HomeMy WebLinkAbout1961-02-20 Board of Selectmen Minutes112 February 13, 1961 (continued) DEPARTMENT OF PUBLIC UTILITIES -- Marblehead Street: It was motioned by Mr. Sutcliffe~ seconded by Mr. Finneran, and voted unanimously to write to the Department of Public Utilities and request a hearing for the,ac- ceptance of Marble Street as a public way. OSGOOD STREET: Chairman Finck stated that Rep. Frank Giles had informed him that a hearing will:be held soon regarding the widening of route 125. CYR OIL COMPANY: A letter was received from Cyr Oil Co. informing us that the price of fuel oil had increaeed ½ cent per gallon. Upon motion of Mr. S~tcliffe, seconded by Mr. Finneran, and voted unanimously, the meeting adjourned .at 8:00 p.m. February 20, 1961 The Board of Selectmen met on this date with all members present and Chairman Finck presiding. MASS~USETTS DEPT. OF PUBLIC WORKS: Chairman Finck read a letter from the Dept. of Public Works which acknowledged our letter of February let relative to a change in the proposed Town layout line at Marblehead Street. They agreed to comply with our request of a 20-foot minimum, rather than 12-foot, location line radius for new street locations. MASS. DEPT. OF PUBLIC UTILITIES: A letter was read from Francis J. Hickey, Jr., Secretary, Dept. of Public Utilities, acknowledging receipt of our letter regarding the petition of"~ames E.' Mil~no, Atty. for the B. & M. R.R., House Bill No. §62. It was stated ~that the letter had been forwarded to the Clerk of that LegiSlative Committee as it had been "misdirected" to the D.P.U. Chairman Finck stated that it had not.been misdirected and that it had been sent to inform them of our feelings towards the 'r~ack-door" policy of the Boston & Maine R.R. 1960. C~SUS: ~n official notification of the 1960 cern sue was received from the Secretary of the Commonwealth. As of November 29, 1960, the official populatien~f North Andover is 10,908~ CERTIFICATE OF INSURANCE: A Certificate of Insurance for Gulf Oil Corporation was received from The Travelers Insurance Company. Policy applies to present end future outdoor ad- vertising signs by Gulf Oil. LAWRENCE GAS' COMPANY: A gas excavation petition was received for permission to repair a gas main at 399 Main Street. Mr. Finneran motioned permission be granted, seconded by Mr. Sutcliffe, and voted unanimously. MERRIMACK-ESSEX ELECTRIC CO.: A petition for pole re-location was received for one pole to be relocated a~ the intersection of Salem Turnpike and Berry Road. Mr. Finneren motioned .~that the permission be granted, seconded by Mr. Sutcliffe, and voted unanimously. LAWRENCE AIRPORT COmmISSION: An Airport Commission meeting report was submitte8 by Dr. Thaddeus P. Ztmny, and placed on file. MASS. SELECTM~N'S ASSOCIATION '.~-1372.' A communication was received from the Nasa. Selectmen 's Association regarding a public hearing to be held on H-1372, "An act granting the ~oard of Selectmen February 20, 1961 (continued) the final authority to approve the issusnce of a permit for the erection or main- tenance of a billboard, sign or other advertising device in a town." Petition H-1372 applies to this act. and it was voted unanimously by the Selectmen upon suggestion of Chairman Finck, motioned by Mr. Finneran, seconded by Mr. Sutcliffe, to notify the Chsirman of the M.S.A. Legislative Committee that they~were in favor of the bill. ,RECEFCfON INVITATION FROM GOV. VOLPE: A reception invitation was received from Governor Volpe for Wednesday, February 22nd, Hall of Flags, State House. The Selectmen said they wo~ld make every effort to attend. HIGHLAND V~EW AVENUE: Upon motion of Mr. Finneran, seconded by Mr. Sutcliffe, it was Voted unanimously to write to the Planning Board and Highway Department for recommendations on the acceptance of Highland View Avenue; after such time, a hearing will be held by the Selectmen for adjudication. BROTHE~HOOD WEEK: A letter was received from the North Andover Brotherhood Committee. John J. Lyons, Chairmen, and read by the Chairman, regarding Brotherhood Week, February 19-26. ARMED FORCES N~GHT: An invitation was received from the chairmen of the P.T.S.A. Armed Forces Night committee. It will be held in the Veteran,s Auditorium of the High School and there will be representatives of all branches of the armed services, plus the U.S. Army Band from Fort Devens. Mr. S~tcliffe motioned the Selectmen endorse this program, seconded by Mr. Finneran, and Voted unanimously. - ROUTE 495: Mr. Sutcliffe stated he had had many inquiries as to when the land taking will take place due to new rOute 495. No notification has been received by this Board as yet. Mr. Finneren motioned that the secretary send a letter to the Commission of the D.P.W. in order to inquire as to a definite date, seconded by Mr. Sutcliffe, and VOted unanimously. ~'CC?~SERVATIONCOMMI' 'SS~ON:: A letter was received from Rober~ L. Yasi, Asst. Commissioner of the Department of Natural Resources stating that he would be unable to attend a meeting of our local Commission until April 3, 1961. However, Chairman Finck advised the members of the Commission, who had assembled with the Selectmen. at this time, that he thought it wise for the local committee to mee~ regardless, to acquaint themselves with the purposes of the Conservation Commission, etc. The committee adjourned to Mr. Connor's office for a meeting at this time. Upon motion of Mr. Finnersn, seconded by Mr. Sutcliffe, it was VOted unanimously to adjourn at 8:20 p.m. February2?; 1961 The regular meeting of the Board of Selectmen was held on this date at 7:30 p.m., with all members present and Chairman Finck presiding. WOODST0~ S~ET: Mr. Nicholas Kypriotos, 91 Woodstock Street complained to the Board that the street is oily amd muddy, that his car and many other cars have been stuck there recently and that the roa~ has sunk along the sides very badly. Upon suggestion from Chairman Finck, Mr. Finneram motioned that the Highway Department be contacted to try to patch up the street temporarily~ con~act the Planning Board to question the liability of the contractor who did the work for the Town, end to ask Town Counsel what the Town's responsibility is for sai~ part of Woodstock Street. Mr. Sutcliffe seconded said motion, amd it was voted unanimously.
