HomeMy WebLinkAbout1969-06-16 Board of Selectmen Minutesi 16, 1969. '261 The regular meeting of the Board of Selectmen was held on this date with all members present. Selectmen Willian A. Finneran, Arthur p. Kirk and Chairman William B. Duffy, Jr. The warrant was approved as submitted. Selectman Arthur p. Kirk drew the name of Elsie Kershew, 188 High Street for Jury duty at Salem Superior Court on July 7, 1969. He also drew the name of Raymond Zahn, 73 Woodstock Rd to serve also at Salem on July 14, 1969. Selectmen Fimuerau drew the names of Alexander Antonewicz, 177 Water St. for Jury duty at Salem on the 14th of July and Frank R. Arcidiaconc 92 Davis Street, same date. SPECIAL TG~N ~EETING REPORT: ~he above-named report was submitted by Town Clerk and approved by the Board. S~E~NEY VIOLATIG~: A letter to the Board re the above-named violation upon complaint of Thomas Lacey for rubbish accumulated at the Sweeney business address o~ Sutton Street which is an "eye-sore. ,, The matter was referred to Charles Foster who appeared before the Board and stated that in order for Town Counsel to proceed with a court order, he would have to have authorization from the Board of Selectmen,~ a procedure that has to be when any amount of money is involved. OBSOLETE DESEB: A letter from Superintendent of Schools, p. Garofo!i, advised the Board that 80 obsolete desks were available for sale or auction, ~hey had been used in 5he old johnson High School. The matter was taken under advisement. T~ CHARTER CC~IITTEE: report was received by the Board from the Town Charter Study Committee. STREET LIGHTS: Two surveys for street lighting werereceived by the Board for Autran Avenue, which was approved and First Street which was taken under advisement. GAS EXCAVATIONS: petitions were approved by the Board to excavate on Clark Street extension mhd Greenhill Ave. for installation of gas services. ~ CF JULY PROCLAMA~.'C~: The proclamation was approved, as submitted, and a' copy was forwarded to Chairman Green. REPORTS AND NOTICES: From Dept. of Public Works re public hearing on reconstruction of Rt. llh~, 7/24/65. Notice of ~apter 90 funds from Dept. of public Werks. Notice of airport easement. Notice of Senior Citizens' '~ield Day" on 'June 18, Voc School. ~e Board will make every effort to attend. Notice of 7th annual Andover Chamber of Commerce dinner meeting, jane 17, Valle's Steak Hous, Report from Mess. Selectmen 's Association. Report from Mass Civil Def~e~gcy. Chair~n Duffy made a motion to have a letter sent requesting any information that Town Counsel could use. It is in reference to municipal liability for property damage in civil disturbances. Invitation by Mass. League of Cities and Towns to Join League. Chairman ~zffy thought it would be to the advantage of the Board to have the information offered by this league. Mr. Finneran made a motion to' have the Board join and it was seconded by Mr. Kirk. Notice of Cen. Merr. Valley Reg. planning District meeting, June 19, at 8:00 P.M. Letter re ~nempl~yment from National Civil Service League. SPECIAL ~PLOYME EXEMPTIC~: The Board voted unanimously to approve exemption of John Thompson from section 20 of Conflict of Interest law. similiar exemption for Charles Foster was tabled until 6/30. ~AE~ICK STREET PLAYGROUND C~PLAZNT: A Mr. Edward Czernecki and wife of Sutton Street appeared before the Board and, in no certain terms, shouted his complaints about the back stop at the Chadwick Street playground saying that his trees, flowers and grounds had been £1attamed by numerous children going ~mto his property to retrive baseballs. He also stated that people from Lawrence went ther~ at night and heaved beer and whickey bottles over the back stop onto his grounds. He also said that, due to the "Keystone" fire department, his $20,000. home had been razed to the ground because of a fire. Selectman Eirk protested the fire department being called the '~eystone,, fire dept.v Chairman Duffy stated that the playgrounds did not come under the Board's Jurisdiction...that a letter would be sent to the Public Works and Recreational Council and the the police dept. Mr. Czarneck jumped up, shook his fist, and said he would go to the state, if necessary, if he didn't get any satisfaction from town officials. WAVERLEY RD. TRUCK TRAFFIC: Atty. Willis, in an unofficial capacity, appeared before the Board to represent protests of Waverley Rd. residents who are daily annoyed, especia~l'y when they ere trying to Aeen, by large vans going over Waverley Rd. Mr. Willis stated he couldn't get a decent night's sleep particularly when an empty box car rattles by. 262 J~ne 16, 1969 (continued) Waverley Rd. G~airmen Duffy stated thst the problem was not a new one to the Board; complaints had been filed prevteusly, but ne solid legal method of dealing with the situation has been found. In the past, all trucking companies had been sent letters from the Beard requesting that they use the Marston Street turn-a~ound censtucted for this purpose of alleviating truck traffic on the residential road. To date, the companies have ignored this request. Selectmen Finneren suggested that a limit on tonnage be set up which would force larger truc~s to use the other route. Willis said it may not be legal but it so~ded like good co~on sense. He stated he would look into the matter~ so to will the Board. The proposal was tabled until. the June ~Oth meeting. Rt. 11~-125 STUDY CG~ITTEE REQUEST: A request for the sum of $500. to e~pedite their subject work was sent to the Board for their approval and transfer from Reserve lhzuds. The Board voted to approve said request and the necessary forms will be processed. Buried Cables: A petition from N.E.T.& T. Co. £er buried cable locations, no hearing necessary, en Glencrest E~ive was approved by the Board. 'EXECUTIVE SESSIG~! At thi~.~ session trucking on Waverley Road was further ~ssed and the matter of.htring help for the Board's secretary.
