HomeMy WebLinkAbout1962-05-21 Board of Selectmen Minutes192 May' 21, 1962. .-~ The regular meeting of the Board of Selectmen was held on this date at ?:30 p.m. with all ,~ members present, r~wirman Finneran presiding: ~ HEARING: Merrimack-Essex Electric Comp=-y was granted permission to install a guy at the eastern corner Osg.ond Street to support lines cz Colgate Drive. INVI~A~$ ACCEPTED: The Board accepted invitations from the Parents' Kindergarten Anniversary Program, the Little League Parade, Community Center Open House and they will march in a body in the Nemorial Day Parade. RECREATI0~L~L COUNC~.: Willian McEvoy requested in a letter a metho~ of transportation for two boys and. two girls, who will be playground leaders this summer, to a week's training at the University of Nas at Amherst, in June. The Board will meet with Mr. McEvoy relative to this matter. DURSO S~VICE STATION APPLICATION: Mr. Durso appeared cn=e more before the Board to state his reasons fpr his application. When he presented his case in detail at the April 30th meeting, several residents of the area were pres- ent in protest. His application was denied, mainly because of the added safety hazard of more traffic to the numerous chLldren mbo pass daily to and from schools and pla~onnds. Mr. Oakes made the initial motion to deny, seconded by Selectman Broadheafl and it was made unanimous by CONGRESSNAN LANE RE PLA~}ROUND:~ Mr. Lane wrote that his latest query into the matter of land buying at the AirPor~j~or a play- ground ~e~l~..,t~ ia .the ~ormation that a resolution would have to be sent to .the g~varnin;'~y Pf the FederallAviation Agency in effect that' the sponsor, Lawrence, will agree to turn over the federal share Of the proceeds:of the sale of the airport land for the playground for the mainten- ance and general upkeep of the Airport. This was determined, also, when ~hairman: Finneran called the acting Chief of the Federal Aviation Agency. A $-~ to Fa-. They voted to ask for ~o~ survey for street li~h~ng in front of. Mrs. Angelus Wayes's resident, 58 Park Street.... LAWRENCE GAS LIGHT COMPANY: They voted to approve the gas company.s petition to install a gas main. for M.. Henneasey, on - E1 ,w~cd Street. LUMBERMANS ~'A~AL CASUALTY CO.: : A safety survey, conducted By the above-named company, indicated that an incident, of too hea~: trash barrels handled by the Highway Department was a cause of frequomt accidents. -.Their re- commendations were sent to the H~hway Department. SECRETARY ~F ~E CC~O~L~, KEV~ H. '~TE: A personal affidavit was requested by the Secretary of the Commoneealth for a citizen of North Andover, Mr. Lenlsy Menshaw, ~0 Turnpike Street, who is going to start an ~rance b-,rLuens in Lowell, MaeS. The matter was refaered to Chief Lawlor for approval. MASSA~ilUSETTS LEAGI~ OF CITIES AND TOWNS: Invitations were received be the Selectmen to attend the Second (annual) Comvemtion in Worcester on Saturday, Nay 26th, at the Motel Sheraton. Mayor Buckley sent word via Town Clerk, Lyons, that he wnuld like the town of North ~ndever represented at the conference, if possible. · The meeting adjourned at 8:10 p.m. ~/~/"~/~/~ Alice M. The following considerations are listed for the purpose of the Board's action on the applica~' tion of the gas station of Mr. Durso: (The application was denied) Increased traffic conJestton to ~he parking ar~a across the street from the Fire S~atiou and a possible added blind exit by. the erection of the building presenting an increased traffics hazard to the area. '2. Increased safety hazard to numerous children who pass back and forth in front of the proposed installation to one public and one parochial school. 3. Not' in keeping with the orderly development of our area as having location directly opposite our Town Building and placed, by itself, in front of the existing shopping center it would not, we think, have a favorable reaction from our Town's people. ~.' 'The opposition to a gas stailou being installed at 'this particular location: (a) There are now, in North Andover, 14 gas stations and one at this location does not improve the economics of the community, (b) If a station were established, a' building and pumps would remain there whether occupied er not. ' Possibly~ if not# and active installation, an~ eyesore. (c) Having' back' of the statio~ visible'to the people Constantly would present a problem of the adequate cleaning of the' establishment. 5. ]Ro'ar~ considers the location of. gas statioz at this particular location not 'in keying with the general public interes%. As one ~ice among many concerned for the orderly progress of our town, I appeal to you for denial ~f';a~,.permit in this instance; on the premise, that~a filling station in that location would be retrbgression -- not progress.
