HomeMy WebLinkAbout1962-09-10 Board of Selectmen Minutes2O5 September 10, 1962 The regular meeting of the Board of Selectmen was held on this date at 7:30 P.M. with the following members present: Chairman William A. Finneran, presiding, Fred P. Oakes and Raymond Broadhead. HEARZNGS: Hearings were held for the Merrimack-Essex Electric Co. and N. E. Telephone Telegraph Co. for Pole Locations on Abbott Street and Chickering Road. The Board voted unanimously to approve the petitions. JUROR: Civil Court The name of Harold Tyning, 271 Sutton St. mms dra~n to serve at Salem Superior · Civil Co~rt on October 1, 1962. LAWR~CEGAS C~ANY: The Lammence Gas Company petitioned for permission to excavate at 122 Union Street to inst833 gas service for Domenic Cardegna. Mr. Oakes made a motion to grant permission, seconded by~r. Broadhead and voted unanimously. MEP~CE-E~SEX ELECTRIC CO. A letter was received from Merrimack-Essex Electric Co. ~tth recommendations for improved street lighting at the following locations: 158 Forest Street 47 Park Street ~1~3 Forest Street 71 Elm Crest Road 56 Beverly Street Hi-Spot, ~hickering Road Wesley corner ~nnis St. Mr. Broadhead made a motion to accept the recommendations, seconded by Mr. Oakes and' voted unanimously. MASSA~uSETTS ELECTRIC CO. A .letter.was. received from the Mass. Electric Co. to notify the Board of the inst,~ation of a street light on Boston Street, as requested. GREAT POND ROAD: Traffic Lines Notification ~ras received from Police Chief Lawlor that he had contacted the New England Traffic Safety Lines as to the cost of painting ~hite traffic lines on Great Pond Road, for a distance of appro~mate!y 2~1 miles. That company quoted a price of $100.00 per mile. A request2~or a transfer of funds in the amount of $260.00 will be made, to the Advisory Board. A letter was received from the Board of Public Warks stating that care of that -plot. had not been maintained by that Board. Because of apparent lack of interest, ~ith no townspeople in attendance, Mr. Oakee made a motion to install a plaque inscribed "Sargent Street Memorial to ]~orld War ~ Veterans" at the corner of Sargent Street and do awa~ with the troublesome circle. Mr. ~roadhead seconded the motion and the vote ~-~.s unanimous. The Righ~ay Department will handle the removal of the STATE DEPT. OF ~u~LIC WORKS: A letter and enclosures were received from the Mass. Dept. of Public Works regarding Purchase of Materials on ~apter 81 and Chapter 90 Force Account Contracts. This information willbe forwa~ed to the Highway Department. '~OR GOD AND COUNTRY PARADE" A letter wes received from May~r Buckley inviting t~.e .~electmen to be present on the reviewing stand for the '~or God and Country" Parade on September 23rd. The Selectmen prefer to march in the parade with the North Andover entry and then take their place on the revie~ing stand ~en they arrive at it. A letter ~ll be sent to inform the May~r. TRiNITAR~ CO~GRE2ATZCEAL CHUR~: Annual Fair & Thrift ~op A letter ~s received from Rev. Clinton W. Carvall requesting permission to run a · thrift shop in the parsonege garage for the last week in September and through the month of October. Mr. Oakes made a motion to grant such permission, seconded by Mr. Broadhead and voted unanimously. ~LF~Z NOTZC~2S: Board cf Appeals T~ legal notices of hearings to be held by the Bcard of Appeals on Sept. 17th ~are received and will be filed. 206 September 10, 1962 - Cont. P~G BOARD: A letter was received from the Planning Board to notify the Selectmen of their meeting with the Board of Appeals on Sept. 10th to discuss the action taken by the Appeals board on three petitions. APPOINTMENTS: Board of Appeals Atty. Harold Morley resigned, from the Board cf..Appeals because of the "conflict .of interests" law, and to replace him, Mr. Broadhead made a.mation to appoint Wtlliam Morton, seconded by Mr. Oakes and voted unanimously. The Board also appointed John J. Shields, 155 Rea Street, Associate Member to the Board of Appeals. APPLICATIC~S: Town Accountant Due to the retirement of Town Accountant Nary T. Finn on November 1, 1962, the Board announced they will receive applications for the position of Town Accountant until October 1st, after which the Board will then interview the applicants. APPLICATIC~ FOR HFkRING: An application was received to store 2000 gallons of gasoline underground at 8 Marblehead Street. The Board set the hearing date for September 24, 1962 at 7:30 P.M. BOARD OF PUBLIC WOREB APPOIN~M]NT: Due to the resignation of Joseph D. H~lllvan from the Board of Public Wo~ke, the Selectmen met with the remaining members of the Board to appoint a new member. The four applications'received were from Robert M. Wood, 316 Stevens St.; Joseph Morin, 32 Saunders St.; Harold W. Trombly, 281 Middlesex St.; and Daniel 2. O~Leary, 21 Wilson Rd. Mr. Oakes nominated Mr. Morin, seconded by John J. ~illis, of. the Board of ~ubli'c - Works. Irving C. Howes then nominated Mr. Wood, seconded by Mr. Broadheed. ~.. Mr. Oakes and Mr. Willis voted for Joseph Morin and Mr. Finneran, Mr. Howes and Mr. Broadhead voted for Mr. Wood. Mr.. Robert*.M. Hearing was set for Monday, October 1, 1962~ at 7:30 for .hearing of applicatiOn,for storage of gasoline underground by John J. Cahlll, 4~' Elm Street. MASSAG~USETTS ~.w. CTRIC COMPANY: (Formerly Merrimack-Essex Electric Oompany) Reco~endations for street lighting on (bickering Road, front of Pendak residence and on pole #22 on Pleasant Street were accepted by the Boar~ and installation of same, approved. REQUEST: S~W. ~.w.T LIGHT Donald Samaha, 25 Garden Street, requested that a larger lumen light be installed on pole beside his house. Because of the location between two large maple trees, barely visible. Request.was referred to the electric company. LAWRENCE GAS CC~PANY: Petition to excavate to cut off and retire gas services 'at~a.ssach.usetts Avenue, Middlesex Street and Sutton Street near Marble head Stree.t was approved and granted~.by~ the~ ~Board. REQUEST: MO~ING ~HICK~N-gOOP Permission was granted ~o Otho R. Lincoln, 814 Osgood Street, to move a. 12'- X 12' shed one- half mile from Prospect Street to 814 Osgood Street. This permission was subject to State Approval who were contacted about the matter by Mr. Finneran. STATE DEPT. OF PUBLIC WORKS: Notice was received by the Board that the local allotment for highway proJects will be $18,016.10. Thisamonnt is available to the town for use in projects that have prior al ofthe State Department.
