Alison Lescarbeau arrived at 7:15 p.m., John Simons arrived at 7:30 p.m. Richard Rowen, Vice Chairman, Alberto Angles, Associate Member and Richard Nardella were absent. The meeting was called to order at 7:15 p.m. D~soussion Osaood Hill Parking Area George Perna, Director of DPW was present to present the proposed parking area plan. The Selectmen are in favor of this and asked the Planning Board to hold a discussion to enable any interested parties to voice their concerns. Mr. Perna stated that the plan proposes a 12 to 15 car parking lot from the corner of the stone wall to 200 feet up with a 20 foot opening. Recycled crushed asphalt will be used on the ground. The "no parking" signs on Prescott Street will be enforced, thereby forcing people to use the new parking space. The trails have been cleared out and signs may be put up marking the trails. Mr. Mahoney asked if the Conservation Commission was involved. Mr. Perna replied yes, and as there are no wetlands the project has their blessing. Mr. Mahoney stated that is a very busy area and hopes the proposed parking lot will alleviate cars parking on the street. Mr. Perna replied that is the purpose. Joseph Daher, 841 Chickering Road asked if the project has been approved? Mr. Perna stated that no official approval is necessary, but the Selectman are in favor. Mr. Daher asked if there has been a traffic study done and if not, will there be? Mr. Perna replied there hasn't been and there won't be. Doug Daher, same as above, asked what about moving the parking lot to the other side of the gatehouse? Mr. Perna replied that is not practical, but nothing is set in stone yet. Mr. Mahoney stated that Route 114 has changed drastically over the years, there"s no doubt about that. The Planning Board is fully aware of the traffic problems. Trying to develop the property in one major chunk, wants whatever goes in to be the best idea for everyone. Markus Pinney, Planning Consultant for the Tribune, stated that he has looked over the new bylaw and doesn't think it works. He would like to attend the workshop meeting planned for September 26, 1995. Mr. Simons asked if he had any topo maps could he bring them to the meeting. Mr. Pinney replied that the land has large interior wetlands. Jean Bramanti stated there are 7 houses in total agreement to rezone and hopefully sell, and she wonders if there is a possibility the Planning Board will rezone with or without the Tribune? Mr. Mahoney stated that is always a viable possibility and it will be discussed at the workshop meeting on Tuesday, September 26, 1995.
