The warrant and minutes were approved as submitted. JURORS: The following persons were drawn for jury duty, October 3 Sitting: Newburyport: Theresa Morin, 104 Martin Ave. and~Paula M. Dozois, 100 Bridle Path. Lawrence: William J. Cianci, Jr., 495 Johnson St. and Peter R. Coughlan, 75 Hillside Rd. Salem: Jay H. Bielert, 35 Tolland Rd.,John J. Enright, 25 Concord St., William F. Landry, 804 Forest St. PETITIONS: MASS. ELECTRIC CO & NEW ENG. TEL. & TEL CO: Approved: Relocate 1 pole on Dale St. Install 1 pole on Foster St. Install 25' buried cable on Foster st. Install 5 ft. conduit, 1 concrete ,.pad and one apparatus cabinet on Farnum St. and instaliation of 1 pole on Dale St., near Marblaridge Rd. EMERGENCY GENERATOR: T. Treasurer appeared before the Board to request action on two subjects. One was ~he outdated generator that is supposed to produce electricity di~ring a power failure. In a recent power failure, the' generator, it was discovered, had been disconnected by the electrical workers while up-dating the e]ectrical system in the Town Building. Jim Dewhirstt stated that the old generator was not adequate, it only provided so much power. After further discussion, it was unanimously voted to write to the Building Inspector requesting a report by Sept.. 12th on the cost of rewiring an emergenceny generator at the Fire Station to include the Town Hall office building. This generator is to .take care of all lights in the Fire Station and the Town BUilding. Also, to request the Fire Chief to report back to the Board on Sept. 12 on an up-date of the re~(iring in the Fire Station TOWN FOREST: The Board granted Boy Scout TroOp 87 permission to use the Town Forest for a campout, Sept. 9'10'-11,: They will be asked to contact the Fire Chief and the Police Chief prior to the eampout LOCAL ARTS COUNCIL,: ' : . It:was ~voted to advertise for membership in the Local Arts Council Committee to'fill v~acah'cieS caused by three resignations. It was also voted to send copy of letter to Chairman Jack Virr sent by.~the Mass. Arts Lottery Council.advising they were holding North Andover funds until · certification has been received from the Town of North Andover that the Lo~cal Arts Committee had abided bythe ~,u/de lines on the applications.~ AMBULANCE BILLS: ' James Dewhirst advised the Board that 30% of the bills due for ambulance service had been and that there was about $10~000 of bills outstanding. He stated that his office, quite under- staffed, could not take the responsibility of chasing down payments of the due accounts ~ It was remarked that the Fire Dept. should take care of the matter of ~imbulance bills, making them out, sending them and foBowing up on the non-payments. The present set up...the Fire Dept. makes out the bills, the Selectmen's Office addresses the envelopes and sends them out and the Town Treasurer's office receives the payments. It was voted to have the Fire Dept, take care of the ambulance bills and they are to inquire from CFI if they could be placed on their computers. ACCIDENT INSURANCE: Disccussion on accident insurance of Town empl0yees was voted to be taken up in Executive Session. BUILDING INSPECTOR-.CHANGE OF JOB DESCRIPTION: Letter received from Charles Foster requesting perm~ss~omto';present ay~ebvic~eesdcrlptlon to the Personnel Board~ After discussion, it was voted to approve request and to advise the Personnel Board that they approve the first three items of the job description but would like more import on item #4. Foster will be so advised. CHRISTMAS DECORATIONS COMMITTEE: The Board appointed the following persons to s~rve on the above-named committee: Charles C. Carroll, Jr., Louis J. Kmiec, Jr., Martha Salisbury, Joseph Satlat and Thomas McDonough. They will be so notified. Ex. Secretary to check with Bob Berthiume, Mass, Electric Co. re electric lighting service from poles during the. Christmas season. URBAN SYSTEMS CONTRACT.AMENDMENT James D'Angelo, representative of Vanasse/Hangen, requested appoval of an Amendment to the Urban Systems contract in'the amount of $6,000. He outlined the pro~ects that had to be done in addition to the original contract resulting in an additional $ 6,000 expense. He advised the Board that he had not included the time he had spent on additional projects. Several things that had not been planned were the improvement of the drainage system on Main Street and the additional appraisals the State insisted upon on the Arco Station. He stated, when questioned, that there would not be any additional charges, that construction would begin in the Spring of! '84. The BOard voted 3-1 that the amendment be referred to the Community Development Office for ratification before the Board approved the amendment. McEvoy opposed. 490 AUG6ST 29, 198S (continued) SENrOR CENTER BEDS: Rick Domas, C.D. Director, appeared before the Board to advise that Charles Construction had submitted the lowest bid.in the amount of $562,000 to construct the Senior Citizen Center. He stated that it was several thousands more than they had expected and the bid left them with a construction contingency of $19,000. But, he added, budget transfers are within their authority to draw funds from other line items. Selectman McEvoy objected strenously to the bid. Chairman Salisbury stated that Randy Jones owes the Town, that Jones was told he hadafixed limit and Jones should be made responsible and .pay for any,and, all Contingencies that come up. After further discussion, it was voted to award Charles Construction the contract at hi~ bid of $562,000. JETWOOD CATCH BASIN: Once again the residents of the Jetwood and Mablin Ave. area appeared before the Board to" find out once and for all whether the drainage problem on their streets was going to be fixed before winter sets in. They statedtheydidn,t believe that cyr didn,t have the money to in- stud1 the catch basin that was needed, that he is putting sidewalks in on Salem St. and fixing everybody's roads but theirs. That they were taxpayers and have a right to use the road but cannot in the winter time because of the overflow of water that turns to dangerous ice. After further discussion, it was voted to have the Executive Secretary set up a meeting with Bud Cyr, Himself and the area residents to discuss the problem and the cost Of the needed catch basin. LICENSING: FARNKOPF DENIAL: Notice received of a hearing scheduled for September 29, 1983 on the appeal of Farnkoff's application for a Retail Package.Goods Store. Conference Center, Edward 'T, Riemitis. 1-day liquor license, September 24, 1983, for wedding at B.U. Conference Center, Judith Schmitt. 4-day liquor license, Septermber 2-3-4- 5 for annual Muscular Dystrophy progam held at the Royal Crest ,Club House, Dove Sullivan, Director. ' ~ ~ The Board of Selectmen held their regular meeting on this date with all members present except Thomas McEvoy. Present were Selectmen Ralph R. Joyce, John W. Graham, Christine M. Smith with Chairman Charles A. Salisbury presiding. The warrant was approved as submitted. The minutes were approved after addition by Selectman Graham who requested that when the vote was not unanimous,· the dissenting vote be named. It was so agreed. Minutes were amended as requested. BURIED CABLE: · The,Board unimously approved a petition to install buried cable on Foster St. MIDDLESEX STREET: Letter received from residents of Middlesex Street stating that they wanted traffic signs on Middlesex Street because of excessive speeding of vehicles using the street. The complaint was referred to Police Chief Sullivan for his recommendations. County Engineers: Letter· received from the Highway Surveyer citing the continuous assistance the Town has received from the Ess ex County Engineers. He recommended that a.letter of appreciation be sent from the Selectmen. It was so voted. CONTRACT SIGNING: SENIOR CENTER/MUNICIPAL PARKING LOT PROJECT. The Board signed, the above-named contract presented to them by Rick Domas, Community Development Director. The building cf the Senior Center will begin this week. APPRAISAL REPORTS RE RIVERVIEh~ ST.PROPERTY: The Board voted unimoualy to to into executive session to discuss the above-named subject. They also voted to discuss police negotiations in executive session. F~RE DEPT. CONTRACT: The members of the Fire Department Union attended the meting the sign the Fireman's Union Contract for the year 1984. LOCAL ARTS COUNCIL APPOINTMENTS: The Board of Selectmen unanimously appointed the following persons to serve as members of the Local Arts Council: Marilyn A. Stella, 162 Gray St., John L. MacCannell, 33 Greenhill Ave., and Charles J. Carrell, 731 Chestnut St., Letter will be sent to John R. Virr, Chairman of the Council advising him of the appointments and requesting that he call a meeting as soon as possible.
