HomeMy WebLinkAbout1982-09-13 Board of Selectmen Minutes~].0 SEPTEMBER 13, 1982. The Board of Selectmen held their regular meeting on this date with three members present Selectmen John W. Graham, Ralph R. Joyce with Chairman T~omas. J'~.'MCEvoy presiding. The minutes and warrant were approved as submitted. JURORS: The foliowing persons were drawn for jury duty, October 4 Sitting: Salem Superior Court Lawrence Superior Court Newburyport Superior Ct. - Elizabeth R. Jacobson, 57 Essex St. Beatrice E. Deloge, 80 Chestnut St. - Joanne B. Zilonis, 50 Beverly St. - Marilyn B. Gflborro, 89 Linden Ave. ESTIMATED TAX BILLS: The Board voted unanimously to instruct the Assessors to send out estimated tax bills. This would avoid having the Town Treasurer borrow money which wou~d cost the Town over $100,000 in borrowing costs. Also, it will be some time before the State can find the time to go over and approve the Town's revaluation program as some 250 communities will be sub- mitting their revaluation programs at the same time. The Assessors agreed to request per- mission from the State to send out estimated tax bills. POLICE CHIEF EXAM: A draft announcement received for the Police Chief exam. The Civil Service indicated that only lieutenants and sergeants were eligible to take the exam., their normai procedure. However, if less than four lieutenants or sergeants are interested in taking the exam, they will open it up for the patrolmen. The Board voted to approve the notice. SPECIAL POLICE OFFICER REQUEST: ? Susan Northam, wife of the Dog Officer, requested appointment as a Special Police Officer, She stated that she would have more powars as a School Crossing Guard and her part-time work as a matron in the police station. Chairman MeEvoy indicated that he didn't think.it necessary to have her a Special Police Officer. However, the Board voted to table the request until next meeting when a full Board will be present. REV. JOHN E. DEEGAN: Rev. Deegan sent a letter to the Selectmen thanking for their efforts which resulted in ,~ keeping the unsightly barriers being installed on Rt. 114 in the vicinity of Merrimack College. '~ The Board voted to accept the letter with thanks for the appreciation of their efforts. £ TRAFFI$ SIGNS: Letter received from Chief Donnelly carried his recommendation that a Stop sign be placed on Lyman Rd. at the intersection Of Middlesex Street. He also recommended that Go Slow Children signs be installed in front of the homes on Beverly Street in the vicinity of the Carl Thomas playground leaving the opposite side of the road open for parking. The Board voted unanimously to approve the recommendations of the Chief. ADMINISTRATIVE EMPLOYEE'S UNION: The Board received two copies of an Agreement for Consent Election to be signed and sent back to Stevons M. Day, of the Labor Relations Commission. The bargaining unit would consist of all full time and regular part-time clerical and custodial employees of the Town of North Andover including Town Hall employees, Library employees and the Watershed Analyst, and excluding the Seleetmen's Secretary, the Senior Clerk Secretary in the Selectmen's Office, the Senior Clerk Secretary to the Personnel Board, Library Director, Assistant Library Director and all Professional employees. It was unanimously voted to sign the Agreement and to waive right of Selectmen to question membership. TOWN FARM: The Board approved the request of Peter Rossiter to use the Town Farm picnic area on Sept. 18th for a pot luck picnic of the Healing Ministry Group from St. Michael's parish. TRAIN WHISTLES: Letter received fi-om the t~oston '& Maine Corporation re the complaint of Senior Citizen residents that trains were blowing their whistles in the middle of the night at the Sutton &nd Marblehead.. Street crossings. Mr. Dustin stated that the t~ainS do 'not whistle for either of these cro.ssings except in emergency;~ He said trains are required to whistle for North Main Street crossing ~' and as the whistle posts are 1200 feet east and 1200 feet west of North Main Street the. engines do whistle before crossing over Sutton Street. This is in compliance with the provisions of Sections 138 and 139 of Ch. 160 of the Gnereal Iaws, and can only be changed by Order of the Dept. of Public Utilities. It was to have the Executive Secretary, Brian Sullivan, find out what could be done to modify the train whistles. OFF STREET PARKING FUNDING: The Board accepted a letter from Gov. Edward J. King and Gayton Osgood advising the Board of a grant in the amount of $154,000 for off street parking. SMALL CITIES PROGRAM GRANT AGREEMENT: The Board unanimously .voted to authorize the Chairman to sign a Sma11 Cities Program Grant AGREEMENT. HUD will ~ssue aLetter of Credit directly to the Town in the amount of $800,000. after the Town has sucessfully performed the activities described in the Agreement.
