HomeMy WebLinkAbout1963-04-01 Board of Selectmen Minutes April 1, 1963 (continued) The Board requested Mr. Dyer to remain in the position as Director until ~uly 1, 1963 until replacement can be trained. The selectmen will appoint a person to serve as assistant Director~ until that time with a view toward his becoming Dyer's replacement. Selectman Broadhead ~moved the Board common Dyer for his service during the past nine years and the Board so voted un~ ly. The assistant Director will work until the July 1st date without compensation. TREE WARDEN: BIDS FOR ~0NE-HALF T~ TRUCK AND TWO-TON TRUCK: Bids were received for the above-named trucks ant the contract was awarded to Lowell Motor Salves, Inc. of Lowell, Mass. who was low bidder with a proposal of $1,460.for a Ford truck and ~$2,46Q~ for the two-ton truck. The other bidders were Woudworth Motors, Andover, Chevrolet, ~-ton truck, $1,767. a~d McKinnon and Son Motor Co., Inc., International, $1,~99. .. APPOINT~T MEETING: T~N COUNSEL. A?meeting was set up for the purpose of appointing Town Counsel for another year. Nine d~- partment heads will be invited to attend a meeting on Aoril 8, 1963, at 6:30 p.m. in the Select- men's Office. JOINT POLE LOCATiON HEAP~NGS.~ Fernwood Street and Waverley Road. Hearings for the above-named matter were set up for April 15, 1963 at 7:30 p.m. in-the Selectmen' Office, all abutters to be not~_fied. APPOINTMENT APPROVAL: ANIMAL INSPECTOR Notice of the appointment of Dr. Edward C. Bulger as animal inspector was received from the Mass. Department of Agriculture. L~R~NCE GAS CONPANY: ms~nA petition, was unanimously approved for an excavation to be made om Herrick Road to install, a gas ~APPOINTM~N..T: PERSONNEL BOARD, TOWN EMPIOYEE: John Lannm, policeman, was unanimously appointed by the Board to represent the town employees om the Personnel Board. HOUSE MOVING: SARCIONE: Permission was granted to move a house to Fins. Mabel Sarcioue, 426 Andover Street,North. Andover, .Mass. Requirements were submitted to the effect that all repair work must be done on the~house by December 31, 1963 and the house must be moved to its foundation on 404 Andover. Street by 'August 1, 1963. The house is being moved from 88 Massachusetts Avenue. Duffy, Mr~ Goebels of'the Lawrence Company and Mr. Ramey, contractor, to appear for a meeting on the above-name~.matters on Mon- day, AprillS, 1963, at 8:00 p.m. in the Selectmen 's Office. ~ FINEFIGHTERS C(~KgDATION: selectman Raymond B~oadh earl made a motion to have recorded in the minutes of the Board of~ Selemt- a commendation for the Board of Fire Engineers. Deputy Chiefs Calvin Snell, Dana Fisher .el James P. Daw, working many hours in the absence cf ~ome of the firemen as a result of the tragic accident on February 2, 1963 have given the type of co-operatiou an~ public-s~ce that should ~e highly cmmended. MASSACHUSETTS ELECTP~TC COMPANY: 357 Dale Street and 43~ Massachusetts Ave. (Street Lights) The Board voted to request a survey for a street, light on 357 Dale Street and was instructed to replace with a larger street light the present on on the corner of Massachusetts Avenue and A~ams Aveune. ACCDSS ROAD: RAI~HEON TO WAVERLEy ROAD: Upon motion cf Selectman Fred P. Oakes, the Board ~l~1~-~Sly voted to oppose the proposed .road from the Raytheon Missle Plan~ to Waverley Road, North Andover. Citing the heavy traffic it would "dump.. onto North Andovar from the three shifts at Raytheon creating additional, serious traffic hazards to the residents and children of that area, the Board agreed it was an unnecc evil the town could do without. SPEOZA~. TOWN MEETING: April 1, 1963 - 8:00 p.m. 150 voters of North Andover attended a special town meeting in the high school auditorium on this date at 8:00 p.m. ~nd approved the expenditure of $45,000. for a new fire department ladder ~o replace~ the truck wrecked, in the accident of F truck ~ ~:' ' ' ~ ebrnary 2, 1963. The money was voted to be raised partly through appropriation and partly through the State House. A second Article to in- crease the amount of $10,000. voted at Town Meeting for the Reserve Fund to $20,000. was stricken from the ballot as such an amount can only be voted ou at a regular Town Meeting.
