HomeMy WebLinkAbout1984-02-15 Board of Selectmen MinutesThe Board of Selectmen held a Selectmen's Meeting on this date with Selectmen Charles A. Salisbury, Christine M. Smith and Chairman John W. Graham present. COMMUNITY DEVELOPMENT: Voted unanimously to allow Rick Domes, C.D. Director, to hire a Management Consultant for a fee of no more than $2, 000 to work on the Down Town plan if Selectman Thomas J. McEvoy, who was absent, agrees. TOWN COUNSEL BY-LAW: The proposed Town T2ounsel By-Law was discussed at length, once again, but no action was ta ken. John P. Bohenko, Ex. Secretary ********************** Selectmen Thomas J. McEvoy, Christine M. Smith with Charles A. Salisbury presiding in a. lb. sence of Chairman John W. Graham. The minutes and warrant were approved as submitted. CHRISTMAS DECORATION COMMITTEE: Charles Carrell, Chairman of the Christmas Decoration Committe~, submitted a report of expenses incurred to decorate the downtown business district th'is past Christmas Season. He advised the Board that one expense in the amount of $1500 was a one time expense, the electrical system necessary. The decorating was truly a Community effort with Town Departments, individuals and companies donating their money and services. The result, the best decorated Town in the Merrimack Valley. The Board expressed their thanks and appreciation and voted to send a letter to the COmmittee for their very successful efforts. MAIN & SECOND STREETS: Recommendati6n received from Police Chief Sullivan indicated that a slain s~ying, "No Parking fromm Here To Corner" sign installed in front ol~ Sutton Travel would help visability when exiting Second,S.treet. He stated that No Parking signs were not necessary in front of Arlington Trust Bank. It was voted to accept the Chief's recommendation to install the necessary sign but to delay the installation until the parking lot in back of the Town Building is available. TOWN COUNSEL BY LAW CHANGE: The Board voted unanimously to accept the proposed Town/l~Ul~.'a~lchange"----- with the three basic changes as proposed by, the Executive Secretary, John Bohenko. They are: I. In paragraph (A} the residency requirement. 2. In paragraph (a), add the phrase "..to serve as Town Counsel at the pleasure of the Appointing Committee." 3. In paragraph (B), last sentence, add the phrase "...' and as further set forth in a Memorandum of Agreement to be established by the Board of Selectmen with the advice of the Appointing Committee. It was also vote to submit said Article for the Town Counsel By Law change.in the T.M.warrant. SENIOR CENTER PROGRAM DIRECTOR: IThe Board of Selectmen voted unanimously to accept a grant of $6,000 from the Department of Elder Affairs to be used. toward the salary of a full time Director of the Senior Center. Mr. Cantone, Council On Aging Chairman, stated that he wanted a full time Director hired at a salary of $1.7,000/yr. The $6,000 paid retiring Emily Murphy, the "'6,000 grant would leave a balance of approximately $5,000 the Town would have to pay. Selectman McEvoy stated that he thought the Selectmen should have a s say on the salary of the Senior Center Director. It was voted to discussed the position with Mr. Cantone. COMMUNITY DEVELOPMENT-CLOCK DONATION: Richard McGowan, Vice President of the Andover Savings Bank in Ando~er and Ann Curran Manager of the Andover Savings Bank in North Andover were present to formally donate a clock to the Town, worth approximately $15, 000, which formerly stood in front of the Andover Bank in North Andover. This donation was the result of the efforts of Rick Domes C.D. Director, who, for several months, had been discussing the matter of the donation with the Andover Bank. The Bank Board voted to offer the clock to the Town with the understand- ing that the clock be placed in the new pedestrian mall by the Fire Station, a location Rick Domes suggested. The installation will be paid for through CD monies available for the Down- Town Project. Chief Dolan has consented to have the controls placed on an inside wall of the Fire Station. The Board unanimously voted to accept the clock with thanks and appreciation to the Andover Bank. The Board voted to autOrize Rick Domes to place a small brass' plaque in the vicinity of the clock noting the Andover Bank donation.
