HomeMy WebLinkAbout1983-11-21 Board of Selectmen MinutesNOVEMBER :21, 1983 The Board of Se3ectmen held a work session on this date with all members present; Charles A, Salisbury presided, The warrant and minutes were approved as submitted, DAVIS & FURBER: Marty Spagat, Brickstone Properties, gave an oral and movie presentation of the future look of Davis & Furber mills, The film shown was that of the Clinton mills that Spagat had con- verted into offices, He stated that the Davis & Furber mills is an unique challenge to him and he hopes to convert it into first class office space, He is looking for four large companies like Marshall's. He stated that a public hearing will be held on November 22 to solicit public opinion or suggestions on the access road that wil] be needed, Ail Town departments have also been notified, Selectman Joyce commented that the C,D. department is working hard in anticipation of what down town could be,. ,that Marry Spagat will catalyst or inspire new business for a needed down town mall, The conversion of Davis & Furber is the ingredient needed to install new businesses and therefore, the access road was very important, He hoped the public will realize how important Davis & Furber will be to the Town, The Board will discuss the access road at the next Selectmen's meeting with traffic engineers, DESIGN, CONTRACT: Postponed from last week's meeting was the awarding of the Design Contract to Whitman S Howard,for the improvement of the downtown area. Ex. Sec. advised the Board that he had found out that Whitman & Howard had had a previous contract with the Town, that they did complete it, but the quality of the work was questionable. C,D. Director Rich Domas stated he had complete confidence in the representatives ot' Whitman & Howard, that he would personnally vouch for the quality of their work, He stated the lower bidder did not have enough manpower and the quality of their work would suffer. After further discussion, it was voted 4-1 to award the Design Contract to Whitman & Howard. Selectman McEvoy against HOUSING AUTHORITY CONTRACT: The North Andover Housing Authority requested the Board authorize the Chairman to execute the H. A. contract,' Contract was for the replacement of windows on the Fountain Drive housing, Selectman Joyce requested the signing of the contract be tabled until next week so he would have the opportunity to i-earl it. ~t was so voted. TOWN INSURANCE/PROPERTY AND LIABILITY: Richard Lafond and two other members of the Insurance Committee, Hainsworth and Pangione Insurance, appeared before the Board to discuss the report on property and liability prepared by .?JOhn Bohenko. The report cited the present method of awarding insurance con- tracts for the Town and the alternative to purchasing insurance through the Town insurance Association would be competitive bids. Discussion on the present method of selecting insur- ance and John B's suggestion that an Article be submitted for the annua] Town Meeting re- questing the sum of $4,000 to hire an insurance consultant. Lafond stated that they could onl' get a qualified consultant by paying $7,000. the matter was taken under advisement until the next meeting. CHRISTMAS TREE VENDORS: After discussion, it was voted that vendors of Christmas Trees would not need a license, that most of the sellers were doing it for charity or are on privately owned land. - COMMUNITY DEVELOPMENT OFFICE: The Board approved Rick Domas's request to present vouchers for signing but holding them until the money to pay them comes in. At Selectman Graham's request, it was voted to request a monthly report on the current status of the C.D. office. EXECUTIVE SESSION: The Board voted to go into executive session to discuss l.)
