'SPEED ~u~ffE~: Speed surveys were submitted by the police department and Mr. Delaney, Registry of M. Vehicles and Mr. Caputo. State Traffice Dept. were notified by telephone and letter on December 30,1963. Mr~. Delaney stated that they would be in North Andover soon after January 1st. The speed was returned to the police department for filing. The Selectmen extended greetings ~o all the townspeople of North Andover and wished them all a very Nerry christmas. Town Building Employees were dismissed for work at noon on December 24, 1963. The meeting was adjourned at 8:35 P.M. Alice M. Letarte, Secretary. NEW ~NGLAND TEL. & TEL. CO.: A~,hearing was set at 7:30 p.m. on January 13, 1964 on petition for pole and wire locations on Clark Road. LAWRENCE GAS COMPANY: Petition to excavate was granted by the Board on 1314 Osgood Street. TOWN,:COUNSEL: RE Essex County Board vs. Board of Registrars Town Counsel Salisbury strongly recommended thatthe Board authorize him.to_take Judge decision(~n favor of the Retirement Board) and appeal it before the Supreme Judimtal Court for final determination~ Town Counsel stated that he waw of the opinion that Pecce's decision was legally, unsound because of the Essex County Retirement Board's erroneaous interpretation of the ,governing statue. Ehe Board ~f Selectmen voted to such authorization. PARKING BAN: - parking Ban was lifted because of home parties celebrating New Year's Eve. on Dec. 31, and Jan. · lst'. Ban will rede the following night. SKATING RINK: Nm. Wi)ltam McEvoy and William B. Duffy will be contacted re flooding Carl A. Thomas for skating facilities. Letarte, Secretary, The, Christmas Carol Sing, second annual event of its kind in North Andover, was held on a cold clear night on December. 20~ 1963. Selectman Fred Oakes, the originator of .the town get togeth~ was quite pleased with the turn out of townsfolk. An organ supplied the music for the carols and various solists and groups of singers contribute~ to the affair. ANL
