The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M. with all members present and Chairman Finneren presiding. T~EE REMOVAL: Rearing. Permission was granted for removal of a tree at 69 Highland Avenue, requested by Mrs. Demetrios Pauledakus. LAWRENCE GAS COMPANY: Petitions to excavate on Nay, Pleasant, Salem Streets and Gree~hill Avenue were granted on motions of Mr. Sutcliffe and seconded by Mr. Ftnck and voted unanimously. NEW ENGLAND TEL & TEL. CO: Hearing. Pe~ti%t~ ~ ~xcavate a 95 conduit on Great Pond Road and 115 conduit on Osgood Street was granted on motion made by Philip Sutcliffe, seconded by Ralph Finck and voted un- animously. NEREIMACK-_ESSEX ELETRIc CO: Hearing. No objections were made to petition for tan pole locations on Dale Street. Mr. Sutcliffe made the motion to approve all tan locations which was seconded by Mr. Finck and the vote was unanimous. Also a vote was confirmed to have a 1000 lumen light installed on the pole at the intersection of Pilgrim Road and Richardson Avenue. JURY LIST: The Jury List was submitted to the Board1 ~or approval; , motion was made it be accepted by Mr. Sutcliffe~ seconded by Mr. Finck and an unanimous vote was recorded. EASTERN NASS STREET RAILWAY COMPANy: Hearing. E. R..W~throw, representative fr~ the Eastern Mass Street R.R. Company was present to advise, on the request of the three selectmen that a bus route be extended to accomodate the 40 ~unitS in the Elderly Housing Project. He stated approval from the State Dept.of Publlc~ Utilities would have to be obtained before bus route could be established, and it would probably take two or three months. However, he Said he would notify the selec~en before the next meeting, August 21, 1961, of the progress of his recommendations. TOWN GARAGE BOILE~: JosePh Lebel submitted a bid for a gas heater to be installed in the town garage which would cont,$1~SO0. The .Board took the matter under advisement and other bids would be sought later. Mr. ~ebel also applied for a license to store propane gas at the rear of the."North Amdover Coal Co;, 14 Main Street. A hearing is scheduled on the matter on Nonday,,Aug~s~t 2%, 1961 at 7:30 p.m. SECRETARY OF THE CO~NONWEALTH, KEVIN H. k~!TE: . letter for references was sent by the .Secretary of ~the 0o~onwealth for John J. Bonelli, 5 W~oodbri~ge Rd. and Charles N. Randcne, 530 Main Street who wish to incorporate a club in Boston,~,M~ss. to be known as the '~assachusetts Italian American Civic League, Inc." The ~atter was allocated to Chief Police Lawlor for investigation. AIRPORT COmmISSION: Thel Board requested a letter be sent to Andrew A. Caffrey, Esq., secretary of the Lawrence Airport Commission for a progress report on the condition and repair of Holt Road. ~IEF POLICE LAWLOR: Chief of Police, JosePh Lawlor, rePorted a safety hazardous condition caused by improper drainage in the vicinity of a dwelling at 1900 Great Pond Road. A motion was made by Mr. Sutcliffe an~ seconded by Mr. Finck that a letter be sent to the Mass. DePt. of Public Works requesting an engineer be sant out to investigate the situation and advise corrective action. The vote was unanimous on this action. MASSAC~tUSETTS DEPT. OF PUBLIC WORKS: RE: CORRECTIVE SAFETY TRAFFIc INSTALLATIONS. Hearing. Mr. Frederick W. Chase, 111, Dis. Traffic Engineer and John W. Popplewell~ .Ass ~t District Traffic Engineer conferred a langth with the three Selectmen on the acute traffic safety h hazards~ which now exist in North Andover and the most effective solution of the problem. Upon th~~ motion of Mr. Sutcliffe, seconded by Mr. Finck, vote made unanimous by Pm. Finneran, Chairman, the following traffic installations were sent to the Mass. Dept. of Public Works for approval: !46 1. Install "Stop and Go" signals at the intersection of Peter Street and Chickering Road. ~ '2. Change blinking lights to "Stop and Go" signals at Chickering Road and Main Street maintaining pedestrian hand signals similar to Massachusetts Ave. and Chickering Rd. ~'~ signals. 3. Install new "Stop" sign at Chickartng Road and Russell Street, relocating "Stop" sign at the corner of Pleasant and Chickering Road, north side. 4. Investigate possibility of replacing white lines on Chickering Road in the vicinity of Main Street in order to make it a '~o Passing" zone. 5. Install warning "Blinking" signs to indicate presence of "Stop and Go" traffic lights at the intersection of Main and Chickering Road. 6. Install "Stop" sign at intersection of Park and Osgood Streets. 7. Painting of the "Stop.~ limes at the "Stop" streets; Park, Pleasant and Parker Streets. 8. Have "25 mile per hour" zone on Chickering Road between Massachusetts Avenue and Pleasant Streets. MAIN S~T S~O.~.~Q CEN2ER traffic control problem: Rearing. The problem of controlling traffic in an emergency fire call at the new shopping center cite which is directly opposite the fire station was discussed pro and con. Fire Chief James P. Daw and Chief of Police, Joseph W. Lawlor, were present at the meeting with the three Selectmen; J. DWUrso, was invited to the meeting but was unable to attend. He had offered to install and pay for a set of single, flashing lights to be turned on from the fire station at the time of a fire call. However, a letter from the manufacturer of such safety devices~ disclosed that such an installation would not only be inadequate but would not be legal if set up on private property; DP~ regulations require lights to be installed on public property. It was finally agreed ~o have two DPW engineers make a' s~rvey 'and sub- mit a report on the problem. Selectmen Sutcliffe brought up a very core,using and pertinent problem of e least 124 families involved in the Route 495 land-taking which was officially recorded in the Registry of Deeds on June 28, 1961, Selectman Finck stated. Families have not received official notification because of the delay in completing maps of the areas, he said. To solve the many p~oblems confronting them, Ralph Finck suggested having a representative of the State advise them at a public hearing, together with representatives from the ~various banks in the area. The three Selectmen voted unanimously to have a public hearing on Monday, August 14, 1961, at 8:00 p.m. in the auditorium at the North Andover High School. ADVISORY BOARD: The Selectmen requested that the Advisory Board approve a radio for Civil Defense to be installed in pplice cruiser three. The radio is purchased with matching funds of the Civil Defense instead of the town payin the total $1,050. PLEASANT STREET: Another traffic hazard, introduced by Selectman Finck, was the narrowness of Pleasant and Stevens Street approaching Stevens Pond. The road, only 20' wide, makes pasing cars quite hazardous and the many children on foot and bicycles going and coming from Stevens. Beach create an acute safety problem. Installation of sewage without resurfing the road' and the ripping down of a fence added to the impassibility of the road, Selectman Finck stated. The Highway Dept. was asked to determine the empense of the repair work necessary; the Select- men suggested that fill from the Dale Street, Chapter 90 work be used to widen the road. Cement posts can be bought from the Walpole prison for $4. a piece to build a sturdy rail fence. ~ MASSACHUSETTS AVENUE : Selectman Philip Sutcliffe said he had received complaints about the condition of the road ranging from Chickering Road to Linden Avenue.~ much of which has not been resurfaced. Work on the road will be completed by Friday and the selectmen expect resurfacing of the. road will be included. DEPARTMENT OF PUBLIC WORKS: A Letter was received regarding Chapter 90 work on local roads which had been completed. FOURTH OF JULT COMNITTEE: The very excellent report was received from the Fourth of July Committee, accepted unanimously amd filed. The meeting was adjourned at 9:3% P.M. Alice M. Letarte, Secretary.
