HomeMy WebLinkAbout1970-06-15 Board of Selectmen Minuteso18 JUNE 15, 1970 BOARD OF SELECTMEN The Hoard of Selectmen held their regular meeting on Monday evening, June 15, 1970 at 7:00 P.M. in the Selectmen's Office with the following members present: William A. Finneran, Chairman; William B. Dully, Jr., Esq. and Arthur Kirk arriving later. The Warrant was approved as submitted. The Selectmen will attend the Special Town Meeting at 8:00 P.M. at the North Andover High School. A hearing was held upon the applicat'~n of David Hollins to store 5,000 gallons of additional gasoline underground. There was no one else present. Motion was made and seconded to approve the application subject to any objections that might come in during the evening, since this decision was made at 7:00 P.M. and the hearing was advertised for 7:30 P.M. NOTICE OF INTENT: Raymond Turcotte A "Notice of Intent" was received from Raymond Turcotte, Berry Street, for a wildlife and fire preservation pond. The Board set the hearing date for Monday, June 29, 1970 at 7:30 P.M. DEPT. OF NATURAL RESOURCES: A notice to the town relative to their "Notice of Intent" dated May l, 1970 was received from the Dept. of Natural Resources. Copies will be ~iven to the Nimbwav Departmen*.. Board of Public Works and Tree Department. This con- cerns th~e-ad"J~"o~al land at the disposal site, and orders no work to be done at this time. STORM DRAINAGE FACILITIES: A request was received from H.U.D. relative to completing a form of report of "Construction Status of Advance Planning Project':. The form had already been completed and returne.d. OVERNIGHT PAIflill~ OF MOTOR VEHICLES: . A copy of a letter sent to the Planning Board by Town Counsel was received relative to overnight parking of motor vehicles on streets in residential areas. Also enclosed were copies of letters sent to Atty. Salisbury from the:~'state Dept. of Public Works stating what powers the town has and what they can do to regulate night parking and the parking of commercial v~hicles. It was voted to table this matter until the nex~ meeting in order that the Board could have more time to study the contents.~ ARTICLE 75, 1967 (Walter Green's Rezontng): A reply was received from Town Counsel relative to the structure being built at the corner of Peters Street and Route 214. Atty. Salisbury' explained that the area is zoned for business and Mr. Green is complying with what is allowed in a General Busi- ness area under the Zoning By-Laws. There is nothing that can be done to control the design of the building. Many complaints had been received from residents -in the area. A memorandum was received from Town Counsel relative to this evening's Specia/ Town Meeting Articles. The Selectmen approved the School Committee articles. (Mr. Kirk arrived). NO PARKING REGULATIONS: A request was received from Fire Chief Daw for "No Parking" regulations and signs for Johnson, Salem and Milk Streets, adjacent to the new Fire Station. Mr. Finnsran said he also had an oral request from Police Chief Lawlor to have "No Parking,, on both sides of Main Street, starting at the intersection of Park Street to Chickeriug Road. This is the vicinity of the "Dairy Queen" and the High School. Supt. of Scheols Garofoli is very much in favor of this restriction. Mr. Kirk said he would like to have the request in writing from the Police Chief as to the Maiu Street area and also ask~him about the regulations and restrictions in the vicinity of the new fire station and receive his comments. Mr. Duffy made a motion to take under study the recommendations for the two parking' bans and also allow any people to be heard at a public hearing at the nsx~ meeting in two weeks. Mr. Kirk seconded the motion and the vote was unanimous. SAI~EM STREET, CHAPTER 90 DAMAGE CLAIMS: A letter was received from James R. Carlin, County Engineer notifying the Board of his receipt of the appr~isals from Stewart Wilson, totaling $1,005.00. He now needs a letter from the Selectmen approving the damages recommend and a statement that the money is available for payment. Mr. Kirk made a motion that the necessary pro- cedures be motivated to pay the damages, the money has been transferred and is avail- able. Mr. Duffy seconded the motion and voted unanimously. Thank you card for expression of ~mpathy from Mr. & :.irs. Ph~p Miller. Letter on "March for Muscular Dystrophy' annual appeal. CAPITAL OUTLAY A copy of a letter send to the Advisory Board by the Capital Outlay Committee was received relative to the proposed equalized assessed valuation as computed by the Dept. of corPOrations and Taxation for 1970 for North Andover, the amount being $103,000,000. Mr. Kirk said he had -~weady conferred with the Town Accountant and Town Treasurer relative to the contents of the letter and asked them to pursue their thinking ar~ views with the Capital Outlay Committee as to the limiting capacity of borrowing for the town of North Andover. This was not as an official act of ~he Board, but as an interested Selectman. He didn't want a difference of opinion with any town officials and he thinks they have strsightaned out any differences they may have had. HEARING: 7:30 P.M. Since the gaso!~e storage hearing had been advertised for 7:30 P.M, and Mr. Hollins and his son David and Mr. Charles Ford, the SheLl Oil Company representative were present, the Board again acted officially on the application. Mr, Dully made a' motian-to~gra~6 the request, Mr. Kirk seconded the motion ~u~ the vote was GROUP INSURANCE: A notice of change in G.L., Chapter 32B Insurance was received from the State Group Insurance Commission. It w~s voted to refer this com~mnication Richard Lafand, the. town's insurance agent. APPOINTMENTS AND TOWN BUILDING REPAIRS: These two items were tabled from the last meeting, but due to the pressure of time since the Selectmen must attend the Special Town Meeting, it was voted to table these matters until the next meeting. }~SS. ?.~GUE OF CITIES & TOWNS: A letter was received Kenneth E. Pickard, Executive Director of Mass. League of Cities & Towns r~lative to correcting defects in legislation affecting the fiscal cycles of Mass. cities and towns. S'A',:V~NS MEMORIAL LIBRARY: Stevens Memorial Library informed the Board that they purchased a set of the Mass. General Laws lr~uotated with the gift mone~.~, given to the library by the Selectmen in commemoration of the opening of the two new wings at the library. The meeting adjourned at 7:35 P.M.
