor Vehicles and Senator Patricia McGovern. ACCIDENT CLAIM: Board received claim against the Town in accordance with Ch. 258, Sections 2 and 4 concerning two individuals Elizabeth Richards and Anna Anderson who were injured in an accident near the Albrite Carpet Co. on Rt. 114. Claim is based o? alleged faulty defects in the traffic signals which contributed to the acczdent. The Board unanimously voted to deny the. claim because the accident did not occur within the town limits or jurisdiction. JANUARY 4, 1982 (continued) 539. EXECUTIVE SESSION: The Board voted to go into executive session to discuss the L§~?r sui~ agains~ the Town. The Selectmen announced that they were aware that/~o~zce Chief will make a statement regarding the suit and the Selectmen acknowledge his right to do so. LICENSING COMMISSIONERS: THE WOK RESTAURANT: Letter received from Police Chief Donnelly that alcoholic beverages had re- portedly been served to under-age youths at the Wok restaurant at 733 Turnpike Street on the night of December 28th at a party of the members of the class of 81, North Andover High School. According to.~.the police report, David Woo, Manager, told the police that he had told the waitresses to check I D's but would tell them to be more diligent from now on. S~lectma~'~cEvoy motioned to s~nd a copy of the Chief's letter to the school committee but the motion was withdrawn when Selectmen Salisbury observed that members of the class of '81 had already graduated. It was voted unanimously to request Mr. Woo to appear before the Licensing Commissioners at a hearing on the matter. is scheduled for Monday, January 18, 1982, at 7:30 p.m. TAXICAB REGULATIONS: Taxicab regulations, submitted by Brian S., were discussed. Brian advised that the regulations, if adopted, would have to be advertised. A taxi,posing as a North Andover Cab, operating out of Lawrence, was discussed. If caught, he could, be fined. It was brought out that if a Lawrence cab company wished to pick up fares in North Andover, he should have a license from theeT~wn to do so~ Complaints about rates have been received from the elderly and others that they are never the same for the identical distance, that they are over- charged in other instances. Brian stated that, as now, the rates are not reg- ulated by the Town, that all that was asked of the present two cab companies operating with a license in the Town,that they submit and list the rates they charge; The Board requested that Brian find out about the Wee Bus service andwhat they charge for carrying bags from the cab to the house.
