HomeMy WebLinkAbout1984-01-30 Board of Selectmen MinutesJANUARY 30, 1984 (continued) SPECIAL TOWN COUNSEL - HIRING POLICY: The Board of Selectmen discussed the recommendation of Executive Secretary, Jot~n Bohenko, re the hiring os Special Town Counsels. John recommended that, before the Board retains the services of a Special Town Counsel, they require the attorney to provide a statement, either verbally or in writing that his/her firm is not representing any other client in litiga- tion or other matters against the Town. That for the duration of his/her appointment as Special Town Counsel, he/she shall not represent any other client in litigation or other matte'rs against the Town. The Board voted to accept the recommendation, 4-0, with the following changes: The attorney is to provide a statement, in writing~ot verbally, that his or her associates is not representing any other client in litigation or other matters against the Town .... BLIND CORNER -MAIN & SEOND STREETS: Letter received from Mitchael T. Stan, 64 Second St., citing a serious traffic situation existing at the corner of Second and Main Streets. Cars and vans parked on Second Street across from the Arlington Trust Bank and on Main Street, at the corner of Second Street, makes it impossible to see traffic coming up Main Street. Mr. Start requested that a "No Parking" be:implemented on Second Street, acrossfrom the bank and that no parking be allowed for at least one car length on the Main Street corner. The Board voted to forward the complaint to Police Chief Sullivan for his recommendation. PERSONNEL BOARD - RESIGNATION: Letter received from Roland C. Korb, 14 Walnut Avenue, contianing his resignation from the Personnel Board. He cited health reasons for his resignation. The Board accepted his resignation with regret. A letter of thanks and appreciation fop his services will be sent. COMMUNITY DEVELOPMENT: Contract was signed by the Selectmen to hire two appraisers for the Davis & Furber access road. Each contract specifies a cost of $9500. The appraisers are: ?au1 g:inseLta A Gerald 1~atale. CITIZEN ADVERTISING: The Board considered placing ads in the weekly Citizen newspaper once again. Ads were'withdrawn last year because of continuous incorecct reporting of Selectmen's meetings. It was voted 3-1 to send ads to the Citizen once again. The criteria will be to submit to the Eagle Tribune.and the Citizen ads or notices that will be handled the best way by thein ~espective newspapers.,: McEvoy against the vote. LICENSING COMMISSIONERS: Hea. ring: Application of The Crystal Manor; .Nelinda DeCol'a,i. lndi~idual'6'w~er, 80 Chickering Rd. to transfer the Restaurant, All Alcoholic license to a co'Pporation known as Michael Glenn, d/b/a Harrison's, same address. Affirmative recommendations received from the the Police Chief Building Inspector and Board of Health. Attorney Norman Shack, representing the Michael Glenr corpoation stated that the character of the restaurant would not change as far as serving food was concerned..that customers would be seated while eating...that it would be a family type of restaurant. Abutters from Village Green were present. Alice Whitmore wanted to be there would be no,noise or trash thrown around. David Lanzoni said the fence had been several,.times and requested the location of the dumpster be moved to another location, further from the ~Village Green apts. He stated there was noise from employees dumping trash into the dumpster at 2:30 A.M. Mrs. Nelinda DeCola replied that when she was notified that the had been broken, she always ordered it repaired ;burl'one had to wait until the repair man was free. She stated the broken fence was the work of vandalism by boys living in the Village Green complex. Their kitchen always closed at 10 P.M. on weekends and 9 p.m. during the week and the dumpster was used then, not at 2:30 p.m. Motion~was.made and seconded to approve the transfer of the license. Vote was unanimous .... Before the motion was made, Selectman Salisbury stated that he wanted to be sure that any take out orders would be from within the .restaurant, as at the'China Blossom Restaurant, that the exterior of the present Crysta~L~anor and sign rema!n the same. .
