The regular meeting of the Board of Selectmen was held on this date at 7:30 p.m. with all
members present, Chairman Finneran presiding:
This meeting was the first meeting for the two newly-elected members of the Board, Mr.
Raymond Broadheed and Mr. Fred P. 0ekes who defeated the former Selectmen, Mr. Ralph E. Finck
end Mr. Philip Sutcliffe at the town polls om. March 5, 1962.
The Board re-appointed William A. Finneran, Chairman of the Board; Fred ~. 0ekes, Chairman
of Public Welfare; and Raymond' Broadhead, .chairman of the Licensing Commissiou~ Mr. ~Oakes
was also nominated Clerk of Selectmen; Mr. Broadhead, Clerk of Public Welfare and Mr. Finn-
oran, Clerk of the Licensing Board.
.ARMED FORCES DAY:
In a meeting with Police Chief JosePh!.W. Lawlor and an officer of the 9224th Air Reserve
Squadron 'cf Lawrence, the Board agreed 'with the chief's reconm~ndatian that only one police
offi'cer:from 'the towc would be needed .to direct traffic at the entrance to the Airport on
Armed 'Forces Day, May 19th.
HOUSE MOVING: Pandaks and McCrackan; new application of Mr. Maurice Hennessy:
The Board granted permits to Mr. end Mrs. Walter Pendsk, 20 Bruce Street to move a house from
107 Massachusetts Ave to Chickering and Philip Brooks Rds; and to Miss Mary C. Nc~rackenJ 24
Bruce Street to move a house to the collar of Massachusetts Avenue and Harwood Street. Mr.
Oakes iniated the motion, seconded by Mr. Broadhead and made unanimous by Chairman Finneran.
A motion made by Mr. Broedhead, seconded by Mr. Oakes and made unanimous by Chain Finneren
set the McCracken permit in motion. A third applicationfor house moving from Mr. Manrice
Hennessy, to move a house from 69 Massachusetts Avenue to E~od Street was taken under ad-
visement so the proper authorities could be notified.
REQUEST:
Mrs. Frank Dushame, Girl Scout Leader, was granted permission for the G~I ScoutB-'tb-plent
Marigolds around the statue at Main end Osgood Streets.
APPL!CATI(N FOR RE-APPOINTMENT:
Th'eapplicetion' as minimal inspector by Dr. Edward C. Bulger, hO5 Main Street, was tabled
next Monday night, March 19th, when, as the first meeting following town meeting, all non-
elected officials will be appointed.
NERRIMAcK-ESSEX ELEOT~IC COMPANY:
A h~aring was set for a pole and wire location at Sargent Street near Patriot Street, on
~26th at 7:30 p.m.
-The Board also accepted the company's reco~mendaticn that a street light be installed at the
corner cf Campbell and Salem Streets.
CONGRESS~ THOMAS J. LANE:
Another letter from Mr. Lane re the playEround land release at the Lawrence Airp~t.
MASSACHUSETTS EAR ASSOCIATIG~:
A letter received by the Board announcing that May 1st is to be proclaimed "Law Day, U.S.A."
STATE DEPARTMENT OF PUBLIC UTILITIES:
An-April 2 hearing on rates to be charged for towing cars by. municipal authorities was refer-
red to Chief Police Lawlor.
PLAYGROUND INSTRUCTORS:
A letter from the University of Nassachusetts, Amherst, Mass. announcing a training program
for.playground leaders was referred to WiLliam McEvoy, Recreational Council Chairman.
CONPLAINTS:.
A complaint was recsived by the Board that excessive water running down a state roadway was
washing, away the driveway of Mr. Norman C. Hughes, 1003 Osgood Street, because, as he stated,
of t~cM of':~to~m drains. The Board voted to notify the District Highway Engineer, Mr. Harold
Na~williams, Banvers, Mass., to investigate the problem and to advise them of the proposed
solution to it,

MEETING: RE HOUSE MO~ING:
Mr.' Jeremiah Casey, traffic manager for New England Tel. & Tel. Co. stated he would arrange
~ meeting for 1:30 p.m., Friday, March 16th with State representatives, the utility companies
Chief Lawlor, Fire Chief Daw, Building Inspec~er, Foster, T~ee Warden, Lafond ana ~he three
Selectman to discuss ;'the various pertinen~ prcblems that will arise in House Moving.
The meeting adjourned at §:~1 p.m.
Clerk
