The regular meeting of the Board of Selectmen was held on this date wi~h all members present.
Atty. William B. Dully, Jr., Arthur P. Kirk, Chairman William A. Finneran presiding. The
Warrant was approved, as submitted.
GASOLINE BIDS: .
The annual gasoline bid date was set for November 9, 1970, at 7:30 p.m. To be advertised.
STREET LIGHT REQUEST:
The Board voted to have a survey made for' street lighting, in the vicinity of the corner of
Iongwood Avenue amd Rosedale Ave., request of Mrs. Anita Fionti.
GAS EXCAVATIONS:
The Board approved petitions to excavate on Autran Avenue and Mablin Avenue. Notices from the
Law. Gas Company re street excavations to be made by the Ramey Contractors on 18~ Sutton Hill
Rd.. and Andover Street were received. Mr. Kirk requested Secretary to check if they had been
through the regular petition form.
~ESIGNATION:
The Board received, with regret, the resignation of Mrs. Natalie Stanin, 8 Union Street, a
School Crossing Guard. The Board voted to have a letter of apl~rsciation and thanks sent to
Mrs. Stanin. A letter will also be sent to County Treasurer, Mr. Thomas Duffy, for Mrs.
Stanin's retirement pension.
Notice from Personnel Board re petition~ of town employees.
Invitation to Lawrence Community Action Council, Inc. dinner meeting, October 28. Mr. Dully
will attend.

BERRY STREET COt/PLAINT:
A copy of a letter sent to :P~ymond Turcotte's neighbor .on Berry Street, from
Charles Foster, Jr., citing zoning by-law violations, storing Junk cars ,mt equipment on
property, was received by the Board. Hr. Foster will submit, a further' report on the c,
SIGN BY-LAW:
Mr. Foster, ~tlding Inelmctor, advised the Board that he still recommended that a committee
he~ appointed '~ to work with the John Brown Associates in the development of a new sign-by-law
for the Town. He stated that Hr. Brown had advised that he was preparing, a sign by-law for
~one~'~aration at the next anr~,al town meeting.
CHARLES - P~EA OONPIAINT:
Mr. Rea appeared .before the Board and stated that the Highway Surveyor, N. Nicetta, does not
use him right. He stated 'that the following condition has been going on for years and that
Mr. Nicetta does not do anything about it: Water comes from east side of Ohestnut Street,
down~.[~o~and through his garage. Ail he asks that a 6 inch gutter, 60 feet long, be installed
on the E~st side of Chestnut Street. Selectman Kirk promised to take it up with the Surveyor.
COUNCIL.FOR THE AGING:
Representatives appeared hefors the Board with a letter from Mr. 'NoDonald stating that they
did not have the $200. for their Senior Citizen's Christmas Party. They had expected to he
-1lotted a certain sum from~the Federal Government, ~ut did nut receive it. The Board ~uid
that they would do whatever possible to obtain the money for them.
~ ~IGH SCHOOL':
A letter was sent to Town Counsel. advising him that the Board of Selectmen had agreed to
accept, the offer from Mr. A. Murray Howe of $8,960.00 in. pa~ent of a certain parcel of land
identified in ~the proposed land taking for the new High School. The letter was sent. By Mr.
Kirk for the Board..
NISEEPRESE~TATION OF THE BOARD:
Er. Donald Porter, 360 Stevens Street, North Am/over, appeared before the Board to ask the
Chairman, Er. Finueran, specifically, if he, or any ~_-~_~her of. the Board, had agreed to public
ly endorse any political candidate, if they intend to do so in the future? The answer to
questions was, '~o."
Ch~t_rm~ Finneran replied that,"any published material to the contrary notwithstanding, this
Board has not endorsed any politica2 candidate for any office. And, it is the fi.rm policy
of this ~oard not to issue such endorsements.,~
This inquiry was the result of a well-wishes statement written in a letter to a
shortly after he had had major surgery. The statement had been quoted and placed in a politi.
oal a~vertisemen~, which led readers of the Tribune to think the Board had endorsed said
representative, a political candidate in the coming elections.
