September 25, 1961.
The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M. with
all members present and Chairman Finneran presiding.
Requests for Hoarings:
1. Merrimack-Essex Electric Company was granted a hearing on Joint pole location on
Monday, October 9, 1961.
2. John Connors was granted a tree removal hearing on Monday, October 2, 1961.
Complsin~: Thomas Laney.
A letter was received from Attorney Thomas E. Watman re complaint of Mr. and Mrs.
Thomas Lacey sgainst the Benjamin Sweeney Fence Post Co. for possible violation of
the tc~m zoning laws. The matter was referred to the Town Counsel and Building
Inspector for investigation and report.
Elderly Housing Project:
Several residents of the project complained they were unable to carry trash barrels
to side of street for collection and, as a result, they were no~ emptied. Selectmen
Finak made a motion, seconded by Mr. Sutcliffe, voted by Chairman Finneran that the
Highway Dept. m~(e the necessary service to<.aid"these people.
Drainage Problems:
ChrlW. Lindfors 74 Woodstock St~ complained that due to action of snow plows last
winter a mound of dirt was formed so tha~ water cascaded sand down his driveway,
clogged his drains, causing his c~llar to be flooded. Charles E. Oyr,~civil engineer,
was contacted September 26th to investigate the problem and recommend corrective action.
Stanwood D. Evans ocr. Dale and Winter Sts. complained in a detailed lette~ of drainage
wamer forming a small pond on his proper~y because he alleged the town and had
failed to replace a stone wall and install adequate drains when Dale Street was
Mr. Carlin and Mr. Wilkins, County Engineers will meet with the Selectmen and Highway
Dept. Wednesday, Oct. 4th to discuss the problem.
Norman P. Hu~-es 1003 Os~ood Street, complained that County road widening project
with insufficient drains~gh water to form a two-foot brook to run down
his property. Mr. McWilliams, Dept. of Public Works, was contacted to investigate
the problem.
Chief Lawlor:
A report answering the complaint of a previous meeting ofMr. ~avid Evans, Johnson St.
on firearms being used to close mo the residential area, was given. Since it is a
rural area, small arms may be used to rid pests preying on farmer's stock. The area,
however, will remain ~hder surveillance for any illegal use of firearms.
Merrimack-Essex Electric Company:
A letter received noting installation of 21,000 lumen light on pole 3012 on Aug. 23rd
on Osgood Street.
Also survey of possible light installation on Pleasant Street received. Motion made,
seconded, and voted unanimously to have the street light installed.
State Auditor:
Letter with financial report of the Town for the year ending December 31,.1961, was
received from HermanB. Dine, Director of accounts, who praised the Tgwnfor being in
such good financial shape.
Appointments:
George F. Fitzpatrick, 100 Colgate Drive, was appointed unanimously to an
membership on the Industrial Development Committee.
Joseph E. Lusterbenger and William Endicott were appointed as special policeman and
their names was submitted to the Chief of Police.
Chapter 90:
~ork on Appleton Street will begin this week, Chairman Finneran reported.
Sign Posts:
Installation of new street sign posts will also start this week. Patrolman Dushame
