The next meeting will be on Monday, March 12, 198~,. PROPOSED PLAN FOR WATER/MAIN STREET INTERSECTION: Rick Domas appeared before the Board to discuss Plan D as drawn up by A. Lionetta, Engineer. This plan was approved by the Police Chief, Town Planner and the Fire Chief. The Fire Chief said he would support the recommendations of Chief Sullivan contingent upon a trial run. The trial run would be made with the proposed island marked out with traffic cones. This would insure that the ladder truck would be able to make the turn from Main St. to Water St. He stated that the Fire Department .have sufficient cones for this trial run and would'be available at any time. Police Chief Sullivan stated in his letter that he recommended Plan D Of the plans submitted by the Traffic Engineer strictly from a public safety standpoint. The plan designates, by means of a Stop Sign on Water Streetplus the island in the middle or, the intersection, that the principle thoroughfare is Main Street. Plan "D" is comprised of the following elements: l.) Traffic island in the center of Water Street at the Water/Main Street intersection. 2.) Stop sign located on Water Street at the Water/Main Street intersection. 3.) Elimination of a left hand turn coming off of Water Streeet onto Main Street. 4.) Elimination of parking in front of the BayBank and the Arlington Trust. 5.) Sidewalk in front of St. Gregory's Church. 6.) Increased sidewalk area in front of BayBank for planting. Bud Cyr, Highway Surveyor, said he was opposed./~!a°lJeviating any parking spaces in front of banks., that he approved the island but wanted it smaller. Selctman Smith was opposed to the traffic island. The Board voted 3-0 the following motion: Board is in favor of proceeding along the lines of Plan "D" but the decision is contingent upon certain action: I.] Banks should be told about parking spaces. They should be informed of the plan. 2.] Flire Chief's final approval to be obtained. 3.] Size of Traffic Island to be approved by Fire and Police Chief. It was agreed to have a meeting with the Board on March 12th.and Community Development for a report on the Plan. KANDRUT AGREEMENT-PURCHASE OF PROPERTY: Rick Donas requested the Board to sign the Purchase & Sales Agreement between the Town and Stanley Kandrut regarding the purchase of his property on the Merrimack River. Two stipulations required by the Board are in the Agreement: I) that all vehicles be removed from the site; 2) that all materials presently stored in the two small sheds on the property be' re- moved. Domas advised that the Town had recently received funding in the amount of $38, ~,000 throu, gh the Executive Office of Environmental Affairs towards the purchase of the property. This makes it possible for the CD funds to be used to construct the boat ramp and associated park. Appreciation and thanks should be given to Lisa Ruben, Karen Pomroy and John Blohenko who wrote the grant. Domas will meet with Cyr and the Tree Warden,~ Leo Lafond, re the boart ramp which will be restricted tocar top boats. TheBoard voted 3-0 to sign the Ag.reement. They also voted to have a letter of thanks and appreciation sent to Rep. Joe Hermann for his efforts which resulted in the awarding of the grant. CONTRACT EXTENSION - SENIOR CENTER PROJECT; ~Rick Domas requested a contract extension from March 12 to April 20th to complete the S~nior Center. The reasons for this request are valid .... continuous inclement weather and delay of shipping of materials ordered which were key components to the building of the Senior Center. WARRANT OPENING s CLOSING: The Board voted to open the warrant at 9:25 p.m. to include a zoning article submitted by Assessor George Barker. Warrant was closed at 9:26 p.m. FISHER LEGISLATION: Fire Chief Dolan.:' and the Board of Fire Engineers appeared before the Board to discuss the ~atter of the retirement of Dana Fish.e.r which is required by present rules and regulations. r. Fisher has reached, the age of ret,rement but does not wish to retir.e.. The Town has benefited greatly by h s expert,se on the Board of Fire Engineers and fire department personn~. does not want him to retire. They requested permission from the Selectmen to file Special Legislation thr.o..ugh Representative Her. mann to waive the present ruling.
