LANDSCAPING DESIGN TOWN BUILDING (FRONT)
Letter from Gayton Osgood advised the Board that as part of the renovation
work to the existing Council on Aging building, a new ramp will be construc-
ted from Main Street to the building entrance. They also are proposing to
re-landscape a portion of the entrance to Town Hall and relocate the World
War II monument. The improvements will include new brick paving directly
in front of the Town Hall entrance, a walkway leading to the Council On
Aging building (part of the new Senior Center), benches, and new paintings.
The Veterans group is not opposed to relocating the monument on site but
would prefer not to move it to another Town location. All costs involved
will be part of the senior center project paid from CDBG funds. The Board
unanimously approved the project as an alternate design.

WHALE WATCH TRIP:
Bill McEvoy appeared before the Board stating he needed some
for the Whale Watch trip. The Board voted to donate $150.00
trip.

Letters received from the Police Chief, Highway Surveyor and School
Superintendent re the traffic problems on Chestnut Street, crossing
over Rt. 114. Decision on the matter was tabled until next meeting,
August 9th when a full Board will be present.
LICENSING COMMISSIONERS:
CHUCK E. CHEESE PIZZA TIME THEATER:
Applications were received for the above named restaurant consisting
of a Common Victualer, Automatic Amusement Devices (52) Entertainment
and a Wine and Malt license to be drunk on the premises. All applica-
tions will be considered on August 9, 1982 when a hearing is scheduled
for the Wine & Malt license.
Although the hearing is scheduled for August 9th, Thomas R. Saltsman,
owner and others made a presentation of what the family type facility
would be. Television and slide shows of Disney type characters were
shown which will be part of the entertainment for children at the
restaurant. There would be 26 children's rides and actors, l0 skee
ball games and cheese ball games. Salter stated there was an unique
need for a family restaurant, where the children of all ages could be
fed and entertained. No one under 18 would be allowed without a'parent
..q'or guardian. The' restaurant will be in the K-Mart store. K Mart is
.?'~subletti~.~.one-fifth of its current space, it wou.ld cost $800,000 to
.t:'~"'"~uild,'~.~p~l. oy up to 100 people and can serve up to 500 people in its
.var.io~s.~dining, mechanical cabarets, ride and game rooms. Chuck E.
CheesEj ~ huge colorful mouse, made an appearance at the meeting. It
was'an.indication of the different Disney characters that would enter-
tain~ihe childnen~at the restaurant. Salter answered questions from
the ~electmen ~t'~ng'the wine & malt license was important for it was
a convenience~.]'f'or' ~he parents to have with their meals. He assured
the Board that~'thle restaurant will not be taken over by drinkers or
teenagers. Birthday parties are very popular in all the over 100
restaurants now operating. Anthony Novaki, Manager of K Mart, told the
Board that he desires to cut the selling space in his store, that the
operation will be an asset to the community, that. it will attract the
same type of customers that patronize his store. A Mr. Campbell said
that he had four children and was glad to have that kind of restaurant
finally. Letter from Birch Drug Store approved the restaurant. Letter
from Fire Chief stated that he had visited the ManchesteP, N.H. location
of the Pizza Time Theaters and was very impressed in regards to the
operation's fire protection and life safety preventive measures. Letter
from the Building Inspector stated that the N.A. Mall is zoned a B-3
District. Eating and drinking establishments and indoor places of
amusement or assembly are allowed uses in a B-3 district. Salter
concluded that he has restaurants in Manchester, N.H., Ohio, California,
Connecticu't and Rhode Island, that all licenses are necesaary for a
successful...veni, ure. All applications tabled until August 9th hearing..
Aside from-'the'.applications, a James Beatty was present to complain
that DeMoula's doesn't keep the mall clean enough.
