Two trees are on the corner of said roads; one has D~tch Elm disease which will be removed. If brush is cut down, there will he no need to remove second tree which is in excellont condition. The brush cutting should create a clear v~ew for motorists. Highway Surveyor, N. Nicetta concurred with the Tree Warden. C~e{ENCIAL VE~ICLE PARKING, RESID~TIAL AREAS: The Board voted to send a letter to TOwn COUnSel requesting advice on the status of his preparation on the sample By-Law regarding the problem of commercial vehicles parking in residential areas. The matter was tabled until a reply is received. BY-LAW AM~T - DRIV~MA~: The Board also voted to send a letter requ~sting Town counsel to prepare a By-Law that w~l~ ponta~n a provision that no builder coul~ obtain a permit from the Building Inspector unless he signed an agreement to installZprcper drainage system that wcul~dprevent water flowing from private property ?utc public ways deteriorating same. TRUCK TRAFFIC BY-LAW: The Board also voted to request Town Counsel to draw up a By-Law restricting commercial truck' traffic, 2~ tons Und over, on waverley Road. ~,-B~ZL~NG INSPECTOR: V~OLATIONS: The Board voted to request the Building Inspector to work with TOWn CoUnsel on all zoning By-Law violations to determine whether there was probable cause for court cases. : WATSON SA~D AND GRAVEL pEP.MIT: The ~oard vote~ to send a letter to the Building Inspector requesting he a~vise jane Watson et al to stop haulin~g sand and gravel in accordance with the provision giVen_to them by the Board of Appeals permit. The provision is that all sales end/or deliveries ~sa~d sand and/or gravel be restricted to the use of aforesaid access road and missile site an.cl. ~t?. the Town. of North ~dover. · FIRE DEPOT ~I~PLAINT: Mr. & Mrs. Robert stsmke, 3§9 Mass. Avenue, complained in a letter to the Selectmen that a call te the North AndOVer Fire Department in regar~ to a woods fire at the B~xford-North ~ndover ~line that threatene~ their property was not ackzowle~ged; that the Bo~ord Fire Dept. responde~ mediately and through their prompt action saved their property from being burned. Rt. 114 Study Committee appropriations' request: A prolonged discussion on Chairman MUrphy's request for a $2500. appropriation to hire a con- sultunt to aid the Rt. 114 compile a report~brought out ~everal comments from the following: Henry Fink, a member of the Rt. 114 committee, stated that he and two other members cf the committee had no knowledge of the $2500. request. He said that Chairman Murphy and eno other member of the committee had voted, as a minority, to request the sum. Mr. Fink also stated that he and two other members had not attendad the meeting in ~uestion because it was held in Mr. Murphy's office in Lawrence. He contended that the meeting was not advertised in the paper or posted on the bulleting ~oerd in the TOwn Building; that he thought it proper that all meetings on town affairs, should be held in the ToWn ~uilding. Chairman Duffy stated that Mr. Fink should have contacted chairman Murphy making ~nown his objections to the meeting locations end should have solve the inter-committee problems before coming to the Board of ~Selestmen. He requested ~r. Fink to contact Mr. Murphy advising that ~ another meeting he held on the following F~tday with a subs~tuent report' to the Board. Selectms~ Kirk stated that if all members were not present at committee meetings, the purpose of the Rt. 114 StUdy Committee was endangered. Selectman Finneren requested that chairman Murphy submit a report to the Board by ~riday, ~r. Kierstead, member of the planning Board, present at the meeting, advised that they had a sub-c~mmittee discussing the matter of hiring a consultant with appropria~on allotted at Town Meeting. He stated that he considered it inappropriate for two different commit, tees to hire separate consultants;' that it was~ the planning Board's duty to hire consultant, that purpose of Rt. 114 StUdy committee was to make a ,,study" of problems and submit their recom- me~dations to the planning Board. chairman Dully: Stated thatmoney can only be appropriated at a Town Meeting subject to said Article being approved by the Board of Selectmen and the Advisory Board. Attorney Willis, present at the meeting, stated that large sums of m~ey Should not be given to t°wn committees, only to elected Boards or committees.
