The warrant was approved as submitted. HEARING: REVENUE SHARING. A hearing was held on revenue sharing funding as required by law. after being duly advertised. CABLE TV REPORT: John Robinson, Chairman of the Cable TV Committee reported to the Board that construction of cable TV service in various parts of the Town had started with cooperation of the utility companies. Bruce McKinnon was complimented on his work implementing new cablevision services to be installed. Installat/ons should be completed withing the neXtthree mont.hs. HEARING: ADJUDICATION OF STREETS: Letters of approval received from the Planning Board, Public Works and Highway Dept. for accepting the following streets :Turtle Lane, Willow Ridge, Bannone Drive, Woodbury Lane, Stocecleave Road, Barco Lane, Hollow Tree Lane', Cricket Lane, Haymeadow Road, Deermeadow Road and Sawmill Road. The Board voted unanimously to accept them as public ways and endorsed the article for~ annual Town Meeting. FINANCIAL PROJECTIONS: The Advisory Board and the Assessors met with the'Selectmen to preview the Town's financial standing before Town Meeting. Treasurer Dewhirst stated they should use the new g~owth and'~gave figures of $300,000 from Revenue Sharing and $350,000 Free CAsh. Assessor Phelan stated that until the revaluation is received they could not use new growth. The discuseion went on with Phe]an disagreeing with the Treasurer and the Advisory Board. Chairman Salisbury concluded the discussion by requesting that the Town Treasurer meet again with the Board of Assessors and the Advisory Board to try to reach an agreement and to to the Selectmen. PERSONNEL SURVEY: Board met with the MMA survey personnel and members of the Personnel Board to discuss the survey on administrative employees presented bythe MMA. Chairman Salsibury stated that ~' ~ Valid concerns of the administrative employees must be addressed by the MMA survey p before they could hope to be paid. Ruth Robbins of the MMA survey team stated that they understood they were to make an independent survey of the classifications so did not touch base .w. ith any one employee or department head. They sent out requests to sll employees to de'sCribe their position and duties and relied on each. individual's description of their positions. After a discussion of all the pros and cons especially concerns of the employees, it was deceide~ that the Personnel Board would conduct hearings on all employee complaints between now and July 1st and that the Personnel Board: and the Selectmen should meet again before Town Meetin COMMUNITY DE.V, ELOPMENT DIRECTOR: The Board of Selectmen discussed with Lisa Ruben the matter of the Acting Director position and'i~the acquiring of a Housing Manager for the Community Development Office. A motion was made to appoint Lisa the Acting Community Development .Director for the next three months and amended that she would look through the applications for Housing Manager. Lisa was asked if she would consider the position of Community Development Director permanently, that she has done a fine job. It was the consensus of the Board that Lisa has qualified for the job and ~the Board would be grateful if she would consider the appointment. Lisa stated that she might consider the position but the office must be staffed as soon as possible to give her the help she needed. It whs duly voted that Lisa would consider the position and authorized her to' advertise the position of Housing Manager. They also approved the awarding of the contract for auditing the Community Development accounts. PLANNING BOARD COUNSEL REQUEST: Karen Pomroy, Town Planner, advised the Board that the Plann'Lug Board had issued a special permit to developers for 24 condominiums at the former Campion Hall Jesuit Retreat off Great Pond Road. The developers 'are Hardtcourt Manor Realty Trust. Two North Andover men, Daniel Abdulla, 1490 Gr. Pond Rd. and R/chard Leno, 1500 Gr. Pond Rd., have brought suit against the developers and the Planning Board. The Planning Board requested that Town Counsel should represent them. Selectman Joyce made a motion and it was unanimously voted that the matter be referred to Town Counsel to determine whether Or not the Town is at great risk and to determine whether Town Counsel is needed or not in the case. CLEL~N UP WEEK: At the request of the Highway Surveyor the following week, "Clean-Up" week also it will be proclaimed Secretary Week. The week will be April 25 to April 30th. · REWIRING BASEMENT: Charles Foster wants an amendment approved to the A/lied Electrical Contract so they can remove the old wirings'in the basement and replace with new wiring. Cost $3900. Selectman' McEvoy stated that he thought new wiring had been placed in the basement 5 or 6 years ago. After discussion, it was voted to have Selectmen McEvoy contact Foster for an explanation.
