with the Pe~rsonnel Board on goals and objectives for the upcoming year. Ms. Iannazz
three (3) major areas in which she feels the Personnel Board should be involved in the

internal systems problems (i.e., hiring procedures, evaluations, etc.); Motion made by Christine
Smith,and seconded by Frank Dugan to request that the Executive Secretary meet with Ruth .
Iannazzo to draft proposed'goals and objectives for the Personnel Board to be brought b~ck to the
Board of Selectmen for appr6val'~t its June llth meeting. 4-0 vote in favor.

Hearing was set on application received for a Retail Packaged Goods Store, Wine ~, Beer
license for Farnkoff Grocery Co., Inc. d/b/a Convenient Food Mart No. 970, 701 Salem St.
Hearing: May 29, 1984, at 7:30 p.m. .
Approved: application for a 2-day liquor license, June 8th and 9th, from James Greeley,
Merrimack Collegefor an alumni reunion at Merrimack College.

Chairman Jack Graham called the meeting to order at 7:30 P.M. Ail members present except for
Charles Salisbury. John Bohenko discussed the request of David Haley, Personnel Administrator,
regarding the delegation of medical examinations for police service candidates to local govern-
ments. John Bohenko recommended that the Town of North Andover should not accept the
delegation for the conduct of medical examinations for the 1983 resident police candidates.
Motion made by Frank Dugan and seconded by Christine SMith to accept the executive secretary,s
recommendation. 4-0 in favor of the recommendation.
John Bohenko discussed a letter received from Toni Wolfman, the attorney for Castro in the Castro
vs. Beecher case. Mr. Bohenko indicated that Ms. Wolfman, as per our request, has transmitted an
agreement to the Town to allow the certification of civil service candidates for the position of
police officer in North Andover by the Department of Personnel Administration. The agreement
would bind the Town of N0~th Andover to committing the hiring of one minority candidate, sub-
sequent to the hiring of the three (3) police officers that are on the present request. Motion made
by Frank Dugan and seconded by Christine Smith to approve the agreement from Ms. Wolfman
provided that Town Counsel has approved this agreement and further that upon approval by Town
Counsel, the Board should authorize the Chairman to enter into said agreement. 4-0 vote in favor.
Ruth Iannazzo, Chairman of the Personnel Board came befoFe the Selectmen to disuess the future
of the Personnel Board. Ms. Iannazzo [nformed the Board that as of June there will be four vacancies
on the Personnel Board. She further indicated that in order to attract qualified candidates to 'fill
