The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen William A. Finneron, Arthur p. Kirk and Chairman ~_lliam B. Dully, Jr., presiding
The Warrant was approved as submitted.
CHAPTER 90 ROADS:
M. Lespasio, Chief Engineer and his assistant, met with the Board, Highway Surveyor and
Superintendent of public Works, Mr. Duffy, to discuss Chapter 90 roads end maintenance.
~ stated that Salem Street reconstru~ction had priority as per Board of Selectmen'
request and have contracted to reconstruct 2500 of the road. There remains three miles to
be reconstructed on Johnson Street; and the request of the Board re Great pond Road cannot
be expedited because of lack of funds and personnel. Zf, he continued, the Board wishes to
abandoned the Salem Street reconstruction; road work on johnson Street or Great Pond Road
would be still delayed because of lack of personnel to make layouts and designs. He made
the statement that D~ department heads areuo£ the opinion that Chapter 90 supervision
be abandoned by the State and given to the towns and cities. Money would be given to said
cities and towns directly after applications for reconstruction of roads had been approved
by the state DPW. He also stated that the 1967-68 funds had bean committed to Salem Street
tha amount, $46,000.00 which is the July 1, 1969 allottment; su increase of 14% from

this amonnt~ that the $46,000. had been delegated to Salem St., reconstruction and that is
all that could be reconstructed this year.
Suptt. Duffy, Sr., town DPW, state~ that a layout and design of Johnson Street was
to correct the curves and hills before water main is installed. If this is not done,
main would have to be lowered. Mr. Lespasic stated that, because of lack of personnel, the
layout and design could not be done this year; that changing and grading plans were neces-
sery, and base line of road wo-l~ have ~o be changed.. O~ Chapter 90 roads,the base line
is not the same as on state roads.
Mr. Lespasio requested a letter from the Board of Selectmen to authorized the installation
Of a drop-inlet in the vicinity of Mr. William CyrUs property line at 89~ Salem Street,
station ~ + 93.
It was remarked by the Highway surveyor and the Board that the State should allow more
to the town for maintenance and reconstruction of the town roads.

The registered order of taking for land to be used for the new Fire Station was turned over
to the Board from ToWn Counsel. Offer made to present owners, the N.A. Nmprovement Society
of $1,000. has not bean resolved, to date.

In answercto the Boardts letter, Acting Town Counsel, Atty. Donald F. Smith sent a letter
stated that the nature of said violation would determine who would anforce By-Law violated.
i.e....park-ing violation should be enforced by the police Dept. Violation of a Zoning By-
Law should fall under the jurisdiction of the Buila~g Inspector.
Towns, he went on to add, may.~ make By-Laws, under Chap. 40 of the ~.L., as amended, for the
welfare of the TOWn, violations of~ said By-Laws can be affixed with penalties of not more
than $50.00, said violations can be punished in criminal proceedings according to a holdin
of the Supreme Judicial Court. Copies of this letter were to be given to the Building
Committee and Chief Lawlor at the request of the Board.
ALCO w.v.w. CTR(~UIC PRODUCTS, INC.
A letter from Arnold Salisbury, Town CoUnsel, stated that the above-named company was no
longer interested in using variance granted to it by the Board of Appeals and will be
subsequently ann,,~ ~ed, by Consem~ Degree, without any trial, and that the Bd. of Appeals
decision may be annulled by the Court.
WESTERN ELECTRIC DEDICATI~:
~he Board of Selectmen received an invitation to attend a dedication at Western Electric on
. June 10, beginning at ll:00 A.M. Selectmen Ftunersn and Kirk will be able to attend, but,
Chairman Duffy, due to previous commlttmants will not attend.
Invitations to the annual Joint installation of V~W officers and Auxiliary, May 10, at 7:00
P.M. was als6 received. ~he Board will make every effort to attend.
Invitation to attend seminar for cities and town personnel was also received. May 20.
S~IIOR CITIZENS ' MON2H:
A letter from Chairman, James McDonald, of Council for the Aging, requested that the month
of May be dedicated to "SENIOR CITIZENS MGITH" was received and approved by the Board. Mr.
McDonald will meet with the Board on May 12th, at 7:30 p.m. The council on Aging Committe~
. will also hold s meeting on Tuesday, May 13.

TG/N BUILDING REPAIRS:
The Board directed that a call for bids to General Contractors end Sub .Contractors be
advertised.; specifications to be available at the Selectmen 's Office; all bids to be
in said office before or at 5:00 P.M., May 19, 1969, on the painting and rspsiring of the
Tow~ Building offices.
N~N POLICE STETION:
A tentative date for the dedication of the new Police Station was set for May 25th, Selectman
&rthur p. Kirk, Building Chairman, stated. Another letter of "constructive criticism" was
sent to Mr. Kirk, from Thomas Leavitt, re parking area ir. front of new police station~ the
letter was voted received. The Board also made a tour of the old police station to determine
available space for to~n offices.
CERTIFICATE ~F INCORPORATIONS:
The Board received en ~ffirmative recommendation from Chief Lawlor for John Good end R. Harrington.
and reCeived ~nother to be referred to the Chief.
REG. VOC SCHOOL:
A comendatien from Director James A. Booth was received by the Board for their cooperation.
Also a letter from the school advising the Board of the vote t~ken by the school directors
taking action to incur debt for new addition to school.
R. YOUNG - C.M.V.R.P.
A letter from the Director, R. Young, advised the Boerd that the regional plan for open space
and recreation adopted by the District recommended the inclusion of the ABM site and also
recommended acquisition of lend in the area of the ABM site by the Department of Natural
Resources to round out and make menageable the meny scattered parcels already owned by the
State.
Mr. young also sent a. Resolution expressing Appreciation to Mr. James M. B~en'~Tor the"last
.nine years. This resolution was received by the Board end referred to the Pl~aning Board.
~AG DAY REQUEST: , ' ....
A request from Brother James V. Gaffney, fms, of the Law. Central catholic High School ~an
received for the school to have a Tag Day on May 16 amd May 17. The request was unanimously
approved subject to police regulations end Chief Lawlor's approval.

A letter from the Building Inspector advised the Board of Selectmen request, with him, ~the~
planning Board for action on proper legislation to control large motor vehicles in residen-
tial areas. This lette~ was referred to the Plenning Board for their study and corrective
