HomeMy WebLinkAbout1983-04-19 Board of Selectmen MinutesAPRIL 19, 1983 (continued) 4~7 POLICE-FIREFIGHTER'S EXAM: Notice received from the Division of Personnel Administration announcing a state-wide eivil service qualifying examination to be given on Saturday, June 25, 1983, for firefighter appli- eants and an examination for Police Officer applicants will be given on Saturday, October 1, 1983. The requested that the Town make a maior effort to recruit minorities and women for these exams. It was voted to receive the letter and forward copies to the fire and poliee departments.. POLICE LIEUTENANT VACANCY: The appointment of a police lieutenant was discussed. Selectman McEvoy expressed his wish that the appointment be tabled until the Chief Police exam results are known. Selectman Smith said she thought the vacancy should be filled . Selectman Joyce said he would 1/ke to discuss the matter with Acting Chief Sullivan first. It was so voted~o table the appointment until Selectman Joyce contacted the Chief. SAFE-SURPLUS PROPERTY: The Selectmen's Secretary advised the Board that one bid had been received for the surplus safe located in the second floor hallway. The sum of $275.00 was offered by Joseph F. Spinella, 55 Woodburn Drive, Methuen, Mass. Scott Follonsbee was not in- terested in the safe as he had lust purchased one. It was suggested that the following precautions be taken: 1.) Party removing surplus property from the Town Building be required to sign an Agreement that the Town is not responsible for any iniury incurred to the movers while moving said property. 2. ) Party is also responsible for any damage incurred to the Town Building while moving surplus property. Selectman Joyce motioned to award the bid to Mr. Spinella and to have the Secretary draw up the rules suggested for Spinella,s signature. Vote was.unanimous. TRAFFIC SIGNS- CARL THOMAS PLAYGROUND: Mr. & Mrs. John Garvey sent a letter to the Board requesting that traffic signs be in- stalled in the vicinity of the Carl Thomas plqyground on streets leading to it consisting of No Parking signs on one side of the street and GO Slow-Children signs. It was voted to have Bud Cyr meet with Chief Sullivan to expedite the instailation of these signs. 4TH OF JULY CELEBRATION: Notice was sent of the coming 4th of July celebrations and the annual parade which will be heldbn the 4th starting at 2:00 p.m. in the Messina's parking lot on Main Street. Trophies will be awarded to the three best floats, best color guard, best musical marching unit and bes~ non-musioal marching unit. The Board voted to participate in the parade. ALLIED ELECTRICAL CORP.-CHANGE ORDER: The Building Inspector, Charles Foster, requested the Board to authorize a change order to have Allied Electrical Corp replace the wiring in the basement. Selectman McEvoy said he theught the wiring had been changed five or six years ago. After further discussion, the Board tabled the matter until Selectman McEvoy had. discussed the matter with Foster. He will report back to the Board. HENRY MARTIN, FIREFIGHTER RETIREMENT: Fire Chief advised the Board that Henry Martin was retiring from the Fire Department on April 30, 1983, after thirty years of service. The Board unanimously voted to write a letter to Mr. Martin expressing their deep appreeistion and thanks on behalf of the Town and the Board for the thirty years of dedicated and untiring service as a Firefighter. Best wishes will 'be extended to him and his family on the coming retirement years. COMMUNITY DEVELOPMENT DIRECTOR: The position of a C.D. Director was discussed. It was voted that Lisa Ruben would continue as Acting C. D. Director until the end of May. They also voted to authorize Lisa to advertise for a HOusing Sp~.cialist and to advertise again for a new Director. LICENSING COMMISSIONERS: The Board approved application for a 1-day beer~ license for Boy Scout Troop and parents for their annual family outing June I1, rain date JUne 12th and gave permission to use the Town Forest playground. Also approved was a 3-day liquor license for Royal Crest Clubhouse, Dove Sullivan, Manager, for annual Muscular Dystropy fund raising and a 1-day liquor license for wedding, May ?, at the B.U. Conferneee Center, 6-to 12 midnite. CLASS' II APPLICATION: '.A hearing wasoonducted on the Class II application from Trembly Motor Coach Service, Inc. at the Andover By-Pass. Abutters present complained that Trembly had promised to screen the busses from the residents with a fence but he had not done so. They wanted to know how many vehicles he would have parked on the location. After discussion, the Board advised the abutters to discuss the matter with the owner, Frank Trembly, and when agreement was reached they would consider the application. The matter was tabled for two weeks. The Board voted to go into executive session to discuss land values and Police negotiations and salaries. Alice M. On the motion of Selectman Joyce, it was unanimously voted to request Adams ~ submit to the Board, in writing for the records, just what he plans to have for video games in his establishment on Osgood Street and how long he expects to use the games. It was voted to have him on the Agenda three weeks from now, May 2, 1983. CAHOOTS VIOLATION: Letter received from the Police Dept. advised the Board of an alleged liquor violation, serving to minors, that had occurred at the Cahoot's Restauarant. Hearing was set forMay 2, 1983, at 7:30 p.m. AHce M. Letarte, Secretary Clerk APRIL 19, 1983. The Board of Selectmen held their regular meeting on this date with all members present exeept John Graham who was out of town. Present were Selectmen Joyee, McEvoy, Smith with Chairman Salisbury presiding. The warrant was approved as submitted. MCDONALD'S TRAFFIC IMPACT & STUDY: James D'Angelo, Design Engineer for VanasselHangen Associates, Inc., appeared before the Board to discuss the plans that had been made for the installation of the traffic signal prior to the opening of McDonald's. He advised the Board that the DPW would own the traffic signals, that the maintenance and power expense would be billed to the Town but by agreement with McDonald's, McDonalds would bear the expense, incurred for the main- tenance and power. Chairman Salisbury stated that he would like McDonalds billed directly and not have the Town the middleman. D'Angeio stated that he would try to arrange this but it was the procedure of the State not to deal' directly with private concerns. The cost to McDonalds to install the traffic signal will be appoximately $60,000 which includes e~gineering and installation cost.s. The signal plans, permit applications and the necessary agreements will be ready in about a month to be trans- mitted to the DPW; it will take about a month to process and one month more to get the package out. At this time, the Town will be asked to advertise for bids to be submitted within 30 days. By Christmas the traffic signals should be installed. After further discussion, the Board voted to send a letter to the State Department of Public Works advising the DPW that they had authorized McD0nalds to proceed and'pr, epare the design plans and documents which would al]6~v for signalization of the intersectioR-of Rte 125 and Walker Road consistant with the previously transmitted concept as modified by the State. In the letter to the State they will also advised that the signal plans, permit applications and the necessary agreements will be ready to be transmitted to the office for processing in approximately four weeks. A letter will also be sent to the McDonald's Corporation advising them that the Selectmen had voted to authorize them to proceed and prepare design plans and documents which will allow for the signalization of the intersection on Route 125 and Walker Road. That.[hose plans are to be consistant with the previously transmitted concept prepared by Vanasse/Hangen Associates and modified by the Mass. Dept. of Public Works in Danvers. BRAI)STREET SCHOOL-FIRE PROTECTION: Letter received from James D'Angelo of Vanasse]Hangen Associates, Inc. in reply to the Fire Chief's concern about fire protection of the Bradford School off Main Street. The Fire Chief thought that the reconstruction associated with the Urban Systems project designing for Main, Waverly and Sutton Streets might affect the access to,/the School and the main fire hydrant in case of emergency. He said the project plans would not affect the present access to the school but they were working with Joe Borgesi to improve the water service on Main Street. OLD CENTER PARKING: Letter received from Gayton Osgood who proposed a meeting with representatives of interested organizations to implement proposals for a:study of the Old Center to alleviate parking and traffic problems in the area The committee would assess the parking needs of the different organizations and businesses in the area, the extent .to which these needs~ are met by present on-street parking, and how close any added.parking should be ]ocated. in each case to be useful. They would also determine the capacity of on-street parking to meet current and projected needs, and determine the requirements for additional off- street parking. Determine the off-street parking without detracting from the visual and historic character of the Old Common. Selectman Christine Smith volunteered to represent the Board and a meeting was scheduled for April 26th. CONSERVATION COMMISSION COMPLAINT: Letter received from the Conservation Commission contained a complaint re the illegal filling of wetlands adjacent to the Town Munieipal Facility at 384 Osgeod Stree, Cochiohewick Brook and the marsh west of the Town Garage. They also complained to the Community Development office that stumps were being dumped in the rear of the Town Building 100 feet of a waterway. The Board voted to send a letter to the Highway Surveyor, Joseph.B.orgesi, Supt. of Public Works and Leo Lafond requesting that th_ey cease the ellegal filling of Wetlands as stated in the above-named locations. Copy of letter will be sent to the Conservation Commission.
