Christine' M. Smith: with Chairman. Ch~es A. S~lisbUry presiding. The warrant was approved as submitted. ALLIED ELECTRICAL CHANGE ORDER: Building Inspector, Charles Foster appeared before the Board to advise why he was asking them to approve a change order to do electrical renovations on the basement floor and first floor. He said that some cireuits were overloaded and some under. The applianees in the lounge need more power. The workers would tie the Civil Defense electrio power into the Fire Department. The Council on Aging office would also be powered by the Pi~e Dept. and this work would complete the job. The Board voted unanimously to approve the change order which will change the eontract amount from $11,900 to $14,420. SPECIAL LEGAL REQUEST: The Board approved the amount of $13,056.5.~ to be requested from the Reserve Fund to pay for the legal serviees rendered by Attorney Randazzo in the court case of Peter Aziz vs. Russell Donnelly. COMMUNITY DEVELOPMENT HOUSING MAN,AGER: · Letter received from the Applicant Review Committe (Screening Committee) advising they had reviewed the resumes for the position of Housing Rehab Manager. After careful analysis of each applicant the Committee submitted names of eight finalists. The Board~oted.;. have the offiee of the Community Development conduct interviews of the candidates on Wednes- day, April 27th, in the Town Building. LICENSING COMMISSIONERS: Fee for the 3-day liquor license for the. Muscular Dystrophy Fund raising event at the Royal Crest Clubhouse was discussed. It was an unanimous vote not to charge any fee. ~C; 'ADAMS VIDEO GAME: The Board voted to have the Secretary call Chris Adams requesting that he submit a letter to the Board setting down all the facts regarding his operation of video games'... Clerk The warrant was appro~ CHIEF DONNELLY, ACTING CHIEF SULLIVAN: The Board met with Chief Donnelly who is retiring May 4th and Acting Chief Sullivan appointed to take his place, and Bud Cyr, Highway Surveyor. They discussed the department change of command. Chairman Salisbury stated that he was very disturbed and angry at the press report of the civ~ suit of Aziz v Donnelly as reported by the Citizen. He stated that the outcome exonerated Chief Donnelly, that it was a technical violation. Public officials are exposed to abuse and he felt the Chief was verbal]y abused. He went on to say that the Board had appointed Donnelly, Chief of Police, because of his excellent record, that the Town is proud of him and the Aziz-Donnelly matter was reported in an amateur manner. It was certainly a "cheap" shot at'~the Chief. The Board provided legal defense because it was neede(i The rest of the Board agreed. About the transition of the Chiefs, Chief Donnelly said he has been filling in the new Chief about the police department business that the Chief supervises. They both agreed that the Lieutenant vacancy should be filled, that he acts~ as a liaison. The Board tabled the appointment until next week. They discussed traffic safety signs with Bud Cyr. He said that road signs, safety signs have a priority. Cyr stated that he has run out of funds for any more street signs, that all requests from now on would have to wait until the new fiscal year, July 1, 1983. He stated that he cannot possibly take care of all the requests for traffic signs ohthe appropriation the Advisory Board grants him... $I, 00(~ that the appropri- ation should be $20000. He suggested that the people who request signs could pay for them. Cost is $65.00 per sign. He also stated that the cars speed near the Chadwick Street playground and a "Go Slow-Children,, sign should be installed on both ends of the street. The Selectmen wished Chief Donnelly a happy retirement. Chief Donnelly stated that the Board had always been good to him, that their cooperation made his job a lot easier. MVPC: Gaylord Burke, the new Executive Director of the MVPC attended the meeting to racer':the Selectman. It was brought up that a new transportation representative of the Town should be appointed to fill the vacancy left by the resignation of Brian Sullivan. The Board Welcomed the new Director who said he came from ~ Berkshire County in Pittsfield, Mass. COMMUNITY DEVELOPMENT: Lisa Ruben advised the Board that no official word had come from the Screening Committeere the Housing Specialist position. She said they were following up the references submitted on the candidates. She said it had narrowed down to three candidates, one from Ohio who was interested in coming East for an interview. It was decided to line up a telephone interview between the Board and the Ohio candidate. They could determine whether he was a strong candidate or not before asking him to come East for a personal interview. The telephone in- terview will ta. ke place on Thursday, May 5th. On the Executive Director, the Board felt that the sal.r,.Yrange should be discussed. Voted to hdvertise for candidates, salary $20.8 to $25.5.
