HomeMy WebLinkAbout1962-01-08 Board of Selectmen MinutesThe regular meeting of the Board of Selectmen was held on this date at ?:30 P.M. on Monday with all members present, Chairman Finneran presiding. ~FARING: New England Tel. & Tel. Co. - Merrimack-Essex Electric Company. The Selectmen voted permission for the above-named companies to relocate two Joint poles on Sutton Street. TOWN ~ARRANT: - The warrant for the annual Town Meeting, Saturday, Narch 17, was officially opened on this date by the Board. The des81~ue for submitting articles to appear on the warrant will be Monday, January 29th at 9:00 P.M. Also voted on was the deadline for submitting copy to appear in the annual Town Report, which will be at the Selectmen ts office, Monday, February 5, 1962. "A~minimum'of 10 signatures is required to have an article from s private citizen inserted in the warrant. RESIGNATION: John J. Connars The Selectmen accepted with regret the resignation announcing the retirement of John Conncrs, Tree Warden and Moth Superintendent, for 4o years. His retirement will become effective on Thursday, January il, 1962. In his letter to the Board, Mr; Connors said, "It is difficult to find appropriate words with which to express my sincere appreciation of the townspeople who have consistently elected me to the office of Tree Warden for the past 39 y~ars. Such a dis- play of confi~mce in my ability to maintain the office has been deeply gratifying." Mr. Connors was given a commendation "for his many years of fine servlce and devotion to the town', and the commendation was ordered inserted into the Town Records. APPOINTMENT: Leo E. Lafom~ Leo E. Lafond, 176 ~{iddlesex Street, North Andovar, was duly appointed unanimously to be the successor of John J. Connors, retiring Tree Warden and Noth Superintendent. Mr. Lafond has be~n, an emp$oyee of the Tree department for 16 years end was foreman of the department. His appointment is for the interim until the annual elections, March 5, 1962. Mr. Lafomd was the only candidate considered, n He was sworn in to office on-Thursday morning, January ll, 1962, Sy Town Clerk, John J. Lyons, witnessed by 0. earge Wilson, Welfare Director, Nilliam B. Duffy, Public Works Superintendent, end Alice M. Letarte, Selectmsu's Secretary. 'CONGRESSMAN THOMAS j. LANE: Re: Playgrnmud. ~- Mr; ~Lane notified Chairman William A. Fiunaran by telegram that he had rec~ivad the Selectman 's request re the permission of the Federal Aviation Agency for the Town of North Andover to pur- chase .land now owned by the Airport~ Commission for a playEround in that area. He stated he ~wired said ~Agency to expedite the approval. This was backed up by a Lettar from the Federal AgancY~stat~ng the approval was pending. The Board then voted to have an Article inserted in the Town ~Warrant appropriating the sum of $4200 for thel purchase of the land. Sale of the which is part of the triangle formed by Sutton, Osgood and Chadwick Streets, had earlier be negotiated with the City of Lawrence and Airport Commission officials. The sale price repre- sents what the city paid for the land. LAWRENCE GAS CC~PANY: Permission was granted for the above-named company to excavate 22 feet at 38 Waverly Rd. with provisions the roadway be restored to original condition and a policeman be on duty during the excava.tion · -'- LICENSE RENEWAL: Stanley B. Twombly, 41 Philltps Court, ~ms granted a renewal of his peddlar's license. MEMORANDA: .Fourth of July Celebration and -Christmas Lighting Articles 'for ~het year, 1962, were requested hyArthur B. Drummond and Leonard B. Albis respectively. MERRI~L~CK ESSEX ELECTRIC CO; Notified The Board of Selectmen of the ~mstallation of a 3SO0 Lumen light on Boston Street. They will be ~ueried about installations for ~ights on Colgate Drive, Elderly Housing Project and 0sgood Street from Western Electric To Peters Street. COUNTY CONMISSIONERS RE TB HOSPITAL: Letter received from Fne County Commissioners re TB Hospital. It was voted to refer the letter to the Welfare Director, George Wilson, far him to compile a report for the Selectmen. · UNION NATIONAL BANK OF LOW~.7.: A letter comtsin~mg a notice of assignment of moneys due tothe Town of North Andover from John Wayne, Civil Construction Company, was voted to be sent to Town Counsel Salisbury with a a request to advise the proper action theretofore. LETTER OF COmmeNDATION: Mrs. Mary Armitage, Sutton Mill Rd, sent the Selec~en a letter of thanks and appreciation for the lovely scroll relating her courageous act a few months back rescuing a sm~] ] boy from drow~ing in a near-by pond. A letter from the New England Nethodist Conference Center contained thankful appreciation for the cooperation of the Selectmen and the Police Dept. for services rendered.
