The regular meeting of the Board of Selectmen was held on this date with all members

HEARING:
Petition of New England Tel. & Tel. Co. and Mass. Electric Co. to relocate 2 poles on
ering Road, south of Pleasant Street.

REQUEST: GRASSO HOUSE MOVING:
Mr. Michael Grasso, 24 Harwood Street, asked permission to move a house from Bruce Street,
along Mablin Avenue to Harwood Avenue. After usual utility companies and departments are
notified, Mr. Grassowill be given the Selectman~s decision on Monday, DecembarlO, 1962.
TOWN COUNSEL:
A letter on group insurance from Arnold Salisbury was tabled until further study.
STREET LIGHTP~UEST:
Request for street lighting was made be Charles Bartlett, 28 Moody Street and Grace Austin
29 Chadwick Street. They were referred to the Mass. Electric Co. together with'permission
to inst~11 a light on BrightwoodAvenue.
APPOINTMENT:
Mrs. Veronica DemirdJian, 492 Salem Street, was appointed a "Spare Worker" inPrecinct 4.
COTDIT STREET:
Residents from Cotutt Street appeared before the Board once more to discuss the drainage
problem. A meeting was arranged for Monday, December 10, 1962 with the Selectmen, Ira Corty,
Highway Surveyor and a representative of the Engineering Dept., Mr. Martin, of Brasssur Asso=
ciates~, Haverhill, Mass., at 7:30 p.m.
ICE SKAT~IG CC~NITTEE:
The-Ece-Skating Committee, headed by Bill McEvoy, Recreational Chairman, met with the Board
to discuss possible sites for ice-skating this winter for residents ~ the town of North
Andover. Ray's Pond, Steven's Pond, Becky's Pond and the Aplin Playground ware all suggested
as possible skating rinks. Ray's Pond was voted the safest and most practical as it was big
enough to divide into two sections; one for the skate~s and the other for the hockey playess.
Secretary, Alice Letarte, was instructed to contact owners of surrounding land of Ray's pond
r. equesting?pe.r~i~ ss.i.on f~or the town to clear snow, when necess~ary, from the surrounding
parking area. Mrs. Nellie Mazurenko, 657 Bradford Street and Mr. Albert A. Steinberg,
1159 Osgood Street are the resident owners.
Budgets were discussed and set up for the Advisory Board's approval.

Hearing: Tree remo~l:
A hearing for a petition to have a tree removed in front of Meadowbrook Laundry, Sutton Street
resulted in unanimous permission of same.
DRAINAGE CONFERENCE: Cotutt Street
A lengthy conference was held .between the Selectmen and Cotuit Street =esidents with Charles A%
Martin, engineer from Brasseur, Inc. and Superintendent Ira Carry and Foreman Walter Stamp of
the Highway Bept. present. The complaint was surface water washing out roads and making
properties and drivemays impassable because of resultant mud, etc. Because it was made
apparent that emergency vehicles such as fire apparatus, ambulances, snow plows, fuel
would be unable to reach these people, temporary relief was offered when Ira. Carty agree~
to install 30' of 24" pipe across Cotuit Street to carry away water collecting there. Also,
Engineer Martin agreed to draw up two articles for insertimn in the town meeting warrant to
provide permanent corrective measures for drainage. One was for an installation of a storm~:-~
drain and the other for a culvert, appro~mate cost $13,000[ The articles when drawn up will
go to Mr. Norman Campbell, Cotuit Street, for the necessary ten signatures on each article.
DRAINAGE PROBLEM: Bunkerhill Street:
Frank Barbett and the Mangano family, building on Bunkerhill Street, also presented surface
water drainage problems. Mr. Oyr stated that much of the problem stems from obstructions he
found in a ditch off Chickering road into ~btch water from the Bunkerhill Street area should be
emptying but cannot because of the obstructions. Removal of the obst=uction will aid somewhat
