Present were Selectmen Ralph R. Joyce, Thomas J. McEvoy, Christine M. Smith with Chairman Charles A. Salisbury presiding. The minute and warrant were approved as submitted. POLE INSTALLATION: Petition unanimously approved to install I pole on Saunders St. JURORS: The fol lowing persons were drawn for Jury duty for November 7th Sittings: Lawrence - Mary G. Gennaro, 354 Waverly Rd., , Robert L. Griffin, 88 Edgelawn Ave. Salem - L~ell P. MacMillan, 11 Millpond, Jane S. Puopolo, 826 Osgood St. Newburyport - Janet M. Walsh, 7 Village Green Dr. IDFA ,= SAKO,W!CH REALT,Y..TRUS::[: The Bdard"unanimousl~,'aplbroved the industrial revenue bonds for the industrial development facilities for Anthony Sakowich, Trustee of Sakowich Realty Trust The bonds will be used for, the acquisition of approximately 4.9 acres of land in North Andover..the construction. thereon of an industrial building containing approximately 25,560 sq. ft. to be used by Saxon Manufacturing. Co., Inc.; and for fees and expenses incidental to the foregoing andi permitted to be financed,pursuant to Ch. 40D of the Mass. General Laws, Total estimated cost of the project is $778,875 to be financed by the industrial revenue bonds. Formica parts will be manufactured for electronic firms. CHRISTMAS DECORATION COMMITTEE: Charles' Carrell, Chairman of the Decoration Committee, submitted a report to the Board out- lining their plans to decorate the Town during the Christmas holidays. The committee has $2000 appropriation and they expect furtl~er donations from the Board of Trade and downtown merchants~ The Board unanimously voted to authorlze the Committee to proceed with the plans as presented. HOLLOWEEN HOURS: The Board of Selectmen,, unanimously voted to 'set the hours for "Trick of Treating" on October 31 between 5:00 p.m. and 6:30 p.m. TOWN 'FOREST: The Board of Selectmen unanimously approved the request of Anita Houde, 656 Forest Street, to use the Town Forest area for a 4-H Club horse event on Sunday, October 23, 1983. Letters will be sent to the Police and Fire Chiefs and Public Works Superintendent. GREAT POND ROAD MARKINGS: Letter' received from Henry Graham citing the need for the repainting of the two-lane dividing lineS,:esoecially at the triangle Marbleridge Road intersection near the Country Club. Board unahimous, lyvoted to request Chief Sullivan to include this area when he contracts to have the road dividing lines repainted. Copy of letter to be sent to Mr. Graham. SAUNDERS ST. COMPI'AINT: Letterlreceived complaining of the many parked cars on Saunders Street, a narrow street. Complainant stated that in an emergency, the Fire Trucks could not get through and with the anticipated winter storms, parking regulations shoucl be strictly enforced. The Board to~ refer the complaint to the Police and Fire; Chief for their recommendations to rectify the situation. SHARPNER'S POND RD. -FOREST STREET COMPLAINTS: Lettet~;~received from Beverly Longueil and other residents residing in the area betweeen 926 Forest' Street and Sharpner's Pond Road, citing several traffic hazards and speed violations. They requested I) Installation os signs designating the dangerous curves and Go Slow Children signs. (Cyr has agreed to install the signs pending Board's approval) 2) Increasec patrolling of the abone-named area. The Board accepted the letter as the following letter received t'rom Chief Sullivan contained reports on her complaints. CHIEF SULLIVAN TRAFFIC REPORT: Letter from Chief Sullivan listed his many traffic surveys and recommendations on same-- Raleigh Tavern Lane: No speeding and practically no traffic on Sept. 28th and 29th. Go Slow Children signs not recommended. On the motion of Selectwoman Smith, the Chief will be re- quested to conduct another traffic survey between the hours of 5 and 6 p.m. Forest'St. Ronan, 875: Patrols increased in this area. Area receives as much, if not more, surveillance than any other area in town. Because of the spar'se settlement of the area, it probably gets more surveillance than the situation warrants. Sha_.~ners Pond Area: Re complaint from Beverly Longueil, have increased patrols. Farnum & Summers Streets: Four officers reports enclosed. Most reports recommend that ~ sign be installed on Farnum St. facing the intersection of Summer and the Chief so recommended. Voted to send letter to Bud Cyr requesting Yield sign. Salem St. - Parker: Re speeding complaint, Chief stated that Salem Street is patrolled ~y'along with other streets in that area. While three surveys were being conducted, no excessive speeding was observed but he is aware that speeding does take place on this street and the patrols will be upped and future reports on the progress will be forwarded to the Board. Copies of Chief's letter will be sent to complainants. ~960CTOBER 17, 1983 [continued) BUILDING INSPECTOR MILEAGE: The Board of Selectmen unanimously voted to adopt policy for mileage reimbursement of'the Building Inspector which will be $100 per month, plus $.11 per mile. , .Mr. Foster will be so informed. KAREN ROBERTSON-MATERNITY LEAVE: Letter received from Karen Robertson requested a maternity leave bf absence from November I, 1983, to September 1, 198~,. She requested that she come back to her present title at 20 hours a week. The Board unanimously voted to grant her request and her suggestion that she may be able to come back in a few months one day a week. CATHERINE FOLEY: The Board of Selectmen unanimously voted to appoint Catherine Foley, Parking Clerk, to take the place of Karen Robertson soon to be on maternity leave. BUD CYR - FUNDING INQUIRY: Bud Cyr, Highway Surveyor, requested, in writing, a letter from the Selectmen advising him how he was going fund the payment of the uniforms for his workers as required un the Public Works Contract. ',3'he problem was tabled until next week's work session, 10-2~,-83. APPOINTMENTS - PERMANENT RESERVE POLICE OFFICERS: There were nine persons to .be considered for appointment to fill eight vacancies in the North Andover Police Dept.' Of the nine candidates, the following five persons were appointed. Upon motion of Selectman Joyce, seconded, vote 3-0, Selectman McEvoy voting .present~,' Selectman Graham absent. Motion: "It is the intent of the Board to appoint Timothy Crane, Frederick C. Soucy, Jr., William F. Lynch, Paul J. Alosky, and John W. McEvoy as Reserve Officers to the N.A;P.D. effective October 17, 1983." It was'then voted, "To Schedule interviews on October 2u,, 1983 with Michael C. McCann, Kevin W. Kennedy, Robert L. Quinn and Kevin J. Hagerty." BOARD OF HEALTH VACANCY: Letter received from Dr. Kay, Chairman of the Board of Health,in reference to the vacancy caused by the death of the Board of Health member, George Caron. A letter will be sent to them advising of the policy to fill vacancies on elected Boards. After applications date to be set whereby the vacancy will be filled by a joint appointment of the Board of Health and the Selectmen. COMMUNITY DEVELOPMENT: Rick Domas, CD Director, requested permission to attand a workshop on microcomputers and how they can be utilized by planning/community development offices. Workshop will be held on Noverber 17 and 18 in Boston and is sponsored by the American Institute of~ Certified Planners. Attendance at such workshops is a CD-eligible expense, and this expense ($225.00) would be charged to our administrative budget. The Board of Selectmen unanimously voted to approve said request. POLICE DEPT.- RULES AND REC;ULATIONS; Chief Sullivan requested that the Selectmen officially approve standard rules and regulations for the North Andover Police Department. These rules are standard througnout many Mass- achusetts Communities and have been developed by the Mass. Police Institute. The Chief has indicated that by officially instituting these rules and issuing them to all police officers, it will protect the Town in litigation. The rules and regulations have been approved by Town Counsel. The Board voted unanimously to notify the Police Union that it is their intent to implement said Rules and Regulations at their meeting on October 31, 1983; SPECIAL POLICE OFFICERS: At the request of Chief Sullivan the following persons were appointed Special Police Officers and will ser~,e as Matrons when necessary. Appointed: ,Mary Hanover, Geraldine Bradley, Beverly Rea~'~don and Susan Northam. They will be notified and sent appointment forms. Vote was 3-0 Selectwoman Smith voting present. BUREAU OF ACCOUNTS: Letter received from the Bureau of Accounts advised the Board that the Town of North _ Andover has been ~ included as part of the fiscal year 198[t audit program. POLICE DEPT. REPORT: The Board of Selectmen voted to request Chief Sullivan to submit a as had been received in the past. monthly Police Report CLASSIFICATION OF TAX RATE; It was voted to vote on the classification and taxation of property according to use at. the Selectmen's work session, October 24, 1983. ANNIE LYONS DAY: Mrs. Annie Lyons, mother of former Town Clerk, John Lyons, will celebrate her 101st birthday on Thursday, October 20, 1983. The Board voted to send her a bouquet of flowers and congratulations on her big day.
