HomeMy WebLinkAbout1983-03-21 Board of Selectmen MinutesMARCH 21, 1963. 455 The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Ralph R. Joyoe, John W. Graham, Thomas J. McEvoy, Christine M. Smith with Chair- man Charles A. Salisbury presiding. The minutes and warrant were approved as submitted. POLE LOCATION: The Board approved the installation on one pole on SUtton Street; approximately 16 feet east of North Main Street~. ' WINTER PARKING BAN: It was voted unanimously to'lift the All Ni[4%t Parking ban. the ban would be enforced if a SPring Snowstorm occurs. Bud Cyr is to notify the Town that HAROLD PARKER FOREST: Letter' received from the Division of Forests and ParXs enclosing a list of people interested in partioipating in an Advisory Committee' for t~he Harold Parker' State Forest. An initial meeting is scheduled for March 30, 1983, at 7:30 p.m. at the Andove Library, Eim Square, Andover, MA. At this meeting the formation and futUne activities' and the formation of the committee. He hoped the Selectmen could attend the meeting any other interested Townspeople. INSURANCE: Letter received from Richard C. Lafond, suggesting that the Selectmen meet with the North Andovar Insurance Agent's Association to discuss the Town's insurance coverages in general. The Board voted to had Lafond submit a few dates for the meeting. SHEEP SHEARING DAY: The Board approved a request from Thomas Leavitt to close off Mass. Ave to traffiee between Andovemnd Osgood Streets on May 22, 1983 instead of May 15th. Police and Five Chiefs will be so notified. SURPLUS PROPERTY-SAFE: Letter received from Scott Folionsbee requesting permission to remove large safe from second floor. All department heads had been sent a letter but it seems no one wants the safe. The Board voted to wait until the end of the week and if no response is received, Seeretary is to advertise for bids. STREET LIGHTING CONSUMERS GROUP: Letter received from the Mayor of Quincy asking the Selectmen if they were interested in forming ia Massachusetts Electric municipal consumers group'~to attempt to reduce rising costs of street lights. The Selectmen voted to send a letter indioating their interest and to assign the new Executive Secretary as contact person for the Town. SUMMER BAND CONCERTS: Letter received from Caroline Cole for permission to have a town band, now being organized, to play every Friday night on the Old Common during the summer months. In addition, she would like to run a small concession to serve tonic, popcorn and ice cream and requested a Common Vietular's lieense for same. Carol~rn appeared before the Board and answered their inquiries . The band would play every Friday evening beginning June 26th between the hours of 6:30 p.m. and 9:00 P.M. it would,not be loud music as roek music, it would be typical band concert music. She had contacted the Board of Public Works and had diseuased the matter of aleaning up after the concert, etc. and was ~iven permission to use the electricity on the Common. The exception to the datesJ{$1ayed would be the 4th of July weekend. GYPSY MOTHS: Letter' received from the Division of Forests and Parks re gTpsy moth spray allowed for 1983. ' Board voted to send copy to the Tree Warden, Leo Lafond. HISTORICAL COMMISSION: The Board 'unanimously approved the action of the Historical Commission to frame two pictures of places voted in the National Register of Historic Places and hang them in the Library. PERSONNEL BOARD APPLICATION: Application received from Virginia L. Johansen, widow of Robert Johansen, who ,said she. would [e to complete her late husb.and's term on the Personnel Board. Mr. Johansen died suddenly eek. ' The Board voted unanimously to appoint Mrs. Joh:~ansen and to send her a letter of deep mpathy in the death of her' husband. BUILDING INSPECTOR - CHANGE ORDER The Building Inspceetor requested approval for a qhange order for the electrical workers to install the eleotrical box in the front meeting room instead of the Town Clerk's office. It was un- animoualy approved.' MILLSTONE-NATURAL FOODS STORE: The Selectmen were invited to be present at the ribbon-cutting ceremony and opening of a new natural foods store on First Street. Chairman Salisbury. will attend. COMPLAINT RE ASSESSMENTS: Michael J. Fioeooprfle appeared before the Board stating that he had flown eross country to keep ~n~ate with Mage.e and Magane, party that the Assessors had hired to reaeeess properties in Town when he arrived they had eaneelled the appointment.
