HomeMy WebLinkAbout1963-03-25 Board of Selectmen Minutes230 March 25, 1963 (continued) ~ AOCESS ROAD FROM RA~/THECN MISSILE PLANT TO WAVERLEY ROAD: ~ The Selectmen from Andover met with the North Andover Selectmen to attempt to secure permissi~~'~ from the town of North Andover for the State to build an access road from the Raytheon Missile plant, Andover, that would start off Fleming Avenue, Andover, extend through the filter bed land, and come out onto Waverley Road, near the Den restaurant in North Andover. This road would ely alleviate the parking and traffic congestion now existing in Shawsheen Village. The of North Andover voiced the following objections and subsequently tabled their decision: Selectman Ra: ond Broadhead: "The intersection of Waverley Road and Route 114 is a very bad cor- ne~at there have been many accidents and near accidents at the intersection. With the added traffic of the proposed access road dumped on Waverley Road, the dangerous traffiochazards of said corner would be insurmountable. It was a road that would go no place." Selectman Fred P. Cakes: Stated that North Andover likes to cooperate with the neighboring towns but, a~though ~ ndover Selectmen have known about this situation for two or three years, nothing had been ~snt in the line of correspondence to the North Andover Selectmen and they had Just learned about it now through, their own efforts. The situation had been dumped like a bomb~ shell in their laps and much more consideration would have to--given the problem. He also stated that many new homes had been constructed and are being constructed in the area and that the safe- ty factor here is of the utmost importance. G~AIRMAN %rILLIAM A. FINNERAN:~. Barry Loebel, plant manager from Raytheon, was asked by Chair- man Finneran w~a~ the shift hours were at Raytheon and when so informed remarked that these shift hours coincided a/most exactl~with those at Western Elec%ric posing the problem of police traffic. He also inquired of Carl Levine from the State Dept. of Public Works about what the proposed to do about sidewalks, drainage and traffic coverage at peak loads. Mr. Levine stated could not make any statements about such matters; the Selectmen would have to write the proper departments for answers to such inquiries. The road, if built, would endanger school children who are picked up near the Den around 7:30 a.m and returned around 3:00 p.m. Shifts at the plant are 7, 7:30 and 8 a.m. and 3, 3:30 and 4:30 p.m. The town of North Andover w~uld 'not benefit in any way through taxes, ~the Raytheon plant is in Andover) but wo%Cu~ have a definite serious situation. Nr. Finneran said the Board would table their decision until such time as certain are obtained from the state. Present at the meeting besides the three Selectmen from North Andover, wes Chiefs of Police, J.~L Lawlor, North Andover, and Chief Nichols from Andover; Andover Selectmen Wilson, Allen, Stewart, Crcnin and Town Manager, Thomas E. Duff..Bernard Champy, cwner of 1.and that would be purcha~ by State if road went through was present, also, Representative Arthur Williams, who is als~ a lawy-~, Republican State Chairman P. Allen, Harry Loebel, plant manager, Carl Levine, DPW, ~ three reporters, two interested citizens and North Andover Selectmen's Secretary, Alice M~ FIREmaN'S B~NEFIT FUND: request from the Ftremen's Benefit Fund was received by the Board and permission was a house to house canvas~ Thursday, April 4, 1963, for ~he benefit of the fund. TREE REMOVAL: ' · A petition for the removal of a tree by Meadowbrook Laundry on S~tton Street was set up for a hearing on Monday, April 1, 1963, at 7:00 p.m. MASS. D~PT. OP PUBLIC UTILITIES: Notice of hearings to be held on April 8, 1963, at 10:00 a.m. on petitions of Eastern Mass. St. R.R. Co. for increased rates and issuance of stock cf New England Power Co., same time, was re- ceived by the Board who will make every effort to attend. NASSAG~USm-TTS AVENUE ~D ANDOVER STREET: N.M~G~ILLIAM~: A letter received by the Board indicated that holes in said streets were being patched constantly and that when drier weather arrived Mass. Avenue and Andover Street would be resurfaced. This was in answer to one of two letters sent to MacWilliams on the deplorable state of these roads. SG{OOL CONMITTEE (BUILDING): " The Board received a letter from Chairman 'John B. Harriman stating that he and his committee would like to meet with them any day that was convenient to all concerned. The Selectmen directed a letter to be sent requesting.the next few dates that the committee would meet and so be able to select one that all could attend. ' BOUTIN BUS LINES: Permission was granted tb Alfred: Jacques, Owner of the bus lines, to transport people from the Haverhill line to Western Electric and vice versa. This was done on the favorable reco~endation of Chief of Police, Joseph W. Lawlor. PARKING BAN: Due to the clement weather, the Board of Selectmen voted to lift the "All Night" Parking Ban as of 6:00 a.m., March 26, 1963. A stipulation that cars be taken off the road in the advent of a late spring snowstorm was entered in the ~cision. DONC~UE RIGHT GF WAY: WOOD LAN~. A letter stating that because of proper procedures not taken by the Town re relocation of Wood · Lane that Town cannot have "right of way" privileges, was received and referred to Town Counsel o March 25, 1963. The meeting adjourned at 10:15 p.m. Alice M. Letarte, Secretary. Clerk April 1, 1963. The regular meeting of the Board of Selectmen was held on this date with all members present, Selectmen Fred P. Oakes, Raymond Broadhead with Chairman Finneran presiding. NEW POLICE CRUISERS: BIDS Bids were received on specifications advertised for two new police cruisers. Bids on radio equipment were also received. Woodworth Motors of Andover was low bidder on the cruisers with a bid of $2,935.00. Other bidders were Mansi Auto Sales, $3,200.00 and S hawsheem Motor Mart, $3,600.00. Woodworth Motors, as low bidder, was unanimously voted the contract on motion of Selectman Fred P. Oakes.. Town Meeting voted a total of $3,800.00 for the cars. On' the radio: equipment,decision was tabled for one week as the specifications that came in on mwo of the bids did not meet the requirements as advertised. ( April 5, 1963: ) The Board voted unanimously at a meeting on this date to award the contract for furnishing and installing radio communications equipment and operating accessories to Motorla, Inc. % rmanMr. Edward S. Kanozak, 248 North Street, Saco, Maine, total price, $2,447.00. The intent of · bid w~.s to attain the best possible radio communication, long range, that would last at ast two-ye years and be able to cover the entire town. The proposed base station wi.l~, be a ent upright, heavy duty-type with remote control.'. The other bidders, Communications, Inc, Boston, Mass. and Mobile Radio Systems, Ina, Reading, did not fill the requirements of the bid. April 1, 1963 (continued) TREE REMOVAL: An application for removal of a tree from Meadowbrook Laundry, Sutton Street, was unopposed and permission granted unanimously. GAS INSPECTIC~ RATES: Adoption of regulation rates for gas instal, lations w~s tabled on advice from Town Counsel pend- ing approval from the Attorney General's office, State House, Boston. RESIGNATI~: CIVIL DEFENSE DIREOTOR: Civil Defense Director, Dewey A. Dyer, tendered his resignation for that position in a letter to the Se~ctman on this date.
