COMMUN;ITY DEVELOPMENT [cont.)
Domas advised the Board that he had received five bids for the Design Contract. Of the five
bids, they had interviewed two concerns...Whitman & Howard and EEA Consutants. He ~'~
recommended the contract be given to Whitman & Howard whose bid was $47,890. The SEA bid
was 45,200. The budget for this project is $640,000. He stated that the highest bid received
was $71,000 and the lowest bid was $37,200 (Hagden./Wagman) Selectmen Graham and McEvoy
stated that the lower bidder should be interviewed. Rick Domas stated that in this type of
project the quality, manhours and experience should be the criteria for awarding the contract.
After further discussion, it was rot,ed to table the awarding of the contract for one week.
Executive Secretary, John Bohenko, to investigate Whitman & Howard past work with Town.
INVITATION:
The Board was extended an invitation to participate in the annual Santa Claus parade on
November ,26th.
TRAFFIC PROBLEM - MARBLERIDGE RD. & Great POnd Rd.:
After discussion it was the unanimous vote of the Board to ha:ye 'the!recommended "Yield"
sign going north instead of south before merging traffic at the triangle. Bud Cyr to be so
notified.
TRAFFIC CONDITIONS - RALEIGH TAVERN LANE/SAUNDERS STREET:
The Board voted unanimously to accept Police Chief Sullivan's recommendations in the reports
he submitted to the Board. He stated that "Go Slow-Children" signs were not needed on
Raleigh Tavern Lane. On Saunders Street, No Parking signs are to be installed on the south
side of the street (Bradstreet School side). No parking would be allowed in the Bradstreet
school yard and the Winter Parking Ban' was to be observed.
PUBLIC WORKS UNION:
Letter received from Steve Stycos, Staff Representative for the Town's PubJic Works Union.
requested that the Selectmen commence negotiations with the Public Works Union for the
purpose of modifying the agreement presently in effect. The Board voted unanimously on
the Executive Secretary's recomendation to commence negotiations in January for FY85 Contract.
TREE CLIMBER/TREE SURGEON TEST WAIVER:
The Board unanimously voted to approve Tree Warden's request to waive said Civil Service tests
for the above-named positions. This is in conjunction with Civil Service Rule :25.2 allowing
the tests to be waived.
STREET LIGHT REQUEST - MARTIN AVE.:

rece,ved from Martin Street residences requesting a street light be installed on
Martin~ Ave, vicinity of many new homes. They cited two burglary attempts had been made
since August. Board voted to have the Executive Secretary, John Bohenko, view the street
to determine the necessity of the street light installation.
LETTERS OF CONGRATULATIONS:
It was unanimously voted send a letter of thanks and appreciation to Doc Dushame, recently
retired Safety Officer in the Police Dept. A letter of congratulations to be sent to the
Coach of the football team at Brooks School for their excellent season.
LICENSING -COMMiSSiONERS ~'
Sword S Shield - Pledge of License:
The Board voted to approve the pledge of the liquor license of the Sword $ Shield subject to
the outcome of Chairman ~Graham's inquer7 to the ABC the next day. On November 8, 1983,
Chairman Graham called the office of the Executive Secretary and confirmed the approval.
Approved: I-day liquor license for Merrimack College, Nov. 26, for party in honor of N. A.
High School Coach. Police officer required.
Peddler~s license to sell stuffed toys and Christmas Trees, at Hogg~s Service Station
on Rt. 125 subject to Police Chief's approval. On Nov. 8th, Chief, Sullivan so
approved. License approved.
