' Hearings: 1. A group of residents, Mr. Philip Arrigo, Jr,, acting as Chairman, presented the problem of excessive parking on Barker Street by patrons of Joe's Diner on Osgood Street. The selectmen decided to call a meeting Wednesday afternoon with state en to review the situation and take corrective action. The group of engineers and select- men will also survey the traffic situation at C~hick..ering Road and Peters Street. 2. A tree removal petition (2) by Oscar Root, Great Pond Road, Brooks School, North Andover, was voted unanimously by the '$el'~ctmen. 3. Also granted to New England Tel. & Tel. Co. and Merrimack-EssexElectrtc'Company permission to locate 24 poles on Campbell Road, from approximately 14% feet west of Salem Street, westerly, 1. Chapter 90 Funds: Re: Salem Street The Board Voted to notify Mr. James Wilkins, County Engineer, to encumber. $20,000., the allocated amount for 1960 for Salem Street to 1961. Letter was sent 11/2/61. 2/ Spare ~orker: Mrs. Elvira Beninato, 61 Lyman Road, was appointed to the position of "Spar~ .Worker" at the p~lls. ' 3. Requests rom street lighting: Street lighting survey was voted for the following: 60 Middlesex Street, Gaumond, South Bradford Street from the intersection of Osgoed Street to 200 Narbl.eridge Road, Corner of Elmwood Street and Mabelon Avenue and 238 Sutton Street.' 4. Lawrence Gas Light'Co: Re: excavations. Permis~i$n was granted for excavations on Chestnut St.,corner' of Sutton Hill. Rd.; Greenhi11'Rd., Heath Rd and approximately 1600 f~8~'Along Johnson Street' from 'the corner of Rea Street, North Andover. Planning Board: Re: Morris Street A petition received by the Selectmen to have Norris Street laid out as a public way was referred to the Planning Board and directed them to take the appropriate necessar~ action to have the article included in the Annual Town. Meeting. 6. Reports from Town Clerk; John Lyons:' 1. Information was presented on '1~ass. Code for Installation of Gas Appliances and Gas Piping". Town Counsel was requested to draft, an appropriate-article'for the Annual Town Meeting to provide for an .inspector for gas piping and gas appliances. 2. The marking off of the Town' Yard for employee parking was submitted ~ and approved after considerable discussion. 3. Report of the completed repairs of the Flag Pole on. the common was received. ~. Department of Public Safety: Re: Sunday Entertainment Licenses, Sunday Laws and Copies of letter were sent to all License holders 13. Department of Public Works: Re: Grogan's Field Mr. Dully (to be continued) October 30. 1961 meeting (continmed) ~68 Mr. Dully was requested by letter to make a recommendation as to whether to buy more land from Village Land Company in order to keep the Grogan playground intact. Sewage re Adams Street off Wood Lane: Eight residents petitioned the Selectmen for a hearing at a special Town Meeting on sewage, ,roa~ improvements and drainage on Adams Street. They presented 250 names on the petl~ion. 'A'ne group agreed to wait for the special Town Meeting on School matters early in December. The names were referred to Town Clerk for verification. Massachusetts Dept. of Public Works: re: Speeding and unusually heavy traffic at the intersection of Chickering Rd. and Peters Street. Mr. Joseph Eort, whose Son was a victim of a speeding car, requested the Board if any- thing could be done about the above mentioned matter. A letter was sent on August 9, 1961 and O6tober for corrective measures to be taken at once. The meeting was adjourned at 9:45 p.m. Ali :e M. Letarte, Selectmen's Secretary. November 6, 1961 The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M. with aL1 members present, and Chairman Finneran presiding. Hearings: Permission granted New England Tel. & Tel. ~ompany to place two (2) poles on Great Oak Street, from approximately 100 feet west of Linden Street, westerly, 2 Office of County E~gineer: Re2 Petition for Chapter go project. Petition signed by Selectmen for work on Salem Street. Sent to County Office with ~eck. American Legion , North Andover Post, No. 219. Letter from veteran organization urging Selectmen to instruct police Chief Lawlor not to issue work permits for Veterans D~.~hich is now a legal holiday. The Selectmen voted unanimously to pass such a resolution. Exceptions may be made for health, safety, and welfa~**e of the community orwithindustries dealing wlth defense contracts. Special notices will be sent to all clubs amd cafes reminding their owners that Sunday Laws apply on Veterans-Da~**: Nc dancing will be allowed. Chief Lawlor: Re: Traffic speeding from Western Electric Co. The Board requested Chief Lawlor to make an immediate investigation of the traffic ~violations at Western Electric and asked that he submit a report at the next meeting. Re.' ~nad_- ate rotetcion atA . ~ort: Chief Lawlor voted unanimously to back up the Chief's req~ection at the Airport. This action was requested due to the fact that the buildings have been found opened several time resulting in a recent episode of a malfunctioning boiler. Planes landing at night could possibly have an accident and occupants would 'no,'be found until day~/~ht. Malicious damage to build- ings and planes have taken place at this site. Lawrence Airport Commission were notified and asked to submit a report as to what corrective measures are being taken. Town Accountant, Mary F inn: Re: Fire Station Building Committee Funds. Miss Finn was requested by the Board to hold over for ~ext year the unspent ba2ance of the $5,000. voted at Town Meeting last March for the Fire Station Building Committee Fund. (Article $58). Town Counsel: Re: Towing regulations. Town Counsel, Mr. Salisbury, was requested ~the Board to seo up Towing Regulations article to be inserted in Special*T~n Meeting.
