DECEMBER 12, 1983
The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Ralph R. Joyce, John W.Graham, Thomas J.McEvoy, Christine M. Smith with Chairma~
Charles A. Salisbury presiding. The minutes and warrant were approved as submitted.
COMI~IUN ITY DEVELOPMENT:
The Board approved 4-1 [McEvoy opposed) the awarding of the Downtown Revitalization Plan
Contract to Whitman, Howard, Inc.
The conditional acceptance of the parking lot was tab]ed until next meeting.
SAUNDERS STREET ALL NIGHT PARKING:
The Selectmen unanimously approved the recommendation of the Highway Surveyor, Bud Cyr,
to allow public parking on the west side of Saunders Street (Bradstreet School Side) from
Cleveland Street to 25 Saunders Street. Also, "No Parking "signsto be erected on the east
side of Saunders Street. Mr. Cyr stated that his snow removal operations would not be ham
in any way. Letter will be sent to the Po]ice Chief advising him of the action of the Board.
STREET LIGHTS $ STREET SIGN REQUESTS:
Letter received from Miriam C. Hoyt, 328 Summer St. requesting street lighting at the intersec-
tion of Mill Road and Rt. 114. She also listed several street sign requests in th~. vicinity..
voted to refer the requests to Chief Sullivan for his recommendations.
STREET LIGHT -MARTIN AVE:
The request for a street light on Martin Ave was approved unanimously by the Board.

HEAVY TRUCK TRAFFIC -GREAT POND ROAD;
Letter received from Dani~le Ratte, 870 Great Pond Road, protesting the heavy trucks hauling
heavy loads from Groveland, Mass. area over Great Pond Road as a shod-cut to Rtes. llq and
125. The Board voted to request the Police Department to conduct a speed check on the trucks.
CAPITAL BUDGET COMMITTEE APPOINTMENT:
The appointment of Robert Ercolini to the Capital Budget Committee was tabled until the next
meeting.
SPECIAL TOWN COUNSEL PAYMENT:
The Board approved the payment of the fee of Special Town Counsel to the Police Union.
MARCH OF DIMES PROCLAMATION:
The Board unanimously approved a proclamation to proclaim the month of January 1984 as
March of Dimes Birth. Defects Prevention Month and authorized the Chairman to execute same.
Copies will be given to the news media as requested.
FY 84-85 BUDGET PROPOSAL:
The Budget proposal for Fy 84-85 compiled by the Executive Secretary was tabled until next
meeting.
HIGHWAY SURVEYOR COMPLAINT:
Copy of letter to the CoD. Direct. or received~complaining of the quality of work Pandelena '
did installing catch basins on Main Street. His department has had to correct Pandelena~s work
in two different instances. He stated that, in the future, any contractor working for the C. D.
office on any Town Streets will be required to take out the required permits, all work performed
will be done to Town specifications and be subjected to specified inspection phases. No action
was taken at this meeting.
SELECTMEN'S MEETING SCHEDULE:
The schedule, as compiled by the Executive Secretary, was approved with one change.
February 21st instead of February 20th, Washington's Birthday.
SPECIAL LEGAL COUNSEL- LAND DAMAGE, SHARPNiER'S:
Upon Chairman Salisbury's recommendation, the Board unanimously voted to appoint Attorney
Victor Hatem, 451 Andover St., North Andover, to represent the Town as Special Legal Counsel
on land damage cases. The approval remained pending until Attorney Harem's fees were ch~
TOWN BUILDING CLOSING:
The Board approved the closing of the Town Building on Friday, December 23, at 12 Noon.
CHRISTMAS ~, NEW YEAR'S EVE PARKING:
The Board unanimously voted to lift the all night parking ban on Christmas and New Year~s Eve.

~PPOINTMENTS - PERMANENT FULL TIME POLICE SERGEANTS:
The Board unanimously appointed Maurice F. Lynch and Thorns J. Gilligan, permanent full-time
Police Sergeants effective effective December 12, [983.

ATTY. RALPH R.' JOYCE, SELECTMAN -RESIGNATION:
A letter, addressed to the Town Clerk, was received by the Eoard adv~,ng them of the resig-
nation of Selectman Ralph R. Joyce. He informed tlqem that he his vacating his Selectman's
position on the Board so he can pursue his appointment to the Office of Town Counsel .....
present Town Counsel, John Willis, is retiring at the expiration of his present term, June :30,
1984. His resignation is effective on December :31, 198:3 to allow the Board of Selectmen the
opportunity of calling a Special ToWn Election to fill this vacancy in the same time frame as the
Town's annual election. He stated that the opportunity to serve as a Selectman was one of the
most valuable and meaningful experiences in his life and was deeply grateful to the oeople of
North Andover for electing him. The Board accepted his resignation with regret..Ralph~.~-~
Joyce's administration as a Selectman can only be described as, "Top-Drawer."
The Eoard voted to send a letter to Town Clerk requesting that he set a Special Election
for the same date as the Town's March 5th election.
