CLASS I LICENSE application for renewal located at the Totem Pole, Rt. ll4, for the sale of new and used trailers was approved by the Board. Character reference for Samuel Bellino, new manager for the Barn Door, Inc. was in the affirmative submitted by Chief Lawlor. Chief stated that he had submitted a reliable characmer reference on Mr. Bellino when he tookever the Barn Door. Change of Manager from Harold Stephens mo Mr. Bellino willbe sent to the ABC. Alice M. Letarte, Secretary Clerk March 23, 1970 The regular meeting of the Board of Selectmen was held on this date'with all members present; Selectmen Duffy, Jr. and Kirk~ith Chairman Finneran presiding. The Warrant and minutes of last meeting were approved as submitted. ARTICLES: A resume of Articles passed a~ Town Meeting which come under the jurisdiction of the Board of Selectmen was submitted by John Lyons, Town Clerk. ARTICLE 50:3 NE~ POLICE CARS: Upon motion of Selectman Kirk, the Board vo~ed to table this Article and setting a bid date until specifications were received from Chief Lawlor. However, upon the Chief's request the next ~ay,. a bid date was se% for next Monday, March 30, 1970, the advertisement placed-in the ~ribuns calling for bids and specifications typed up and sen~ ~o 15 automobile agencies. Article 80 and 81: Article 80 re the Selectmen's authority to negotiate and execute a contract for co~uter service between Boston and North Andover with the Mass. Bay Transportation Authority was re- ferred to Town Counsel for action. Article 81 also was referred t0~TownCounsel to conclude the placing of boundary monument markers between Lawrence and North Andover; cost to the Town, $2500.00. ARTICLES 84 and 86 re the f~ncing in of the Town Yard~andpainting,. panelling hallways in the Town Building were voted ~o be expedited under the direction of Chairman Finneran. ROYAL CREST APTS.: An engineer for the above-named apartments apperared before the Board requesting their sig- natures on a bond for naededdraincge installations. The Board advised the petitioner that they would have to have written recommendations from the Highway Surveyor before they could comply with his reques~ as the matter was under his Jurisdiction. WAVERLY ROAD: The Board of Selectmen met with a large group of townspeople to discuss the proposed permanent 2~ton t~uck restriction on Waverly Rd. Although the Board had sent written n~tices to a representative six residents, the room w~s filled mo capacity .... truckers, withtheirAtty. Charles Trombly, Joseph Lebel and other residents of Waverly Rd. who had been petitioning for ~this regulation since 1966, residents of Greene Street, who objected to the trucks~re- routing from Waveriy Rd. to go over Greene Street and other interested spectators. The .Truckers protested the day-ttmerestriction of Waverly P~ad stating that itwas one of the 'main" streets in North Andover and the restriction affected every businessman in North Andover. M. Bootman, President of the Board of Trade, stated that he, personnallywas agains~the ; that the Board of Trade was going to discuss the situation at a coming meeting. Curtin, Adl~y Trucking Co., state, that it wasunfair to pe~-~ize the town because of heavy trailer trucks using road. Mr. Bailey, trucker, stated that heavy trailer trucks should be banned from the street during night hours, noise of which disturbs resident sleepers~ Atty. Tromblystated that it was a bad law and should be revoked; that a public hearing should be set up before the Board petitionsdthe state mo make the law permanent. He stated that the Board made too hasty a decision to restrict the street. Selectman Kirk stated that he objected to the above statemen~ as the Board has studied the problem since 1966. Mr. Lebel remarked that this matmer had been discussed and publio~e~since 1966 and wanted ~o know where every- one was all these years if they were so agains~ this restriction.. Chief Lawlor stated that the exemptions allowed any trucSs with business in the area to use Waverly Rd. Chairman Finneran advised the gathering that a meeting with a' state department engineer, Victor Cantone, a~d a District Engineer, Steve Erka, for Wednesday, March 2~, at 2~00 P.M. to view the present truck turn-a-round on Marston Street, which has proved inadequate, and to discuss the matter of a larger, flat-ground, turn-a-round that the heav¥~t~ail~r~trucks would use. Mr. Bailey and Mr. Lebel indicated %hat they would like %o be present. The matter of making the restriction permanent was tabled until next Mond~'s meeting. WATER POLLUTION: Notice was received of a meeting, Narch 24, at 8:00 P.M. at the West Junior High Schoo~ Andover re wa%er pollution.
