HomeMy WebLinkAbout1969-01-20 Board of Selectmen MinutesThe regular meeting of the Board of Selectman was held on this date with Selectmen Finn- eran and ~irk present. Selectman Kirk presided in the absence of Chairman Duffy who was unable to attend. The Warrant was approved as submitted. TOWN GOVERNMENT AHTICLE: A letter was received from Mr. Theodore Peters requesting the Board to sponSor a Town~ Meeting Article which, if accepted, would establish a committee of five to study forms of government available to N~th Andover, suggesting a report be made to the Town no later than 1970. Mr. Peters stated in his letter that it had been approximat.ely ~18~ . · years since such a study was made with no recommendation for a change at that time. Mr. Kirk suggested the request be taken under advisement until such time as a full Board~ was present to examine the proposal. A motion was made by Mr. Finneran to that affect and seconded by Mr. Kirk, so unanimously voted. JAYCEE WEEK PROCLAMATION: Mr. Fred Crabb, President of the N. Andover Jaycees, appeared before the Board and re- quested they proclaim Jan. 19-25, Jaycee Week in North Andover. It was so vo~ed. TOWN CLE~ - PLANNING BOARD VACANCY: Chairman Kirk stated he saw no reason for reading the memo submitted by Town Clerk, J. Lycnm, re regulationS for Planning Bal. vacancy as they already had the information. The appointment would be taken care of at the allocated meeting on January 22. AD HOC REPOHT: The Board voted %0 accept the Ad Hoc Committee report, as submitted by Chairman Robert CERTIFICATE oF INCORPORTATION: A recommendation requested on John J. Willis, Esq. member of proposed C~ntral Catholic High School, Inc. was .referred to Chief Lawlor. REGIONAL VOC SCHOOL: A letter from the Director of the Voc School ~nclosing plans for expansion, was referred to the Advisory Board. MASS. DEPT. OF PUBLIC WORKS: Ref~}'red to the Highway Dept. was a Public Works notice of a new policy requiring contrac- tors ~o acquire a permit from the State before installing driveways along state highways. -MASS. ELECTRIC PETITION: A hearing date was set for February,3, 1969, at 7:30 P.M. on the petition of Nass. Electric 'to intall a line of conduits, underground along a portion of Farnum Street. INVITATIONS: The Board voted to make every effort to attend the arm,~,l instAllation dinner,dance of'the Home Builders Association/ to be held in January. -, The Board also voted to make every£effo~ to attend the luncheon on Feb. 12, sponsored by the Federal missile site commission to be held on Feb. 12. at the Ship. ' .... PRIVATE AMBULANCE APPLICATION: A letter from Am. Caffrey, representing Mr.Arthar Paulin, who would Like to establish a private ambulance service ~n No~th Andover was received by the Board. Upon motion of M~. Kirk, seconded by Mr. Finneran, the request was referred' to Chief Daw of the Fire Department 'for investigation and report to be submitted prior to Friday, Jan. 24, 1969. Vote was mous · PLANNING BD. 'APPLICANT: An applimation from Charles W. Trombly, Jr. for the Planning Boad vacancy was received by hhe Board and taken under advisement. STATE AID - STEVENS MEMOP~AL LIBRARY: A letter re state aid for the library received by the Board was taken under advisement. PUBLIC NEETING - MISSILE SITE: The Board voted to attendapublic meeting on Jan. 29, 1969, at the Reading NemorialHigh School, sponsored by the Army for thepurpose of explaining the PAR Site. They voted to post notice of said maeting on bulletin board in Town Hall. STREET LIGHTING: A survey was approved for the installation of a street Light vicinity of Faro residence on 115% Salem Street. COMPLAINTS: Heavy trucks on Farnum Street: Mr. Finneran~ referred the above-named, complaint to a previous agreement mede with the building contractor, Mr. Osgood, to route such trucking along Brook Street. The Board voted to refer the complaint to Chief Lawlor for investigation and report and to send Mr. Osgood a reminder of the said agreement and the Board's authority to set load limits on certain streets.
