GOVERNOR VOLPE: WAR RATIONING Govenor Volpe sent the Board notice of various committees appointed, to aehainister rationing,price and rent control procedures in case of War. The Selectmen expressed the view that the measures will-ne,er be needed. TGOD. tAND COUNTRI"' PARADE COMMITTEE: Selectmen Broadhead made a motion to have secretary se~d a letter to Arthur Drummond, Chairm~o£ the Parade committee, expressing the Board's and the town of NorthAndover's appreciation and~ thanks: to him and John Lyons for the wnnderful showing North Andover made in the four-hour long parade on Sunday, September 23, 1962. These ~wo men were directly responsible for the sucess of the occasion giving all of their time and attention to the endless details that accomp- any such a ve~ture. Selectmen Oakes seconded the motion. The meeting adjourned at 8:10 p.m. Alice N. Letarte, Secretary. October 1, 1962. The regular meeting of 'the Board of Selectmen was held on this date with all members present, Selectmen Raymond Rroadhead and Fred. P. Oakes, Chairman Finneran presiding. .. HEARING: John J. cahill, 45 Elm Street was granted permission to store 16,000 gallons of gasoline and lesser amounts of fuel and waste oil underground at 12 Massachusetts Avenue. The vote was. unan- i~ons. ASSESSOR E~ward P. Phelan: Nr. Phelan appeared before the Board to request a Joint meeting of the various Boards to compile amd complete all town budgets early this year. Ne stated that despite the heavy ex- pense of a new school, with careful planning, the tax rate could be kept the sene. CAMPION HALL: A letter from Reverend Forrest S. Donahue, S.J. of Campion Hall contained a generous offer of one gate house of stone with eight rooms situated on Campion Hall grounds. If the town could use and move same they were very welcome to it. NOR2H ANDOVE~ BOOSTER CLUB: Invitations were received by the Board for participation in the Booster Club ~outh Football kick- off on October 7th and the Little League Banquet on October 6th. The three Selectmen will attend the kibk-off and Mr. Broadhead will he present to represent the Selectmen at the Ii.rUle League Banquet. NASSA~SETTS ELECTRIC CC~PAN¥: Notice was received by the Board of street light installations on Sawyer Road, corner of Andover and Peters Street (three lights). NAR~EAD STREET CROSSING: ~ A letter from Attorney Trombly stated t~at a communication from the State Deptl. of Public Works gave written consent to the construction of a new crossing at' grade level of a highway across double track line at Marblehead Street. This is a result of the haarimg conducted on july 2,1962 this decision being the first new crossing of this type allowed by the State since 1904. The cost of crossing above or below grade would be an ~ureasonable expenditure hence the permiss~ for the grade level crossing. The crossing will maintain Marblehead Street as an access road to Lawrence from Route 495. CO~t~NDATION: Selectman Broadhead made a motion to commend Chief Lawlor and the North Andover Police Dept. for the astute and speedy apprehension of the three men who robbed the safe and injured a man at ~oe'. Diner om Osgood Street Friday morning, September 28th. The men.were being interrogated at the police station the same day. Terms of the commendation to. the officers directly responsible for the arrests were left to the Chief. TRAFFIC LIGHTS: MAIN AND CHICKERING ROAD~ "' State traffic engineer, Fred Chase, Chief Joseph W. Lawlor, Senator RuSk and the Selectmen met at the above intersection to plan a change of the lights from flickering *to regret "Stop and Go lights with the present pedestrian control still in effect. Also discussed was the smoothing out of the break-down land between Charles Steak House an~ Western Electric.
