HomeMy WebLinkAbout1961-06-12 Board of Selectmen Minutes136 June 12, 1961 The Board of Salectnen mot on this date with all members present and Chairman Finneran presiding, at 7:30 p.m. HEARING: Tree Removal Joseph Durso, president of the Duren Realty Company, petitioned for the removal of three trees, one on Main Street and t~o on First Street, as the construction of the new shopping center to be established on Main Street across from the Town Building, is in the beginning stages. Fire Chief Daw opposed the removal of a tree on Main Street on the grounds that removal of the tree would permit a driveway to be placed opposite the fire station causing possible hindrance to'fire trucks leaving the fire station. Mr. Durso said the driveway would constitute one of two entrances to the North ~ndover Shopping Center and that it was unconstitutional for anyone to deny entrance or egress to any property owner. He said he thought the Chief should have objected to the plan when submitted a few month~ ago. Mr. end Mrs. George Hayes were also in attendsnce and objected to the removal of the two .trees on First Street. Mr. Durso said that even if the trees were not removed a~ this time they would die after excavation is started anyway. Mr. Hayes said, in'a writ- ten statement prepared for the meeting, that they opposed the removal of any healthy tree in town. Mr. D~rso brought a scruple from one of the trees on First Street and Mr. Connors, Tree Warden, said the tree was diseased and dying. Chairman Finneran said the matter would require further study and urged Mr. Durso to meet with the Board of Fire Engineers, and that was agreeable with Chief Daw. Motion was made by Mr. Finck, seconded by Mr. Sutcliffe, to take the matter under advisement and it was voted unanimously. JOINT POLE LOCATION: Farnum Street A hearing was held on petition for Joint Pole Locations for Farnum Street, from. ap- proximately 60 feet south of Junction of Summer Street, ~2 poles. Mr. Anderson of Farnum Street was present, as well as Mr. Jeremiah Casey of New England Tel. & Tel. Co. and there were no objections. Mr. Sutcliffe motioned permission be granted, seconded by Mr. Finck, and voted unanimously. JOINT POLE LOCATION: Na~blemidge.Road · hearing was held on the petition for Joint Pole Locations for Marbleridge Road, from approximately 135 feet north of Salem Street, 4 poles. Mr. Sutcliffe motioned the permission be grant,d, seconded by Mr. Finck, and ~ted unanimously. JOINT POLE LOCATION: Chickering Road A hearing was held on the petition for Joint Pole Locations for Chickering Road, southwest of Prescott Street, appromimately 467 feet. Mr. Satcliffe motioned per- mission be granted, seconded by Mr. Finck, and voted unanimously. JOINT POLE LOCATION: Gr. Pond Rd., Osgood St., and Slxtton St. Mr. Casey explained this Joint pole petition to several abutters in attendance, namely, William Chepulis, A. Steinberg, Mr. and Mrs. Norman Hughes, and Mr. Forgetta, all of Osgood Street. Mr. and Mrs. Hughes objected to a pole relocation stating that it was too close to the driveway of their hom~. Mr. Casey stated it could be moved two feet farther away which was agreeable with the Hughes. ~pon this, motion was made by Mr. S~tcliffe to grant permission, seconded by Mr. Fiuneran. Mr. Finck thought the matter should be taken under advisement. ~thought a moment should be taken out o£~.the meeting to, mention the passing away of Ralph B. Brassanr, Town Engineer, and it was v~tad to send its condolences to the family and to commend the good work done by the engineer for the Town over the years. Mr. Finneran congratulated Mr. Finck on the arrival of 'his son on June lOth. STREET LIG~ SUEVEY: A letter regarding a street lighting survey was received from Merrimack-Essex Electric Company relative to 984 Turnpike Street, with the recommendation that a 21,000 lumen m~oury vapor light be installed. Mr. Finck motioned that installa- tion be approved, seconded by Mr. Sutcliffe, and it was voted unanimously. STREET LIGHTING SORVET: A letter regarding a street Lighting survey was received from Merrimack-Essex Electric Company relative to Davis Street between Main and Pleasant Streets, with ~ .the recommendation to install six 7000 lumen mercury vapor lights to replace three 1000 lumen lights. Mr. Finck motioned they be installed, seconded by Mr. Sutcliffe and voted unanimously. !87 June 12, 1961 (continued) MERF~MACK-ESSEXE~ECTRIC CO.: A letter was received from Merrimack-EssexElectric. Co. stating that lights have been installed on Chadwick Street and on Magnolia Drive. ~CAN TOWN COMMITTEE: A letter was received from Leonard Windle, chairman of the No. Andover Republican~Town Committee wherein was listed named of enrolled republicans to be submitted for enroll- ment as election officers. This was placed on file until appointment time upon motion of Mr. Sutcliffe, seconded by Mr. Finck, and voted unanimously. RESIGNA~VON: A letter was received from Mary E. Flagg, clerk of Precinct 3 in ~hich she stated that she will bamoving to Rhode. Island necessitating her resignation as said Clerk. The Board accepted her resignation with regret and voted that a letter be sent to thank her for her many years of service. CEAPT~ 90 LANDTAKING: The Board approved payment of services of Arnold Salisbury and George Schruender for Chapter 90 lendtakings. County Engineer had requested approval from the localBoard before payment could be made. BOILE~ INSPECTION CERTIFICATES: Inspection Certificates from Lumbermens Mutual Casualty Company were received for the various public schools and referred to the School Department for proper action on motion of Mr. Finck, seconded by Mr. Sutcliffe, and voted unanimously. A letter was received froz Bowe, Albertson & Associates regarding the possibility of construction of a regional incinerator. Said letter was referred to the Board of Nealth~ upon motion of Mr. Finck, seconded by Mr. Sutcliffe, and voted, unanimously. UN DAY: Rev. Ernest Brown was appointed UN Day Chairmen--United Nations Day is October 24th. Mr. ~utcliffe motioned he be reappointed, seconded by Mr. Ftnck, and voted unanimously. STREET LI~TING SURv~: Notion was made by Mr. Finck, seconded by Mr. Sutcliffe, to have Nerrimack-Essex Electric Co. make a survey for street lighting for the new Housing for the Elderly. Upon motion of Mr. Flnck, seconded by Mr. $utcliffe, the Selectuen's meeting adjourned at 9:00 p.m. June 19, 1961 The regular meeting of theBoard of Selectmen was hel~ on this date at 7:30 p.m. with all members present and Chairman Finneran presiding. TREE I~NOVAL: First Street This matter was tabled from the last meeting at which time there had beem opposition from Mr. and Mrs. George Hayes. Mr. John ¢onnors was present end reiterated that there was decay in one of the trees but that he did not know Just haw badly decayed the one tree was in answering Mr. Sutcliffe's query as to whether or not the tree was diseased. He stated, as did Mr. Du~so at the last meeting, that if the roots of the tw~ trees on First Street are disturbed during excavation, they will eventually die. ~e also said he could not recommend removal of the trees because of opposition and that final decision rested with the Board of Selectmen. Mr. Finck motioned that the trees be removed, seconded by Mr. Sutcliffe, and v~ted unanimously. Regarding the tree posted for removal on Main Street, this was continued for another week at w~ch time the Board of Fire Engineers will be requested to attend to give a report on the situation. Mr. Finck made this motion, seconded by Mr. Sutcltffe, and it was voted unanimously.
