Daffy, Jr. present and Chairman William A. Fiuneran presiding. Selectman Arthur P. Kirk was out of town on vacation. The minutes and warrant were approved as submitted. SALEM STREET- CHAPTER 90: A meeting was held at 7:30 p.m. in the Fire Station meeting room to inform abutters of the proposed Salem Street reconstruction this year. Besides the abutters also present were the Selectmen, Mr. Daffy, Jr. and Mr. Finneran, County Engineer James R. Carlin and District State Engineer, Michael Lespasio. Each abutter was shown, by a plan laid out, just where the road would be ~rldensd for reconstruction and how it would affect his property. The meeting lasted about an hour. The Selectmen than adjourned to their office to expedite the rest of the night's Agenda. An appraiser will be appointed to determine the cost of the land - taking for the Chapter 90 work at next meeting. JUROR: Ethel Sommers, 401 Mass. Avenue, was drawn for the May 4 Sitting am Salem Superior Court. PEDESTRIAN REGULATIONS: Pedestrian regulations to be adopted by the Board received from K. Krekorian, Traffic Engineer, were re£e~red to Town Counsel and Chief Lawlor. PLANNING ADVISORY COM~ETTEE MEMBER: Aletter received from Planning Board Chairman, William Chepulis, Jr. requesting that a member of the Board of Selectmen be appointed as a member of the above-named committee was tabled until a full Board was present. VEHICLE PA~KING COMPLAINT: John McOabe, 329 Middlesex Street, submitted a letter complaining about multiple truck-'and commercial vehicles being parked on Frontage Street. The complaint was referred to the Bu&lding Inspector for investigation and report. DOG BITE COMPLAINT: Richard Collmns, Surrey Drive, registered a complaint through his Attorney, that a dog, owned by Dale Blanchard, Surrey Drive, had made an unprevoked assault on him and had bitte6 him on the arm and hand. He is at, jet plane pilot. The letter contained a request mhat the dog be restrained before others, especially the children on the street, were bitten by the German Shepherd dog. The Board referred the matter to the Dog Inspector, Board of Health and the Police Dept. for investigation and report. & ~EPOETS RECEIVED: Uncollected Taxes from Town.Accountant, David Roche. Annual report from Voc School. Annual report on the Grea~er Lawrence Sanitary District from John L. Finneran. Letter from North Shore Health Planning Council, Inc. Letter re Burglar Sentinel SystemS. Invitation to reception and dinner in honor of Gov. Francis W. Sargent, Nay 20, Sheraton Rolling Gr Invitations to conferences a= U. of Mass. and Pleasant Valley Country Club. MBTA CO~qUTER SERVICE: · A letter from the Mass. Bay Transportation Authority informed the Board and explained the bill in- 1 cluded in the letter re the cost to the Town. The Board referred the bill to Town Accoumtant 'for checking. The cost for the period July 1, 1969 to December 31, 1969 is $177.20. A voucher was prepared for this amount. GAS EXCAVATION: · A petition was received from .the Gas Company to excavate on Osgood Street for installation of a gas main. Petition was approv.ed by the Board. LEONARD OATES - POLICE STATION GENERATOR: Leonard 0ates appeared before the Board and stated that he would like a report on the new that .was inst~aled in the new Police Station. The Board referred the mam~er to Inspector, John Thompson, for an inspection and a report on same; copy of report to be sent to Mr. Oates. ' RAILROAD CROSSING REPAIRS: Mr. Nicetta, Highway Surveyor, stated that he had con~acted the State to repair the railroad in North Andover and, to date, he had had no response. He said that he would write to them again, but if he did not get any action, he would requesm the Beard to contact the necessary department. The Board skated that they were in full agreement with him and that they would cooperated when the Highway Surveyor indicated that it was needed. The crossings in need of repair are on Elm, North Main and Main Streets. FLATLBY DBAINAGE PETITION: Attorney Willis appeared before the Board on the above-named matter. He stated that Mr. Flatley will submit a written agreement that he would bear the cost of installing the necessary drain and also the cost of maintatng said drain. The d=ain will go undergrond, under Rt. ll4, a state-owned street. But the State requires that a written petition from the Board of Selectmen is n~cessary before they can approve the installation of the drain. The Highway Surveyor, Mr. Nicetta stated that he has no objection to the installation, but is deferring a written approval until he has heard from the town of Andover. Atty. Willis stated that he had Merrimack College's approval, also. Atty. Duffy stated that he did not see why the town had to be involved in a stated that it was the States' to obtain a Right of Way from any
