HomeMy WebLinkAbout1983-04-04 Board of Selectmen Minutes~6~ April 4, 1983 (continued) E-911 EMERGENCY.SYSTEM: · Letter received from C'hfef Do'lan advising the Board that he and John McGuire had witnessed a demosnstration of the E-911 emergency phone system at the Sale Fire Department Headquarters. The system has many advantages over their department's current dispatch methods but, at this time, the total cost for the system is prohibitive considering North Andover's needs. Initial installation from the time of agreement of intent is 24 months. At this time, the projected cost for North Andover would be $5.00 per person or $i00,000 dollars for installation and $I.00 per capita, per year, for maintaining our participation in the system. At a future time, this dispatching method may be in the best interests of the Town. Chief Dolan recommended that, at this time, it would be wise to keep a watchful eye on this system and evaluate its performance in other communities. The Board voted to send a letter to Chief Dolan, thanking him for his report and to watch the program for future evaluation of the system's performance and to report back to the Board. APPOINTMENT- ACTING POLICE CHIEF: It was an unanimous vote to appoint Lt.~Edward Sullivan, Acting Police Chief, effective May 4, 1983. It was also voted to send a letter to the Police Department notifying that all Sergeants or ACting Sergeants were eligible to apply for the Lieutenant's position left vacant by the appointment of Acting Chief Sullivan. CONSERVATION COMMISSION: Copy of letter sent to Margaret Simon to cease and desist from cutting any more trees. Voted to accept letter. COMMUNITY DEVELOPMENT: An easement acquisition will be discussed in executive session. Also, the Selectmen were scheduled to interview a Community Development Director, Frederick A. Masseno, at 9 p.m. ASSESSOI~' S ARTICLE: Chalr.~:~an Salisbury advised the Board that the Assessor's had requested an Article re abatements to be granted on taxes to the blind, disabled and elderly. It was voted to have the Chairman take the necessary steps to have a Special To~n Meeting before the Annual Town Meeting and opened the warrant to insert the Article and closed same. MMA SURVEY: Selectman McEvoy stated that he would like to voice his opinion on the MMA Survey. He stated that on February 17th the survey contained five titles and a month later the survey contained 17 titles. He could not understand the difference in the survey in one month. When he asked the people involved where they got all the titles, they replied that they had gone to other communities, Dracut, Wilmington, etc. McEvoy stated he wasn't interested in the jobs in these towns, the survey should be only for the town employees of North Andover. In no way did he approve the survey as it stood now, that it wasn't adequate or fair. He reserved any other opinions until he has met with the Advisory Board and the MMA group. Selectman Graham stated once again that he didn't think it was fair to the employees, that developing a salary structure was very difficult, that it took a let of time and couldn't be done fairly in three or four months. Chairman Salisbury stated that he would not accept the survey as presented now. Lisa Ruben advised the Board that her title as presented by the survey was incorrect. Selectman McEvoy concluded after further discussion that he would have a report on the survey for next Monday's meeting. SCREENING COMMITTEE-EX. SEC.: Chairman Salisbury advised the Board that word from the Screening Committee stated that they had made their decisions on the applicants and had narrowed the selection down to four candidates. He suggested that they reconvene at the Library to discuss the Committee's report.after they had completed the Licensing and executive session. It was so moved. LICENSING COMMITTEE: CLASS II LICENSE - TI~OMBLY MOTOR COACH SERVICE, INC.: Hearing set for April 19, at 7:30 p.m. Abutters to be notified. St. Michael's Application: Application received for a 1-day liquor license for an event called, "A Night at the Races," toraise funds. Selectman Joyce stated that they had had the same event last year, that it was video type racing gamessomewhat like the beane games conducted. It was voted to have Chairman Graham find out specifically what the evening consisted of. License was voted subject to Selectman Graham's findings. He will so notify the Secretary.
