Willis stated that could be arranged. Mr. Duffy stated that he still objected to the town's involvement. Chairman Finneran concluded the discussion between Atty's Duffy and Willis by stating that the matter would be referred to Town Counsel for advice and procedure...that Atty. Willis and Highway Surveyor submit the necessary written agreements and recommendations to the Board. Letarte, Secretary **~~ Clerk APRIL 27~ 1970 The regular meeting of the Board of Selectmen was held on this date with all members present: Selectmen William B. Duffy, Jr., Arthur P. Kirk and Chairman William A. Finneran. The minutes and warrant were approved as submitted. JURORS: Walter Kohl, 625 Turnpike St. was drawn for the May 18th sitting in Superior Ct., at Salem. Ann Mulchahey, 3 Belmont St. was drawn for the May 26th sitting in Superior Ct., at Newbury- PAR SITE: port. A letter, in answer to the Board's inquiries, was sent by Commissioner Brownell, Dept. of Natural Resources concerning the PAR site. He advised the Board that he had not sent any information on the site due to a series of discussions between the Defense Dept. and his dept~ that the Defense Dept. indicates that they can not, under present legal authority, construct a recreation facility as originally requested by the Dept. of Natural Resources. The Defense Dept. can only consider, at the present time, the damages to the land and to attempt to make res- titution for said damage. Commissioner Brownell stated that his department felt that the recreation proposal should be satisfied even if it required special legislation. Ne went on to advise that he hoped the damage values wouldbe determined witha week's time andthat the federal government would determine the the necessary procedures to expedite said payment of damages. He stated, also, that his department had spent considerable time in in- vestigation and acquisition of information requested by the Defense Dept .... that he would inform the Board of any future progress on the site. The Board voted to remind Comm. Brownell thatthe matter of safety for the public was a pertinent issue. A request for permission to hold a Tag Day on Nay 29-30 was approved by the Board, subject ~ to approval of Chief of Police, J. lawlor. The request was sent byBr. James V. Gaffney, FMS, Moderator for the Christian Youth Anction Committee of Central Catholic High School. CONSUMER, S COUNCIL REQUEST: Dermot P. Shea, Ex. Sec. of Consumer's Council urgently requested the following statistics which were sent by the Board's Secretary: School electricity expense:(1968~$19~188.18 (1969) · $24,697%23...Street Lighting Expense: (1968)-$52,200.00 (1969)-$54,357.47...Municipal Bldg. Expense: (1~68) $1,224.36..(1969)-$1,432,68. GAS EXCAVATION NOTICE: A notice from the Lawrence Gas Co. advised the Board there would be excavating on Winthrop Ave. (Rt.ll4-a state Rd.) from lawrence Line to Hillside Ave., N.A. The notice was to the Street and Water Dept and Chief Lawlor for approval and information as to what purpose the excavation was being made. A petition was approved by the Board for excavation to install a gas. servic~ ~n Salem Street. BURIED CABLE AND POLE LOCATI~S: ~ Two petitions an t.~s above-named matter were set for a hearing ona~Nay ll, 1970, at 7:30P.M. Abutters to be notified. WAVERLEY ROAD RESTRICTION: A letter from the State DPW acknowledged the Board's petition for Waverly Rd. Truck restrictior The Traffic Regulation Permit stated that"approval is granted ~ohly for that portion of Waverly Read from Main Street to Massachusetts Avenue and on a temporary basis during the period of time necessary for investigation by the Department of the entire proposal contained in the attached regulation." The Board's second petition'conta~ned an amendment ~o the original in that 'they 'wanted the truck restriction extended beyond Mass. Avenue to Turnpike Street. Chief Lawlor must have his department take the traffic, accident count of that area over a period of 24 hours and submit a map showing the restriction route and an alternate route for the state DPW. APPOINTMENTS: Two permanent policeman were appointed by the Beard and the required Civil Service forms were sent on the following two patrolmen: P~ymond J. Canty, 46 Phillips Ct. and Walter E. lagasse, 28 Lincoln Street. The effective date of employment: May 12, 1970. Chairman WilliamA. Finneran was appointed a member of the Planning AdvisoryBoard.
