Lawlor, reported favorabl~ on the above-named certificater of incorpora- tion and same was approved by the Board and sent to Secretary of State Office. NOTICE: NotiCe was received of a hearing on questions relating to public roads and Chapter 90 work in October 16, 1963, at 2:30 p.m. in the Court House. Highway Surveyor will be invited .to attend to- gether with a member of the Board of Selectmen. NOTICE: ~ Notine was received of the week dedicated to 'National Employ the Physically Handicapped Week" ~NIGHWAY DEPT: · An estimate of the cost of the proposed sidewalks on both sides of Ness. Avenue was received by · the Board who had asked certain sttpulationsbe submitted in a letterin regard to surfacing said sidewalks. The Selectmen. requested that the letter be resubmitted for Highway Surveyor's signature. LAWRENCE GAS COMPANY: A petition received to excavate oh:Elmc~est Road was received and voted ~avorably by the Board. CIVIL DEFENSE: A meeting willbe arranged with Roland C. Eorb , Civil D~fense Director~ for 6:30 p.m. Nonday, October 21, 1963. COMMENDATIONS: ' The Board voted to send their appreciation and commendations to the following for their fine work during'the emergency caused by the large fire of theold Meadowbrook LaundrY buildings, They"'are: North Andover Fire and Police Departments, Haverhill, Andover and Lawrence Fire departments; Calvin Snell, Deputy Fireman of North Andover and all others who helped in any way. .NA~aA~SE~ELECTHIC C~tPANY: A~2ine for purposes of heat and lig~twas requested by theBoard to be installed atthe North Sanitary Disposal Site; Selectmen also agreed to have small stickers made for all N. A. cars for use of public dump and public beach at Stevens Pond. The Boar~ also requested the electric company to submit an estimate of the cost to install street lights from Railroad Square to Jefferson Square as recommended in their plan of September 16th They also requested that they would appreciate it if the said poles in question were straight- ~ened and dressed up. REMOVAL OF JOINT.POLES: Petition of the New England Tel. & Tel. Co. and Mass. Electric Co. was voted on favorabl~ by the Board, no hearing required. BLUE CROSS-BLUE SHIELD: · Mr. Petrie~of the above-named"company met with the Board and Town Treasurer, JemesMaker, who in- formed the Bosrd of the town's insurance program. He stated that "rates of the program were pre- dictedon loss orgain of previous years. Benefits paid out in the last two years was 83% of Blue Cross and 92% of J~l~e Shield. Rates were based exclusively on the experience of the town group of North Andover. APPEAISER: Mr. George Schruender was appointed town appraiser for property on Marblehead §treet taken for re- location of Marblehead Street and installation on new gradecrossing there. ~ERGENCIATFOOTBALLFIELD: The Selectmen concurred withthe suggestion of Fred P. Oakes that a temporary communication system be put in use at home games in the event of an emergency due to injuries. Ch~fs Daw and Lawlor agreed to permit use of a portable radio to be assigned to the police sergeant at football games. The meeting adjourned at 8:45 p.m. Alice M. Letarte. Secretary. Clerk
