SENATOR BENJAMIN A. SMITH
A letter and Handbook were received from Senator Ben. A. Smith regarding Federal
Aid to Communities. It was unanimously voted to place the material on file.
The Fuel Oil Bids will be tabled until the meeting of July lC, 1961.
The meeting adjourned at 8:00 P.M.
July 10, 1961
The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M.
w~th aL1 members present and Chairman Flnneran presiding.
Mr. Anthony Galvagna, 92 Putnam Rd. appeared before the Board requesting infor-
mation .'relative to Town land-takings from Mr. Cristaldi. A letter will be sent
to Town Counsel to contact Mr. Galvagna.
~2 Hearings: Pole Locations
A~ hearing was held for pole locations on Sutton Hill Road. Mr. Finck' made a
:motion to grant the petition, seconded by Mr. Sutcliffe and voted unanimously.
The second hearing was for a pole location on Richardson Ave., opposite. Pilgrim
St. Mr. Satcliffe motione~ that installation be made, seconded by Mr. Finck and
voted unanimously.
DAWR~CE GAS COMPANY: 'Petitions to excavate
TW~ petitions from the Lawrence Gas Company for permission to excavate at ~3
Chadwick Street and 115 Maim Street were granted upon motions of Mr. Sutcliffe,
seconded by Mr. Finck and voted unanimously.
STREET LIGHTING $~RVET: Green Hill Ave.
A letter w~s received from Merrimack-Essex Electric Company regarding a survey
for improved street lighting on Green Hill Avenue. It was SUggested ~o instaLl
three 3%00 lumen mercury vapor lights. Mr. Sutcliffe motioned they be installed,
aecondedd by Mr. Finck and voted ~nanimonsly. 'It was also rated to request the
Merrimack-Essex Electric Co. to conduct a survey in the vicinity of 73 Farmum
St., upon motion of Mr. Sutcliffe, seconded by Mr. Finck and voted unanimously.
~PTER 90:
~ letters were received from the State Dept. of Public Works concerning im-
provement and maintenance of Chapter 90 roads. One letter stated that the sum
of '$1,O00.00 fo~ the. maintenance of Chapter 90 roads in North AndoVer, has been
assigned, on condition that at least ~2,000.00 shaLl be contributed by the Town.
The other letter stated~ that the 1sum of $20,000.00 for the .improvement of
Appleton Street and Salem:Street in North Andover be assigned, on condition that
at least $10,000.00' shall be cont~buted by the Town and $10;QO0.O0 by the County.
BOARD OF PUBLIC.WORKS:. Problom with Fire Hydrants
A letter was received from the Board of Public Works relative to fire hydrants
being opened in the country during the night by un-authorized persons and allowed
to run until the Board was notified to shut them off. A few years ago they had
the same problem and the Boar~ of Selectmen posted a one hundred dollar reward
for information leading to the arrest and conviction of anyone breaking that
Town By-Law. The Board discussed this with Mr. Joseph Sullivan and Mr. John
Willis, who were present and it was decided that a check would be made on the
Board's position in the matter.
DAVIS STREET EXTENSION:
Mr. Thomas Foulds, representing the Committee for Housing for the Aged, discussed
with the $oard ~he matter of whose authority it is to complete the Davis St.
extension. Mr.S~utcliffe motioned that the Highway Dept. be notified to go ahead
with the work on the Street. Mr. Finck made a motion to get legal opinion from
